VALLEY WIDE SCHOOL SAFETY COMMITTEE
THE NEED TO STANDARDIZE
• May 2018 — A Committee was formed to discuss school safety with the intent of standardizing all
threats/all hazard based training for students and staff.
• Committee Includes 15` responders (Police and Fire), school districts officials (public, charter and
private schools), IOSSS, ACEM and other state partners throughout Ada & Canyon County
WHAT WE LEARNED
• Many jurisdictions and their school partners were doing a lot of the some things except:
— Different Terminology
— Different programs were being taught& Implemented across the state
• Confusion and inconsistencies in programs and the training provided from county to county
FOCUS
• Develop command response protocol framework applicable to a broad variety of school
environments focused on K-12
— Using information, training/experience and lessons learned from school shootings and
other school related emergencies to develop best practices
— All Threat/Hazard based Training
— Fire Drills (Evacuations)
WHAT HAS BEEN ACCOMPLISHED
• Over an 8 month period the committee & statewide partners developed the following
standardized processes:
— Introduction language to the 4 Command Response Annexes
— Procedures for responding to imminent threats or active violence inside a school
— Procedures for responding to lower level threat situations inside a school

of a school
— Procedures for removing students and staff from dangerous situations inside a school
focused on situational awareness.
WHAT THE 4 COMMAND RESPONSES DOES FOR OUR STUDENTS/TEACHERS/ADMINISTRATORS
• Designed with the focus of "Duty -to -Care" for minor children of varying ages and abilities by
staff
• Conforms to the reality of the school environment, clearly communicates intended actions in a
method that is memorable even in highly stressful situations.
• Standardized framework providing each school, district and/or jurisdiction the ability to build
onto the framework to fit their needs.
— Designed as a component of an overall Emergency Operations Plan (EOP)
• Reducing confusion and make sure the best and most advanced procedures are in place and
available for all schools.
• Distinct operational procedures designed so that they may be enacted in series or succession.
STILL TO COME
• Training Subcommittee in the process of developing the training material to be used by first
responders to teach in schools and educate parents and the communities served.
• Continuing to work with areas around the state and educate them on the benefits of
standardized procedures.
• Planned implementation throughout Ada/Canyon counties and others parts of western
and eastern Idaho - Fall of 2019
• Training staff in August of 2019
