Size of property, existing zoning, and location: This site consists of 15.26 acres, is currentiy zoned R-4, and is located on the north
side of E. McMillan Road, approximately 1/8 mile west of N. Locust Grove Rd.
History: ln 2005, this property was annexed and preliminary platted as part
of Tustin Subdivision to the north of this srte. A llnal plat
was recorded for phase I to the north but the remainder of the plat
which included the subject property expired.
Summary of Request: The proposed preliminary plat consists of 44 building lots & 10 common/other lots on 15.26 acres of land in an
R-4 zoning district. A gross density of 2.88 dwelling units per acres is proposed
consistent with the desired density of LDR designated
areas,
Access is proposed on the plat via E. McMillan Road, A stub street is proposed
to the east for future extension & interconnectivity.
Timberline Way, an existing stub street at the north boundary of the site, is proposed to be extended for interconnectivity.
The North slough runs along the northem boundary of the site and was piped with development of the property to the north. The Lemp
Canal runs along the southem boundary of the site adjacent to E. McMillan Road and is open. Another smaller ditch runs along the
west boundary. The UDC requires all ditches to be piped unless waived by Council. The applicant requests a waiver from Council
to
allow the Lemp Canal to remain open due to its large capacity.
A 25' wide street buffer is required along E. lVcMillan Road & is proposed on the north side of the Lemp canal. A 10' wide multi-use
pathway is proposed in accord with the pathways plan within the street
buffer.
The plat includes '1 .85 acres (12.1%) of qualified open space and a
'10' wide multi-use pathway
along Mcl\4illan & pathway within the
common area at the north boundary of the site in accord with open space & site amenity requirements.
A 6' tall vinyl fence is proposed along the perimeler boundary of the subdivision
as well as along interior common areas. The UDC
does not allow 6' tall closed vision fencing along interior common open space areas or pathways; the fencing needs
to be reduced to 4'
if solid matenal is used or 6' tall is allowed lf an open vision material is used.
Conceptual building elevations for future homes within this development were submitted with this application. Staff recommends the
street facing facades of structures on Lots 15-17, Block 'l
& Lots 4-9, Block 5 incorprate articulation on the facades to break up
monotonous wall planes & roof lines.
