Size of property, existing zoning, and location: Thrs site consrsts of 4.38 acres of land, is cunently zoned R-4, and is located on the
north side of W. Ustick Road, approximately % mile east of N. Ten Mile Road,
History: This property was annexed in 1995 & a preliminary plat was approved for Bramblewood Sub;
the plat later expired. ln 2006, a
plat for Cold Creek Sub was applied for but was denied.
Summary of Request: The applicant submitted a request for a rezone of 4.38 acres of land from R-4 to R-8 consistent with the MDR
FLUM designation for the site. A preliminary plat is also proposed consisting of 16
building lots & 3 common/other lots. The gross
density of the proposed subdivision is 3.65 dwelling units per acre consistent with the desired density in MDR areas of 3-8 units
per
acre.
A 25'wide sheet buffer is required along Ustick Road. Because the site is below 5 acres in size, open space & site amenities are not
required. Stormwater from the streets will be discharged into a storage pond on Lot 1 , block 3 in the center of the development. one
access is proposed via Ustick; a stub street is proposed to the west for future extension & interconnectivity. A stub street is not required
to the office development to the east as there is no public street connection.
A 6' tall vinyl fence is proposed to be constructed around the perimeter boundary of lhe subdivision where fencing doesn't already
exist.
Sewer is proposed to be extended from the north via an aerial crossing over the Five [,4ile Creek and will extend into the site via a 20'
wide sewer easement on the west side of Lot 8, Blk 1. Water will be extended from Ustick Road.
Conceptual building elevations or future homes within the development were submitted by the applicant. Staff recommends the
structures on Lots 2-4, Block 1 and Lot 2, Block 2 that back up to Ustick Road incorporate articulatton in the rear facades to break up
monotonous wall planes and roof lines,

EPA NOI's) are provided to our office prior to construction starting. During construction we will make inspections to

. The City spec says compressive strength of 140 psi and foam volume of 20.3 ft^3/yd^3.
There is no conflict in the above specs - 50 pcf is a unit weight not the strength. The 50 pcf and 140
psi specs have
nothing to do with each other.

David - Are we reading the same spec for foaming grout?
The design complies with attached section 308.2.6 "Low
Strength Foaming Concrete Grout". The foaming grout is not structural and is not needed for support. The plans are
currently in review at development services and it's likely that the foaming grout may not be include in the final
design. This is not a flood plain issue and we will work with Steve O'Brien regarding their preference for the annular
space fill.

On point #2 the structural engineer has specified 50 pcffoaming concrete for annular space. This exceeds the
requirements in Meridian standard 308 which is referenced on plan sheet C3.0. The plan sheet needs to match the
more stringent requirement of the structural engineer.
On point #3 -
if you are comfortable that the intent of installing the foundations behind/below the existing creek bank
grades is met then this item is resolved.

I am reviewing the Village at Cold Creek floodplain application. The following is required in order to complete the
application:
o Provide clarification on assumptions made for impact load. What velocity was used? What size timber was
assumed to yield the 3,500# load? See supplementalstructural calculations provided on2-!0-1.4.
o Provide cross section drawings for modeled cross sections which show effective, existing and proposed
conditions.
o lnclude missing cross sections 4 + 40' and 1 + 50' which seems to be missing. See transmittal provided
on 2-10-1,4.
o Provide complete construction drawings for work within the Overlay District. The drawing sheet provided is too
small and does not detail or show all elements. Provide larger view (1,L x 17 max) plans/details which:
o Detail how rip rap armoring of banking will be secure from erosion / movement. See transmittal
provided on2-10-1.4.
o Detail the engineer required annular space fill of 50pcf foaming concrete (this exceeds COM standard
spec and requires call out). See transmittal provided on 2-10-14.
o Detail attachment of pipe to footings. See transmittal provided on 2-1-0-14.
o Detail and dimension where / how footing will be installed to be within existing channel banks as noted
