Dear Ms. Watters,
On behalf of CenterCal Properties, LLC we are submitting design revisions for the previously submitted
Building D Certificate of Zoning Compliance and Design Review.
Revisions to the building include exterior changes to the east end, second story window revisions, and
addition of second story medallions. The east end of the building has been revised from a more modern
look to a more traditional one. The revised elevations and plans are articulated through jogs in the floor
plan and varying exterior wall heights to provide visual interest. A mixture of awnings and canopies will
be featured for the future tenant storefronts on the revised east end. Revisions feature multi-colored
plaster with stone veneer accents, articulated brick, decorative railings, and extensive cast stone trim and
cornices.
Arched second story windows have changed to square windows, with new decorative grilles added to the
bottom of the window. Decorative medallions have been added at the main entry on the north side, and
between second story windows to provide visual interest. The intended uses for Building D will remain
as identified on the previous CZCIDR submittal. A lap pool will be added to the northwest section of the
second story.

DESCRIPTION OF APPLICANT'S REQUEST
The applicant, Meridian CenterCal, LLC, requests Certificate of Zoning Compliance (CZC) and Design
Review (DES) approval of a99,677 square foot two-story shell and core for Building D, a multi-tenant
building at The Village at Meridian Town Center.
There are no specific tenants at this time; however, the intended use is retail and restaurant on the first
floor and retail and exercise spaces on the second floor. This CZC is for Building D elevations only; all
site planning and landscaping was previously approved under the master plan (CZC-I l -021).
The site is generally located northeast of the N. Eagle Road and E. Fairview Avenue intersection at
3500 E. Fairview Avenue.
Note: Future tenants are required to submit Certificate of Zoning Compliance (with prior
approval) and Design Review applications for the fagade improvements
for each individual
tenont space as well as for approval of the specific use. IffaEade improvements are not
proposed, only a Certificate of Zoning Compliance Verification application is required to be
submittedfor approval of the new use. FaEade improvements will only be for the first Jloor
store
openings shown as white out areos on the elevations; no faEade improvements will be done on
the 2nd /loor.
DECISION
The applicant's request for CZC is approved with the conditions listed in this report.
Note: This is not a building permit. Pleose contoct Building Services at (208) 887-2211 to verify tf you
need u building permit and/or inspection. If you do need a building permit, you must complete thot
process before you commence the use or construction. As port of the opplication submittol, you will

Site Specilic Conditions of Approval
l. The applicant shall construct all proposed fencing and/or any fencing required by the UDC,
consistent with the standards as set forth in UDC ll-3A-7 and I l-3,{-68.
2. All ground level mechanical equipment shall be screened to the height of the unit as viewed from
the property line in accord with UDC 1l-3A-194.1e.
3. Future tenants within the proposed shell & core are required to submit a Certificate of
Zoning (with prior approval) and Design Review application for approval of fagade
improvements and the specific use for each individual tenant space.

If fagade improvements are n o, proposed, a Certificate of Zoning Compliance Verification
application shall be submitted for approval of the new use.
4. The Certificate of Zoning Compliance (with prior approval) and design review application
submitted for the first tenant in the structure shall include a site and landscape plan that
depicts the boundary of the site improvements associated with the structure. The details of
these plans shall be consistent with the overall site & landscape plans approved with CZC-
ll-021. Site improvements within the boundary associated with this structure shall be
completed prior to issuance of the first Certilicate of Occupancy, ar surety may be
submitted in accord with UDC 11-5C-3.
Process Conditions of Approval
l. No signs are approved with this application. Prior to installing any signs on the property, the
applicant shall submit a sign permit application consistent with the standards in UDC Chapter 3
Article D and receive approval for such signs.
2. The applicant shall complete all improvements related to public life, safety, and health as set forth
in UDC I l-5C-3B. A surety agreement may be accepted for other improvements in accord with
UDC I I-5C-3C.
3. The elevations prepared by Perkowitz + Ruth Architects, labeled Sheets EE,l-E86, dated May
2012, are approved (stamped "approved" on713l12 by the City of Meridian Planning Department)
with no changes.
4. The approved elevations may not be altered without prior written approval of the City of
Meridian Planning Department.
5. The applicant shall pay any applicable impact fees prior to the issuance of a building permit.
6. The applicant shall complete all required improvements prior to issuance of a Certificate of
Occupancy. It is unlawfulto use or occupy any building or structure untilthe Building Official
has issued a Certificate of Occupancy.
Ongoing Conditions of Approval
l. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets
the standards as set forth in UDC I l-38-6 and to install and maintain all landscaping as set forth
in UDC 11-38-5, UDC 1 l-38-13 and UDC l1-3B-14.
2. The applicant shall comply with the outdoor storage as an accessory use standards as set forth in
UDC l t-34-14.
3. The project is subject to all current City of Meridian ordinances and previous conditions of
approval associated with this site (AZ-07-012; vAR-07-017; MDA-1 l-002; czc-ll-021).
4. The issuance of this CZC does not release the applicant from any previous requirements of the
other permits issued for the site.
5. The applicant has a continuing obligation to comply with the outdoor lighting provisions as set
forth in UDC 1 1-3A-l l.
CITY COUNCIL REVIEW
The applicant or a parly of record may request City Council review of a decision of the Director. All
requests for review shall be filed in writing with the Planning Department on or before July 18,2012,
within fifteen (15) days after the written decision is issued, and contain the information listed in UDC I l-
5A-68.

If City Council review of the decision is not requested, the action of the Director represents a final
decision on a land use application. You have the right to request a regulatory taking analysis under
Idaho Code 67-8003.
EXPIRATION
Certificates of Zoning Compliance issued in conjunction with a proposed use shall expire if said use has
not commenced within one year of the date of issuance of the Certificate of Zoning Compliance.
Certificates of Zoning Compliance issued in conjunction with construction or alteration of a structure
shall expire if said construction or alteration has not commenced within one year of the date of issuance
of the Certificate of Zoning Compliance.
In accord with the above provisions, the subject Certificate of Zoning Compliance is valid until July 3,
2013.

Dear Ms. Watters,
On behalf of CenterCal Properties, LLC we are pleased to present the attached application and supporting
materials for Building D at The Village, Meridian Town Center for Certificate of Zoning Compliance and
Design Review. This submittal entails a two story mixed use building for this new development project,
previously approved through a "master application" , CZC-ll-021.
Building D is located Southwest of the proposed theater. The building will front Fairview Avenue to the
south and building A to the north. Please refer to the site plan to review the extents proposed through this
CZC, including parking areas. The theater and the park will follow at a later date under a separate CZC.
The intended uses for Building D are retail and restaurant on first floor with upper level retail and
exercise spaces. This building is highly detailed and features a wide variety of materials. Exterior
elevations are articulated through jogs in the floor plan and varying exterior wall heights to provide visual
interest. A mixture of awnings and canopies will be featured for the future tenant storefronts. All sides of
the building feature multi-colored plaster with stone veneer accents and extensive cast stone trim and
cornices.
Trash enclosures and other service and utility spaces are located within the building. As such, they are not
identifiable to the general public other than a set of doors. CenterCal Properties has its own trash
collection which picks up hash at individual building enclosures and takes it to a central compactor to be
located behind the theater building. This compactor will be the location that Sanitary Services will
eventually access for pickup. This too will be included in a future CZC application. Access and turn-
around for emergency vehicles had been approved by the master CZC.
This application has been prepared in coordination with the master CZC. We expect that you will find it
