Construct on-street bikeways on all collector streets as set forth in UDC I l-3A-5.
Comply with the provisions for irrigation ditches, laterals, canals and/or drainage courses, as set
forth in LIDC I I -3A-6. The Council approved a waiver to UDC I l-3A-6 to allow' the Settler's
Canal to remain open and not be pipe due to its large capacity.

I have reviewed the installation and completion of the landscape for Zebulon Village per the Final Plat
Landscape Plans dated 5123113, ACHD revisions dated7l10l13, and revision to the Settler's Canal Access dated
7l31ll4 perthe canal company's requirements. The following are my findings forthe Certificate of Completion
for the City of Meridian.
. Overall the landscape appears to be well done and completed per plans with additions as listed below.
o Fencing on north side of Settler's Canal was changed to provide access to maintenance road running
e along 1 Pear canal. tree has Trees been have added been to shifted the parkstrip and plantings on the in west this side area of eliminated N. Rosepoint due to Ave, access adjacent

and lawn areas appear to be receiving adequate amounts of water.

RE: Zebulon Village Pathway Lighting
Based on a recent change to the UDC as follows, "All pathways through common areas that are not visible from a public
street shall be illuminated with a 4-foot tall bollard style or other appropriate lighting source, unless otherwise waived
by the Director. Such lighting shall be shielded from adjoining residences," the waiver isn't necessary for the pathway in
this location since it's visible from 2 streets.
When you submit your letter of compliance for plat signature, please
just note that current code doesn't require a
waiver in this instance.

We sent in a foot candle photometric last week to the city of Meridian which shows that those street lights
will maintain an average .62 foot candles/sq. ft. at a center to center distance of 200 ft. I have attached that document
to this email. The problem is that in the City of Meridian foot candle standards, there is no criteria named for pathway
lighting, so there is no target to shoot for. There is a street light within one lot line of each of the pathway
entries, so we are wondering if that fulfills the requirement. The other issue is that Tim Curns, who was the Meridian
street light guru, has left employment, leaving a black hole for a void. Bruce Freckleton has been helping me with some
of these issues. Anyway, here is the information I have, we can get more specific if you
tell us what you need.

Hi Sonya,
As I read the street light footprint the entry to the pathway on the southeast entrance of the path will
be about 75 ft. from the nearest street light. On the photometric data of the street light it looks like this
would provide you about 0.2 foot candles at the entrance.
On the northeast entrance to the pathway you are about 100 ft. from the nearest street light. This would
send about 0.1 foot candles at the pathway entrance.
Keep in mind you will also have a certain amount of ambient light coming in from other sources, such as house
windows, post lights, the light from outer space, etc. 100 ft. to the entrances falls within the outer limit for this
kind of street light, and for illuminating the entrances to the pathway it is probably adequate.
lf you are talking about trying to illuminate the path itself, then I would say the street lights will do little to help

l'm looking at the final plat application you submitted and it appears the open space has decreased slightly from what
was approved with the preliminary plat. Final plat condition of approval #1,.1.2 states that a minimum of 1..77 acres of
common open space along with parkways along residential streets as shown on the plat & landscape plan
is required. I
see that one common lot was eliminated and anotherwas made a little larger...do you want to revise the plat to comply
or would you rather I condition it?
