Per the provisions in Idaho Code $ 39-1 18(2Xd), the Cit-v of Meridian has retained the services of
CENTRA Consulting, Inc. as its Qualified Licensed Professional Engineer (QLPE), to verifo
that the
plans and specifications proposed for the above-referenced project comply with the IDEQ Facility and
Design Standards (IDAPA 5 8.01 . l6 and 5 8.01 .08) and the applicable Meridian standards, and to
approve the project for construction. By virtue of their attached letter, they have reviewed and
approved the above referenced plans and specifications as complying with the Facility and Design
Standards, and Engineering Standards of Care as it relates to the reviewed elements.
The above referenced project complies with the City of Meridian's current Wastewater Facility Plan,
and Sewer Master Plan, and our system has adequate capacity to accept sewage wastes for treatment.
These determinations have been made by use of computer models developed for our Sewer Master
Plan. This project is also within the City's urban service planning boundary. Our Domestic Water
distribution system can provide water service and the minimum required fire flow ( 1000 GPM) and the
minimum required residual pressure of 20 PSI. These determinations have been made by use of
computer models developed for our Water Master Plan.
The City of Meridian will own and operate the wastewater collection and domestic water distribution
systems within this project upon final inspection and acknowledgement by formal acceptance letter. In
essence, the City of Meridian "Will Serve" the project.
Attached for your records is a complete and accurate copy of the plans and specifications reviewed in
connection herewith, stamped "Approved for Construction."

A. Compliance With Master Plan:All proposed extensions of the municipal sewer system to serve
undeveloped areas within the existing corporate limits, newly annexed areas or areas outside the
corporate limits shall comply with the overall master plan for the municipal sewer system, unless
otherwise authorized by the public works director.
B. Owner Responsible For Costs, Exception: Costs for all extensions which lie outside the boundary limits
of the property for which the extension is requested shall be the responsibility of that property owner or
his agent. Cost for sewer extensions within the property forwhich the extension is requested shall also
be the responsibility of the owner or his agent. Sewer extensions shall be required to extend to the
farthest boundary of the development. When it is necessary to install oversized lines as part of an
extension, the owner may request a reimbursement agreement per section 8-6-5 of this code.
C. Newly Developed Areas: Unless a special permit is granted by the city, all municipal sewer system
extensions into newly developing areas shall be installed prior to the construction of any new streets
D. Compliance With City Specifications: All design and construction of any extensions to the municipal
sewer syslem shall comply with the official specifications for sewer system extensions as adopted by
the city.
E. Preparation And Filing Of Plans: The plans for all extensions to the sewer system shall be prepared
and signed by a registered professional engineer as per the licensing requirements ofthe ldaho Code.
Construction may not commence until plans have been approved by the ldaho department of
environmental quality as required by the ldaho Code. ln approving a plan for extension to the
municipal sewer system, the city reserves the right to stipulate other requirements such as a special
permit fee, rights of way limits, sequence of construction, time limits for having existing service
disrupted, the provision of surety guaranteeing completion and other similar measures as may be
required to protect the public. No work shall commence on any such extension ofthe municipal sewer
system until the extension project has been approved by the city.
F. Certification By Registered Engineer: After the construction of any municipal sewer system extensions,
it shall be the obligation ofthe owner, or his agent, to have a registered professional englneer certifi/ to
the city and to the ldaho department of environmental quality that the said system extensions were
installed in accordance with the approved plans and specifications on file with the respective agencies.
Following certification by the registered professional engineer and acceptance by the city, the entire
extension of the municipal sewer system shall become the property of the city and it shall be the city's
responsibility to maintain and operate the system thereafter.
G. Connections Made After Extension Accepted: lf it is necessary for the city to permit a sewer service
connection and/or sewer service line at any time after the extension has been originally accepted by
the city, the owner or his agent shall be required to pay the sewer assessment fee as well as the
standard permit and inspection fees as may be established by the city for such purposes. The owner

or agent is responsible for all costs associated with installation of the sewer service connection to the

H. Work Done By Contractor: The installation of all public sewer systems shall be performed and
completed by the contractor possessing a valid state of ldaho public works license with the proper

I have concerns with the inclusion of this pathway; which would put a pathway on both sides
of the District's Ten Mile Drain (which requires frequent maintenance). This will require that
the District to do some of its maintenance on top of one of the pathways. Therefore I have
asked the City of Meridian Parks & Rec. Department to analyze the situation and make sure
this pathway is desired. If the pathway is desired; a Pathway Agreement under the Master
Pathway Agreement between NMID & Ctty of Meridien rvill be required. This ag'eement
must be drafted and approved before the pathway is installed.

V. NOTE ON RULES AND STANDARDS
This checklist addresses the majority of common items from the Idaho Rules for
Public Drinking Water Systems (IDAPA 58.01.08), the Wastewater Rules (IDAPA
58.01.16, for QLPE approval of projects. However, this checklist is not all-inclusive,
and users are expected to fully understand the rules and standards, apply them
where necessary, and request interpretations from DEQ if there are any questions.
DEQ regional offices may have additional written information that will assist in the
design/approval process.
