Lynn Smith has lived in Meridian for two years and wanted to get involved in civic life. Lynn believes that architectural art and public art are important and set the tone for the city. Lynn used to work for NATO, as a painter/visual artist, and is now a liturgical seamstress. Maria grew up in Boise and has a theater background. She and her husband moved to Meridian from California. Her day job is in finance. She does traditional Pilipino dancing and singing. (continued) B. Meridian Symphony Rising Stars Support David Stolhand "Places Near and Far" April 20th Rising Stars Concert. This upcoming year is their 30 year anniversary as an organization. David reported that the Meridian Symphony Orchestra is considering adding a youth orchestra component to their organization. Gretchen said that MAC should consider how their support of the Meridian Symphony Orchestra may need to increase at some point. Motion by Jennifer; second by Lynn to continue to support Rising stars for not to exceed $500 — all ayes — motion carried C. Meridian Art Week Poster Competition Jessica suggested that the call spell out Meridian Art Week, rather than using the acronym "MAW." Motion by Jay, second by Maria to approve the Meridian Art Week Poster Contest RFP with the deletion of the acronym "MAW'— all ayes — motion carried. Motion by Gretchen; second by Jennifer to establish the award amount at $200 — all ayes — motion carried. Motion by Gretchen; second by Jessica to approve the RFP with modifications — all ayes — motion carried. D. West Ada Student Art Show"Framed" Hillary asked people to send her an email if they are interested in serving as a judge. E. Concerts on Broadway 2019 Bands Motion by Jessica; second by Gretchen to approve bands - all ayes - motion approved. F. Approval of Traffic Box Call to Artists Release Motion by Jessica; second by Jay to approve the call to artists - all ayes - motion carried. G. Traffic Box Art Wraps Selection from Current Repository Motion by Maria; second by Lynn to approve Bonnie Zahn Griffith and Brian Schreiner's works for two traffic box wraps — all ayes — motion carried. Motion by Jessica; second by Jay to authorize Hillary to determine box locations for these works — all ayes — motion carried. H. Idaho Commission on the Arts Training Jennifer has worked with Stuart Weiser to coordinate a free Saturday workshop. The ideal class size is twelve attendees for a targeted workshop. The poll sent out had four people who could attend on April 27 from 11:00 — 5:00 pm. I. Fiscal Year 2020 Budget Discussion 1. Art in the Halls Commissioners discussed and landed on having a deaccession policy in place before obtaining new works. 2. Current Budget Coverage of Existing Projects Commissioners discussed and determined that they don't have the bandwidth to do more than they are currently doing, unless they can ask for more staff. Jessica noted that if a budget increase is requested it could be for something like a production management team to lead a Dairy Days Art Show, or something similar. Gretchen noted, that future budget increased may be needed as the market/industries continue to grow and as expenses increase in cost, but we are probably fine for this year (things like artist stipends, traffic box wraps, production costs, etc.) Emily Kane clarified that MAC can only pay for good and services, they can't give money away. 3. Strategic Plan Committee Discussion Items Leslie noted some high points from the most recent committee meeting, where they were able to work with Joe Borton's a bit and bounce ideas off of him. J. PAC is also working on developing a public art plan. PAC has also discussed art on privately owned sites and how to best enable private businesses to engage with the arts community. 2. Initial Point Gallery Hillary mentioned the reception host list that was being passed around. Leslie explained that host schedule a little more for the new commissioners. Jennifer reported that the reception for John Killmaster was fairly well attended and had a nice buzz to it. Q. The artist must include a completed acknowledgments form with their entry. No more than two entries by any one individual will be accepted. Entries must conform to the guidelines set forth below. Entries should be appropriate for replication for posters and other MAW promotional items. There is no fee to enter the contest. Submit entries by email to mac@meridiancity.org. Eligibility: This call is open to applicants regardless of race, gender, gender identity, sexual orientation, religion, nationality, or disability. All individual Treasure Valley artists encouraged to apply. The selected artist will be asked to enter into an Acceptance Agreement with the City setting forth specific conditions of use. Deadline: The deadline is June 7, 2019 at noon, MST. Criteria: All artwork must be able to display well in a 2D format, 11” x 17” or scaled to that size. Entries will only be accepted in JPG, PNG, or PDF formats of at least 300 dpi. Links for file sharing (weTransfer, Hightail, Dropbox, etc.) will be accepted, but the file size should be no larger than 30 MB. Incomplete entries will not be considered. The following criteria will be considered to determine the selected artist and artwork:  Adherence to the Call to Artists;  Quality of work;  Appropriateness of subject and concept for the event;  Consistency with City policy and community values; and  Contribution to aesthetic and cultural atmosphere of Meridian. Submission Guidelines: The purpose of this contest is to design a poster for MAW. The winning poster will be used in print and online. As funding becomes available, MAC and/or a sponsoring partner may select a piece of artwork represented in the repository to reproduce as a vinyl wrap. Artwork included in the repository may not be selected for a traffic box wrap. A $300 stipend shall be available for artists whose work is selected for reproduction as a vinyl wrap to be installed on a traffic box, following execution of, and pursuant to, a written agreement with the City of Meridian and scanning of the original artwork portrayed in the selected image by City or City’s selected vendor. ELIGIBILITY: This project is open to applicants regardless of race, gender, gender identity, sexual orientation, religion, nationality, or disability. The Traffic Box Art Image Repository is to include original artwork by artists who live or work in Idaho’s Treasure Valley, created using any medium, so long as it can be represented in a high- resolution digital image without loss of integrity or quality. No artwork will be included in the repository which does not meet the selection criteria. Artists whose work is selected for reproduction as a vinyl wrap will be required to enter into a written agreement with the City setting forth specific terms and conditions of inclusion. Each person may submit up to three (3) images for consideration; a maximum of two (2) images per person may be selected for inclusion in the repository. Incomplete or late submissions will be deemed ineligible and will not be considered. This way as boxes are installed, people in that region can look forward to seeing new boxes installed - rather than spacing installations out all over Meridian each year. *Some traffic boxes have been ignored because they are not very noticable to motorists or are otherwise well hidden. [Spring 2016] Schools: Each fiscal year presents two traffic boxes either adjacent to or nearby two separate schools. This allows MAC to hold two bi-annual contests for student artwork to be featured on a traffic box near their school. This direction would put MAC in direct contact with our local schools - which I think would foster a positive relationship with West Ada School District. Alternatively, we could still select student artwork from West Ada's annual art show, "Framed." Parks: Regional (2/2) and Community (3/4) Parks are represented over the course of the outlined plan. These are generally one each year, except for FY16, which has two parks. The only Community Park that is excluded from the current plan is Bear Creek Park. The traffic box near this park is also very close to the Wahooz/Roaring Springs signal. Bear Creek Park could potentially be substitued in FY17 in the event that one of the other drafed traffic boxes gets sponsored. She has served as a regional public art advisor for the Idaho Commission on the Arts and provides consultations and workshops statewide for municipalities and arts organizations re garding public art, strategic planning, fundraising, volunteer management, and project development. Delta was formerly the Community Development Director for the Idaho Commission on the Arts where she provided technical assistance and managed the grants to organizations program. Delta also successfully helped the Pendleton Arts Council fund and complete its $1.8M renovation of a historic Carnegie Library into the Pendleton Center for the Arts. Bonnie Griffith Meridian Arts Commission Vice Chair 2019 MAYOR’S AWARDS IN THE ARTS GUIDELINES The Mayor’s Awards in the Arts are presented by the Meridian Arts Commission and the City of Meridian to recognize and encourage excellence in the arts throughout the City. Nominees may be businesses, organizations, or individuals who have made a significant contribution to the arts in Meridian, through distinguished service or creative accomplishment. Recipients will be recognized at an awards ceremony held during Meridian Art Week activities the first week of September following Labor Day. Eligibility: Nominees should be residents of Meridian, work in the capacity of an art educator in Meridian schools, or have a business that supports the arts in Meridian. City of Meridian staff, current Meridian Arts Commissioners, and their family members are not eligible to receive awards. Instructions: In a one-page letter please describe the nominee’s overall commitment, contribution, and service to the arts as it relates to the criteria for the category that you are nominating the candidate. Include relevant biographical information, professional achievements, and community involvement. As part of your nomination, you may also include supplementary materials such as press clippings, catalogs, resume, annual reports and additional letters of support. Attach the letter and any supplementary materials to the Nomination Form. Nominations may be evaluated on: A. Years of commitment to support the arts in Meridian; B. Overall involvement in support of the arts; C. Type of support (volunteer service on boards, lectures, financial).  Arts in Education recognizes educators, individuals, businesses, or organizations for their efforts to strengthen public arts education in the geographic area of Meridian Schools. Nominations may be evaluated on: A. Overall impact on making the arts a vital part of the basic curriculum; B. Degrees of advocacy for arts education in the schools and community; C. Years of commitment to arts education.  Student Excellence in the Arts recognizes Meridian area student artist’s grades 9-12 who have dedicated a significant portion of their youth working to develop and manifest their individual creativity within any discipline of art including performance, visual or literary arts.
