DESCRIPTION OF APPLICANT'S REQUEST
The applicant, Ron Osborne, requests Certificate of Zoning Compliance (CZC) approval of a
self-service storage facility. This project consists of an 80,000 s.f. (11) Building Office & self-
storage facility located on Franklin Road in Meridian Idaho. The project is permitted by the
City of Meridian.
The overall scope of the construction will include, but is not limited to, the following
1. Full site development including utilities & landscaping.
2. Building 1 - Office & conditioned storage constructed out of metal studs, wood joists,
beams, and wood trusses.
3. Building 2 - ll - Storage Buildings, Pre-manufactured Metal Buildings to conform to the
size, configuration and overall dimension as shown herein on9.731 acres of land in the C-G
zoning district.
The subject property is located at 197 5 E. Franklin Road, in the NW % of Section 17, Township
3 North, Range 1 East.
DECISION
The applicant's request for Certificate of Zoning Compliance is approved with the conditions
listed in this report.

Site Conditions of Approval
1. Per Council's approval, the applicant shall construct all proposed fencing consistent
with the standards as set forth in UDC 11-3A-7 and 11-3.4-68, with the exception that
the fencing along the west boundary, which shall be 8 feet in height as determined in
AP-15-002.
2. Business hours of operation within the C-G districts shall be limited from 6 am to 11 pm
when the property abuts a residential use or district as set forth in UDC 1l-28-3A4.
3. The landscape plan includes mitigation information for 3 trees that are proposed to be
removed from the site. Prior to removal of the trees, the applicant should contact Elroy
Huff, City Arborist, at 888-3579 to schedule an appointment to confirm mitigation
requirements.
4. The Pathways Master Plan depicts a regional pathway on this site along the north side of
the Fivemile Creek at the southwest corner of this site. A 14-foot wide recreational
pathway easement will be required with the first phase of this development; construction
of the pathway will be required with the second phase of development. The applicant
should coordinate with the City's Pathways Project Manager, Jay Gibbons (208-888-
3579), for easement location and distance from existing top of bank.
5. A street light plan needs to be included in the building permit application. Street light
plan requirements are listed in section 6-5 of the Improvement Standards for Street
Lighting. A copy of the standards can be found at
http://www.meridiancity.org/public_works.aspx?id:272. This plan will need to include
a Type 1 lighting on Franklin Rd at the facility entrance. Use existing conduit located on
the south side of Franklin Rd to connect the new light to the lighting circuit at the
Franklin Rd/Locust Grove Rd intersection.
6. A portion of this project lies within the Meridian Floodplain Overlay District. Prior to
any development occurring in the Overlay District a floodplain permit application,
including hydraulic and hydrologic analysis is required to be completed and submitted
to the City and approved by the Floodplain Administrator per MCC 10-6.
7. A trash enclosure is depicted on the site plan; construction materials are proposed to
consist of CMU wall on 3 sides with a metal gate. A detail of the enclosure should be
submitted with the Certihcate of Zonrng Compliance/Design Review application.
8. A side walk five (5) feet in width shall be installed along the south side of the building
as required by UDC 11-3A-17.A.
9. As required in UDC 11-3b-5.I, wheels stops must be provided between the parking
stalls and the landscaping area on the north side of the office building.
Process Conditions of Approval
10. No signs are approved with this application. Prior to installing any signs on the property,
the applicant shall submit a sign permit application consistent with the standards in
UDC Chapter 3 Article D and receive approval for such signs.
1 1. The applicant shall complete all improvements related to public life, safety, and health
as set forth in UDC l1-5C-3B. A surety agreement may be accepted for other
improvements in accord with UDC 11-5C-3C.
12. Upon installation of the landscaping and prior to inspection by Planning Division staff,
the applicant shall provide a written certificate of completion as set forth in UDC 1 1-
3B-14A.

13. The site plan prepared by The Land Group on June 12,2015,labeled C2.00 as exhibit B,
is approved on June 30,2075 by the City of Meridian Planning Division with the
changes noted in site conditions of approval.
14. The landscape plan prepared by The Land Group on June 12,2015, labeled L1.00 as
exhibit C, is approved on June 30, 2015 by the City of Meridian Planning Division with
no changes.
15. The elevations prepared by Straightline Architects on June 15,2015, labeled A1.5.1 as
exhibit D, are approved on June 30,2075 by the City of Meridian Planning Division
with no changes.
16. The applicant shall pay any applicable impact fees prior to the issuance of a building
permit.
17 .If any changes must be made to the site plan to accommodate ACHD requirements, the
applicant shall submit a new site plan to the City of Meridian Planning Division for
approval prior to issuance of the building permit.
18. The applicant shall complete all required improvements prior to issuance of a Certificate
of Occupancy. It is unlawful to use or occupy any building or structure until the
Building Official has issued a Certificate of Occupancy.
19. The approved site plan, landscape plan and/or elevations may not be altered without
prior written approval of the City of Meridian Planning Division
Ongoing Conditions of Approval
1. The applicant and/or assigns shall have the continuing obligation to provide irrigation
that meets the standards as set forth in UDC 11-38-6 and to install and maintain all
landscaping as set forth in UDC 11-3B-5, UDC 11-38-13 and UDC 11-38-14.
2. The applicant shall comply with the outdoor storage as an accessory use standards as set
forth in UDC 11-34-14.
3. The project is subject to all current City of Meridian ordinances and previous conditions
of approval associated with this site (AP-15-002, CUP-15-001, DA 10205612, AZ-01-
011, CUP-01-024).
4. The issuance of this CZC does not release the applicant from any previous requirements
of the other permits issued for the site.
5. The applicant and/or property owner shall have an ongoing obligation to prune all trees
to a minimum height of six feet above the ground or sidewalk surface to afford greater
visibility of the area.
6. The applicant has a continuing obligation to comply with the outdoor lighting provisions
as set forth in UDC 11-3A-i 1.
7. The applicant and/or property owner shall have an ongoing obligation to maintain all
landscaping and constructed features within the clear vision triangle consistent with the
standards in UDC 11-3A-3.
8. The applicant and/or assigns shall have the continuing obligation to meet the specific
use standards for the proposed use as set forth in UDC ll-4-3-34.

CITY COUNCIL REVIEW
The applicant or a party of record may request City Council review of a decision of the
Director. All requests for review shall be filed in writing with the Planning Division on or
before July 27,2075, within fifteen (15) days after the written decision is issued, and contain
the information listed in UDC 11-5,4.-68.
If City Council review of the decision is not requested, the action of the Director represents a
final decision on a land use application. You have the right to request a regulatory taking
analysis under Idaho Code 67-8003.
EXPIRATION
Certiflcates of Zonrng Compliance issued in conjunction with a proposed use shall expire if the
use has not commenced within one year of the date of issuance of the Certificate of Zoning
Compliance.
Certificates of Zoning Compliance issued in conjunction with construction or alteration of a
structure shall expire if the construction or alteration has not commenced within one year of the
date of issuance of the Certificate of Zoning Compliance.
In accord with the above provisions, the subject Certificate of Zoning Compliance is valid until
July 10,2016.

Attached to this letter is an application for a Certificate of Zoning Compliance and Design Review for a self-
service storage located at 1975 E. Franklin Road, on parcels S1-1I.7223t73 and 51117223053.
This property was previously approved for a Reduced Landscape Setback June 2, 2015, application AP-15-002,
and a Conditional Use Permit April 16, 2015, application CUP-15-001. The property is located in 3N 1E 17 and
totals 9.731 acres.
The property is currently zoned C-G. The property currently is vacant. The site will develop in two phases.
The
first phase is to consist of 77,595 sf. of storage area, including4,445 sf. of conditioned storage which is climate
controlled, and a 2,860 sf. office space. The second phase is to consist of 59,968 sf. or storage area. No outdoor
storage is proposed.
