DESCRIPTION OF APPLICANT'S REQUEST
The applicant requests Certificate of Zoning Compliance (CZC) and Design Review (DES)
approval to construct a new 6,314 square foot professional office building on 0.69 acres of land
in the C-G zoning district.
The site is located at 2361 S. Titanium Place.

DECISION
The applicant's request for Certificate ofZoning Compliance and Design Review is approved
with the conditions listed in this report.
Note: This is nol a buikling permit. You must complete this process before jou commence
lhe use or any conslruclion. Please contact Building Services at (208) 8E7-221I to verify the
building permil and/or inspeclion requirements.
Conditions ofApproval
I . No signs are approved with this application. Prior to installing any signs on the
property, the applicant shall submit a sign permit application consistent with the
standards in UDC Chapter 3 Article D and receive approval for such signs.
2. The applicant shall complete all improvements related to public life, safety, and health as
set forth in UDC I l-5C-38. A surety agreement may be accepted for other
improvements in accord with UDC I l-5C-3C.
3. The site plan prepared by Dave Evans Construction, dated March I 1, 2014, labeled A 1.0,
is approved by the City of Meridian Planning Division on May 23, 2014 with the
following changes:
a. Add wheel stops to the parking stalls located on the west and south sides ofthe
building OR widen the s-foot wide sidewalk to 7 feet and reduce the parking stall
depth to l7 feet to allow for vehicle overhang in accord with UDC I l-3C-584.
b. The 2ll2-foot planter island located west ofthe southwest corner ofthe building
must be widened to 5 feet measured from inside ofcurb to inside ofcurb and
landscaped in accord with UDC I l-38-8C.
4. The landscape plan prepared by km Engineering, dated May 12,2014,labeled Sheet l, is
approved by the City of Meridian Planning Division on May 23,2014 with the fotlowing
changes:
a. Any existing landscaping near the construction zone must remain protected

during construction on the site.
b. Add a tree within the l0-foot wide landscape buffer on the west side ofS.
Titanium Place in accord with UDC 1 l-38-7C.
c. Add a 2-inch caliper deciduous tree to the planter island located between the
south side ofthe building and the north side ofthe trash enclosure in accord with
UDC II-3B-8C.
d. See condition 3b. above.
e. Upon installation ofthe landscaping and prior to inspection by Planning Division
staff, the applicant shall provide a written certificate of completion as set forth in
UDC ll-38-14A..
5. The elevations prepared by Dave Evans Construction, dated March I l, 2014, labeled
A4.0, are approved by the City of Meridian Planning Division onMay 23,2014 with the
following change:
a. AII ground level mechanical equipment shall be screened to the height ofthe
unit as viewed from the property line and/or all rooftop mechanical
equipment shall be screened as viewed from the farthest edge ofthe
adjoining right of way in accord with UDC ll-3A-l9A.le.
6. The approved site plan, landscape plan and/or elevations may not be altered without prior
written approval of the City of Meridian Planning Division. All of the required changes
to the plans noted above must be revised with the Building Division submittal.
7. The applicant shall pay any applicable impact fees prior to the issuance of a building
permit.
8. If any changes must be made to the site plan to accommodate ACHD requirements, the
applicant shall submit a new site plan to the City of Meridian Planning Division for
approval prior to issuance ofthe building permit.
9. The applicant shall complete all required improvements prior to issuance ofa Certificate
ofOccupancy. It is unlawful to use or occupy any building or structure until the Building
Official has issued a Certificate of Occupancy.
Ongoing Conditions of Approval
l. The applicant and,/or assigns shall have the continuing obligation to provide inigation
that meets the standards as set forth in UDC 1l-38-6 and to install and maintain all
landscaping as set forth in UDC I l-38-5, UDC I l-3B-13 and UDC I l-38-14.
2. The project is subject to all current City ofMeridian ordinances and previous conditions
ofapproval associated with this site (AZ-01-025, PP-o1-025, CUP-01-002, Fp-02-007
and DA #102078394).
3. The issuance ofthis CZC does not release the applicant from any previous requirements
of the other permits issued for the site.
4. The applicant and/or property owner shall have an ongoing obligation to prune all trees
to a minimum height of six feet above the ground or sidewalk surface to afford greater
visibility of the area.
5. The applicant has a continuing obligation to comply with the outdoor lighting provisions
as set forth in UDC I l-3A-l l.
6. The applicant and/or property owner shall have an ongoing obligation to maintain all
landscaping and constructed features within the clear vision triangle consistent with the
standards in UDC 1 l-3A-3.

CITY COT]NCIL REVIEW
The applicant or a party of record may request City Council review of a decision of the Director.
All requests for review shall be filed in writing with the Planning Division on or before June 9,
2014, within fifteen ( l5) days after the wriffen decision is issued, and contain the information
listed in UDC I l-5,{-68.
If City Council review of the decision is not requested, the action of the Director represents a
final decision on a land use application. You have the right to request a regulatory taking
analysis under Idaho Code 67-8003.
EXPIRATION
Certificates of Zoning Compliance issued in conjunction with a proposed use shall expire if the
use has not commenced within one year of the date of issuance of the Certificate of Zoning
Compliance.
Certificates of ZoningCompliance issued in conjunction with construction or alteration of a
structure shall expire if the construction or alteration has not commenced within one year of the
date of issuance of the Certificate of Zoning Compliance.
In accord with the above provisions, the subject Certificate of Zoning Compliance is valid until
May 23,2015.
