1. Trash or Treasure — Planning update — Staff
Staff presented update on number of participants and outreach updates
2. Recycle a Bicycle — Update — Republic Services
Republic presented update on number of bikes and number of signups. Commissioners
Walters and Nelson along with Ex Officio member Klein volunteered to help out at the
event.
3. Commercial Glass Recycling Update — Republic Services
Republic has 1 commercial glass rate for customers and 1 collection size/type. Republic
is planning additional outreach to increase participation. Republic has collected 100
yards of glass but will need 160 yards collected prior to a shipment to Momentum Glass.

Staff provided update to SWAC on discussion to add an ongoing budget line item.
Commissioner Nelson made a motion to recommend a budget line item be added for
ongoing years to cover minor expenses of future events. Commissioner Larsen 2"'. All
ayes, motion carried
B. New Business:
1. Ada County SWAC update report — SWAC Chair
Chair provided an update on the Ada County Landfill cost of service study. Perspective
completion August 2019 with presentation September 2019 and finally a presentation to
SWAC in October. Chair also explained the idea of a waste audit and possible costs.
Staff will provide copy of previous waste audit to SWAC for review.
2. Republic Services 2"1 quarter report — Republic Services
Konrad provided an update to SWAC focused on cost of recycling and expansion of
recycling. Staff provided to SWAC that Republic provided more direct data to the City
and offered data to SWAC. Staff will provide data to SWAC at the May 22, meeting.

3. Recycle -a -Bicycle — Planning discussion
Discussion centered on if the goal of the program was to have S WAC finance the sliming
of tires for bikes brought to the event for repair. Motion was made by Commissioner
Nelson to approve no more than $500 for materials for the event. Motion seconded by
Commissioner Walters. All ayes, motion carries.
4. Fuller Park Trash & Recycling Services — Republic Services
Representative from Republic was unavailable. No review of information was possible.
Tabled until next meeting.
B. New Business:
1. Base Budget Funding of Small CRF Needs — Staff/Commission
Discussion centered on whether or not SWAC should request from City Council a base
budget for FY'20. Clarification was made regarding that this would be only for FY'20 as
budget was set for FY' 19. Chair asked staff to work on the wording of a motion so that it
could be considered for next meeting. No motions made.
7. Next Meeting: Confirm April 24, 2019
Commission confirmed next meeting date. Seeking updates on current projects (Tot,
Recycle -a -Bicycle, Fuller Park, and Base Budget funding, etc.).

Chairman Cory asked Commissioner Larsen to volunteer at the Public Works Week SWAC booth
team for SWAC. Commissioner Nelson and Konrad McDaniel will also be helping with the
booth.

Staff updated SWAC on number of participants and items placed out for event. Staff
noted high amount of positive feedback. Councilwoman Milam noted that she also heard a large
amount of positive feedback. Staff created a satisfaction survey for Trash or Treasure
participants. Councilwoman Milam asked that the survey be placed on social media so more
people could participate.
2. Recycle a Bicycle – Wrap-up – Republic Services
Republic stated that this was a very successful event. Commissioner Nelson also felt that
the event was very well done. Republic noted that extra bikes were distributed and in

staff of approx. $95 in expenses.
B. New Business:
1. Public opinion survey — Commission feedback
Chair asked for comments or suggestions on the previously provided solid waste
community survey that staff is prepared for community distribution. Chari expressed that
SWAC was happy with draft,
2. Monthly solid waste data — Staff
Staff presented tracked and trended data to SWAC. SWAC will review the data and
provide any needed comment or changes at next meeting.
3. Recycle rates update — Republic Services
Rachele Klein read the Republic Services request into record summarizing that Republic
is seeking an additional $0,12 for residential accounts and $0.46 for commercial
accounts. SWAC Chair asked what improvement measures were made by the hauler and
processor. Republic responded that there was little room for process improvement and
the need to improve is on outreach and education to reduce incoming contamination.
SWAC Chair asked if Republic had asked other municipalities for rate increases,
Republic responded that they had asked other municipalities for rate increases as well.
Commissioner Larsen asked about tracking contamination into processor and Republic
responded that since so much material is delivered to processor at the same time so
tracking contamination would be very difficult. Councilwoman Milam then asked if
Republic could create an outreach program to improve education. Republic will work on
an outreach tool. SWAC asked staff to evaluate the request. Staff will evaluate and bring
findings to next SWAC meeting.
4. Composting update — Republic Services
Republic updated SWAC regarding the 20 Mile farm composting site and that it cannot
support compost from Meridian at this time. Republic also provided an update on the
current grass only collection. Republic then invited Mike Murgoitio to present about his
operation. Mr. Murgoitio provided an update on his business.

If all goes well, Kleiner Park will have a fishing dock later this year.
On Tuesday Meridian City Council approved a proposal by the Mayor's Senior Advisory Board to build a
fishing dock on the southwest side of the park's pond.
The dock will make fishing in the pond more accessible for seniors and wheelchair users.
"Mobility is huge for (seniors)," said Carolyn Sinnard, member of the Mayor's Senior Advisory Board.
"This will make it safer and easier for them to access with their kids and grandkids."
Sinnard said the dock will be 12 -by -8 feet and connected to the shore by a 4 -by -18 -foot gangway.
The project is estimated to cost around $19,700. The financing for the project comes from a
participatory budget of $20,000 the city approved last summer — $19,000 of which was donated to the
city by Republic Services.

Mayor's Senior Advisory Board staff estimate the dock will be completed by this summer, Sinnard said.
Kleiner Pond in Kleiner Park is stocked with rainbow trout throughout the year by the Idaho
Department of Fish and Game. The Meridian Parks and Recreation Department is in the process of
finishing a concrete pathway to the pond making it ADA compliant, according to department Director
Steve Siddoway.

While the dock isn't necessary for ADA compliance, "it is something we're doing to give seniors access
to the pond," he said.
The Mayor's Senior Advisory Board surveyed over 300 people before deciding to pursue the dock.
City Councilwoman Genesis Milam said the project was "a fantastic concept."
"Not only will it serve the seniors ... but thousands of people will use this pond for fishing or
sightseeing," she said. "It is a great amenity to our parks."
Councilman Ty Palmer said he would prefer the money go toward making ADA enhancements that are
required by law.
With the approval, Siddoway said the parks department would seek bids for the project and wouldn't
move forward with it unless the project was within its $20,000 budget.
"A lot of people come out and fish," he said. "I think this dock will be used by a lot of people."
