M ission:
The Meridian Parks & Recreation Commission is a volunteer citizens' group that is created and empowered to
advise the City on issues relating to park facilities and recreation programs of the City. Their mission is to gather
input from staff and other qualified personnel on issues relating to the creation and design of public parks and
open spaces; to listen to public input; and to provide advice and recommendations on parks and recreation related
matters to the Mayor and City Council.

2019 All-C ommission Goals:
1. Support development of a connected pathway system across the City of
Meridian, with the F ive Mile Creek Pathway and the R ail-W ith-Trail P athway
as the top priorities.
2. Encourage coordination with the City of E agle to connect to the Boise
River G reenbelt and with neighboring communities f or additional regional
connections of our pathway systems.
3. Support construction and the grand opening of Discovery P ark.
4. Support construction of a shade structure solution at the K leiner Park
bandshell.
5. Engage other task forces, commissions, entities, and agencies through
workshops and other outreach f or partnership opportunities.
6. Pursue improved tools and opportunities to engage citizens and
stakeholders.
7. Support the planned improvements for bay 5 of the Homecourt.
8. Discuss progress on Goals and Objectives in the MP R Master Plan.
9. Continue to f oster greater C ommission involvement/presence in
community events.
10. Hold workshops during Commission meetings to address current issues.
11. Participate in the partnership with the Meridian A rts C ommission to add
theming and identity reinforcing art at Champion P ark and R enaissance
Park.
12. Support the current ef f orts for A D A compliance repairs to ensure
accessibility of Meridian's park system.

Pathways Project Manager’s Report:
KIM WARREN
1. Rail-With-Trail – I am still working towards the purchase of 3rd Street property
to complete ROW acquisition. I am awaiting final approval from the FOCAF
organization regarding land trade. This was delayed somewhat due to the need
to wait for the restart of the five year grant funding cycle, but we are hopeful
that all information has been provided and approval will be obtained soon

(expected March 2017). We completed a 45-day extension to the purchase offer
for the 3rd Street property, which has been signed by the seller and the City.
2. James Court – I met with a James Court property owner to sign and notarize
the easement form and easement purchase contract. Both items are on the
Council Consent Agenda for March 5, 2019. An informational memo was sent to
Council discussing the history of easement acquisition and the need to purchase
easements going forward. Staff continues to stay in touch with/reach out to
remaining property owners to finalize the other two easements needed for this
project. Coordination was begun with Idaho Power to obtain cost estimates and
schedule power vault relocation work.
3. Five Mile Creek Trailhead at Ten Mile Road – We received the final draft of
the cost share from ACHD and met to review. We will return any final revisions
to the ACHD project manager this week. We met with Jensen-Belts Associates
to discuss project scope and obtain a fee estimate to complete remaining
landscape architectural design work for landscape and amenities not included
in the ACHD cost share. The consultant returned an acceptable proposal. I
have begun the task order paperwork for this portion of the design to be
completed after the cost share is finalized.
4. Segment D – Five Mile Creek Pathway – This project has now been formally
withdrawn from the Federally Funded TAP program. Staff met to discuss the
future of this key connection and possibilities for implementation, now that we
are less constrained by tap timing and design requirements. Staff is assembling
documents outlining ownership of right-of-way along Segment D, as well as
graphics that will present strategies and scenarios for near term
implementation of this pathway.
5. Five Mile Creek Pathway Connection, Fairview Avenue – I reached out to
Idaho Power to request a cost estimate and scheduling for relocation of power
poles and utility infrastructure to clear space for this pathway alignment.
6. Mapping – I completed the final GIS Map layer and presented it to the MPR
Commission for approval in February. I will present to Council, along with
discussion of our revision process, on March 12, 2019 for consideration. The
map will appear on Consent Agenda for Council approval the following week.
On March 12, I will also present the 2019 Pathway Priorities document as
previously approved by the Commission.

7. Ongoing Coordination and Review – Staff continues to attend review meetings,
review plans for active projects, and issue pathway conditions of approval. We
met with the City Comprehensive Plan consultant and managing staff to discuss
progress and timing for review of comprehensive plan draft documents. I
continue attending bi-weekly Streetscape and Community Character meetings,
and monthly FACTS meetings at COMPASS.
City Arborist’s Report:
ELROY HUFF
1. Water Play Log for Discovery Park – We looked around and found a big log cut
from a local tree company. The log has been cut, and it is being shaped and
carved into a water play feature. I will present some photos at the next
Commission meeting.
2. Tree City USA Growth Award Application 2018 – The application has been
submitted. Applications have been accepted and approved.
3. Arbor Day 2019 – This year’s Arbor Day Celebration will be held at Peregrine
Elementary School on Friday, April 12, 2019. We have a special speaker coming
to town again this year.
4. Fuller Park – We have removed 10 trees and stumps from Fuller Park. We are
now getting ready to clean out the tree holes, add new soil, and replant some
trees. The park has been added to the Five-Year Pruning Cycle Plan, which will
start after the new budget in October 2019.
Recreation Division
Recreation Manager’s Report:
COLIN MOSS
1. Concessions RFPs - Concessions stand bids were awarded last week, and we
are now working on finalizing contracts with each of the vendors who were
chosen. No proposals were submitted for Bear Creek Park, so there will not be
a snow cone stand there this year unless someone comes forward with an
interest.
2. Downtown Concert Series – We have kicked off the logo design process for our
new downtown concert series: Playin’ in the Plaza.

3. Meridian Main Street Market – We are a month away from the opening of the
Meridian Main Street Market with its expanded dates. In 2019, it will run April
13 through October 12. Many preparations are taking place to get ready.
4. IRPA Conference – The Idaho Recreation & Parks Association Conference will
be held April 8-11 in downtown Boise. Almost the entire Recreation Division is
serving on the conference committee in some capacity, so there has been a lot
of activity to help prepare.
5. Spring Sports – The spring sports season is getting underway. We have already
hosted ultimate Frisbee, lacrosse, and rugby tournaments. In the next couple
of weeks, we will see all the youth leagues get going. Lots of time is spent
following up with organizations to confirm schedules, submit invoices, etc.
Homecourt Facility Manager’s Report:
GARRETT WHITE
1. Scheduling –The primary users this month are Hoop Dreams, Triple Threat
Basketball, Ignite Sports, Ekahi Volleyball, Legacy Volleyball, Pickleball,
Noonball, and our adult Volleyball and Basketball leagues. There are two
tournaments this month. On the 15th and 16th, we have a youth basketball
tournament held by Crash the Boards. On the 22nd and 23rd, there is a martial
arts tournament.
2. Staffing – I have finally hired the sixth Homecourt Specialist. Bo Stevens
started Friday, March 1 and will be working primarily weekends.
3. Projects:
Homecourt Renovations – We are finalizing the plans for the renovations
which should be completed by March 8 and out to bid soon after that.
Roof Leak on Court 1 – We have fixed/repaired the roof leak on Court 1.
After the repair was completed, we had a snow day/rain day; we had no
leaks.
Parking Lot Planters – Jeremy Aldrich will help me get the parking lot
planters with new bark and possibly new plants. He will meet with me at
the Homecourt this week to discuss the amount of bark we need and get a
schedule put together for the project.
4. Invoicing – I have sent out all invoices for the month of March and will be
sending out April invoices in the next few weeks.

5. Day Pass/Monthly Memberships – Weekly, I have been removing members that
have ended their monthly membership in Rec 1. Rec 1 has had some issues
which are trying to be resolved. Unfortunately, at this time, I cannot remove
members. Rec 1 has not given me an estimate on when they will have the
problem fixed.
6. IRPA – We will be meeting on March 7 to discuss the conference in depth. We
have 12 to 14 vendors as of now. We are still hoping to get 20.
7. AED Inspections – I have completed all the AED inspections. I will schedule
another inspection six months from now.
Recreation Coordinators’ Report:
JAKE GARRO, RENEE WHITE & TYLER ROBERDS
1. 2019 Winter/Spring Classes – Jake is overseeing enrollment numbers of classes
that are being taught through our department’s Activity Guide.
2. 2019 Summer Camps – Jake is working on finalizing the details for our Camp
Mer-IDA-Moo Summer Day Camp, Outdoor Adventure Camp, and Let’s Play
Sports Camp. Details being finalized and confirmed are Friday field trips for
Camp Mer-IDA-Moo, field trip transportation, and daily field trips for Outdoor
Adventure Camp. Camp Mer-IDA-Moo and Outdoor Adventure Camp will begin
the week of June 10 and conclude the week of August 5. Let’s Play Sport Camp
will begin the week of June 12 and conclude the week of July 29.
3. 2019 Summer Activity Guide – A call for activity proposals from instructors
were returned to Meridian Parks & Recreation by February 20. Jake is
currently in the process of scheduling activities at the Meridian Community
Center and formatting guide information for instructor review and editing. The
guide will be sent to the Idaho Press Tribune for layout and design on March 11.
The final print date for the Activity Guide will be Tuesday, April 9 with the
guide being released in the Meridian Press on Friday, April 12. Registration for
summer classes will begin Friday, April 12 as well.
4. 2019 Summer Class Fee Schedule – The activity fee schedule will go to the
clerk’s office on Tuesday, March 12. Fees will be advertised March 18 and
March 25. Fees are set to be approved at City Council on Tuesday, April 2.
5. Regarding special events, this time of year is busy with lots of planning,
updating, contacting, and designing.

6. Stakeholders – We have new sponsors for Unplug & Be Outside. This year’s
government shutdown effected the Idaho Recreation & Tourism Be Outside
Grant, so funding is not available from that source. We are negotiating our
annual radio contract that will include promotions for Homecourt this year.
Renee has secured the presenting sponsor and kid’s court sponsor for the Block
Party and season sponsors for Movie Night. Renee is continuing her outreach to
single night sponsors. We are restructuring our Christmas in Meridian
sponsorship package to target a bigger presenting sponsor.
7. Marketing - Renee has updated our special events website, including adding
event participation forms with links to online payments (Unplug & Be Outside,
Block Party, and Trunk or Treat), created the ads for the Summer Activity
Guide, designed the Facebook events ads, and attended social media training
offered by the Meridian Chamber of Commerce.
8. Event Planning – All the movies are selected for the summer season. Wow, it’s
going to be another great summer! We have bands and sound companies
booked for July 4th and Gene Kleiner Day entertainment.

9. MYAC - The Mayor’s Youth Advisory Council TAC continues to plan monthly
events, including a Valentine’s Day event and looking forward to “Do the Right”
day.
10. Basketball Officials - The implementation of City-employed basketball officials
has gone well. The individuals that were hired have investment within the
program. They have quickly learned how to officiate as well. The product we
are creating is going in the right direction. During the summer, Tyler will likely
hire one to two more officials.
11. Winter Sports - Winter sports are a little under half way complete. With the
addition of the new scheduling policy, we have seen a dramatic decrease in
reschedule requests. Teams were initially frustrated with the change, but they
are now seeing the benefits. Teams have a much better idea of when they will
be playing.

12. Softball Program - We have recently collected results on a softball survey to
help guide the future of the program. With the addition of new fields, we now
have a little flexibility in how we operate. Tyler will likely work towards a
similar scheduling format as volleyball. Certain leagues will be playing on
certain days. The results from the survey favor this change.
13. Spring Sports – Spring sports are starting to build. We have taken multiple
registrations for the Summer Fun Kickoff and Slow-Pitch Softball. Spring
registrations will close in March; however, we have seen a large increase in
sign-ups already.
