This letter is to inform you that the subject application is scheduled to be heard by the City of
Meridian's City Council on April 24,2012. The hearing will be held at the Meridian City Hall,
33 E. Broadway Avenue, in the City Council chambers at 7:00 p.m.
In accord with UDC l1-5A-5D, a public hearing notice is required to be posted on the property
under consideration on or before April 14,2012 not less than ten (10) days prior to the public
hearing. Proof of posting consisting of a notarized statement and a photograph of the posting is
required to be submitted to the City no later than seven (7) days prior to the hearing attesting to
where and when the sign(s) were posted. If you do not submit the certificate by such date, the
hearing will be continued. Please refer to Unified Development Code 1l-5A-5D for the
appropriate posting requirements.

ITD's position on the Hawkins access has evolved over time
Our original application review was based upon a mission statement focused on system efficiency and operations.
The original review process was very restrictive of access and we denied any of the requested new accesses to SH-69
(Meridian Road).
As the Hawkins and other applications proceeded through our process, our administration encouraged a change in our
mission statement to increase emphasis on economic development.
ln the Hawkins case, ITD's position is that the three new driveways supported economic development and that their site
development plans mitigated the impacts on system efficiency.
The ITD access approval was based upon our current mission statement.
Our access approval does not preclude the City from a more restrictive access plan on the Hawkins development.

Dave may have more to add.
I will attend your city council meeting on the 24th and present a similar report.

It is recommended that Council only allow a "right-out only" driveway as the minimum access to Hwy 69 for satisfactory
traffic operations due to the negative impacts to safety associated with each additional driveway. A provision could
be
made to assess additional access needs after total build-out has occurred and, at that time, additional accesses could be
granted.

ln reviewing the proposed accesses to Amity Road and Hwy 69, public safety
is of primary concern. Allowing all three of
the proposed accesses to Hwy 69 would have the greatest negative impact to safety and statistically would
increase the
crash rate on that roadway segment by 4% per access for a total of L2!A.
Review of the traffic impact study performed for the development reveals the following:
lf no accesses are allowed to Hwy 69, one of the proposed accesses to Amity Road has the potential
to operate
with excessive congestion during the peak hou r at total build-out of the development_
By adding a single "right out only" driveway to Hwy 69, all accesses for the development will operate
satisfactorily with respect to congestion. This could be considered the minimum level of access needed for
satisfactory operations.
Each additionalaccess beyond the minimum described above only results in increased convenience at the cost
of safety and is not necessary to achieve satisfactory traffic operations.
lf multiple direct accesses are allowed to Hwy 69, there would be no need for a signalized intersection on Amity
Road in the short term. Such an improvement could easily be added in the future if an assessment determined a
n eed.
It should be noted that if the internal traffic circulation of the development was configured to utilize the backage road,
that access to Hwy 69 would most likely not be needed for satisfactory traffic operations; however, this specific
configuration was not modeled in the traffic impact study.
