Broadway Ave., Suite 102 Meridian, Idaho 83642 Re: Owyhee High School CZC / DR Conditions Alternative Compliance Mr. Holmes, Thank you for your review of the plans for Owyhee High School. The design team has reviewed these comments and is providing the following alternative compliance narratives for select items. Revised plans showing compliance with all other items have been submitted. Landscaping 1. Perimeter Landscaping: Per UDC 11-3B-8-C1, code requires perimeter landscaping along vehicular use areas. I’ve marked these areas in green and it looks like they all already have grass so we would just need a tree every 35’ (on average) in these areas. Narrative: Areas indicated by City of Meridian to include additional trees are athletic practice spaces and cannot be utilized for tree planting. The NFHS and IHSAA require clear space at the edges of athletic space to prevent student injuries. Additionally, sight line views into the site are required for adequate safety and observation by WASD staff and COM police. We do not want to increase the planting density beyond what we currently have. A total of six (6) additional trees were added at the western portion of lawn adjacent to the marching band practice area and (3) additional trees were added at the east edge of the site adjacent to the throwing area for shot put 2. Internal Landscaping: Per the above code, parking aisles greater than 12 spaces should have an internal planter island with groundcover and a tree. I notice that there are some of these missing from the north lot, are there site issues that is prohibiting these from going in? It also looks like there are a number of islands that are missing one or both of the required trees. Narrative: Parking islands are omitted at the area programmed for band practice. The band practice area has been reduced to allow for an additional (2) planter islands to be installed. Trees were omitted in planters where parking lot lighting is located. If trees are not omitted the parking lot lighting will be obscured and an unsafe condition created. 3. Trees in Easement: I understand that you do not want to plant trees where there is an irrigation easement in the S. Parking Lot and to grant this we will have to process an Alternative Compliance application (see attached). UDC-11-5B-5. We would like to see this required landscaping added to a nearby area to make up for the lack of trees in the parking lot. In my opinion, it makes the most sense to add them to the nearby buffer along the N/S collector. Narrative: We have omitted trees in planters within the NMID easement (trees are not allowed). Additional trees were not added to the site due to the need for unobstructed views into the site for safety. Please let me know if you have any questions.
