Commissioner Lancaster motioned to move item 6c Staff Communications up on the agenda between Old Business items 5 a and b, second by Commissioner Lewis all -ayes. Commissioner Lancaster motioned to adopt as amended; second by Commissioner McKinney — all ayes- motion carried. 3. Introduction of New (Youth) Commissioner Youth Commissioner Venard gave a brief introduction of himself. He is a 16 -Year-old Rocky Mountain High School student who has lived in Meridian for 13 years, currently residing in Vienna Woods. He enjoys driving and has an interest in transportation. 4. Approval of Minutes from February 4, 2018 Meeting. a. Chairman Ballard noted the late arrival of the February 4`" meeting minutes and asked if the Commissioners had an opportunity to read them for any corrections. Commissioner Lewis motioned to approve the minutes as presented; second by Commissioner McKinney — all ayes- motion carried. S. Old Business Items a. Transportation Projects Update (memo attached; C. Hood) Meridian Transportation Commission Meeting Agenda April 1, 2019 — Page 4 of 30 Mr. Hood began by noting the Transportation Projects Update memo begins on page 4 of the packet. Mr. Hood noted that all new information will be in BOLD and will highlight a few noteworthy changes. Mr. Hood is happy to field questions and provide further detailed information on any items in the memo or not in the memo. Mr. Hood then began, starting on page 5, noting that the Linder Road project is underway and road closures will be in place through the fall. Additionally, Costco is requesting the acceleration of construction of the section of Ten -Mile from Chinden to McMillan. This item is not highlighter in the packet, but could pose some transportation issues in the area if both Linder and Ten -Mile are under construction at the same time. Mr. Hood will hold comments on the transit topics until Mr. Hunt presents on VRT. Mr. Hood continued with a brief review of the Shared Vehicle timeline and draft Ordinance. The first reading of that Ordinance was held at City Council on February 5, 2019. Staff have been instructed to draft a Request For Proposal (RFP) for up to two vendors to be selected to provide service within Meridian by Memorial Day. Mr. Hood concluded his review and stood for questions. Chairman Ballard opened the floor for further discussion, which tool', place. Commissioner Leisle inquired about the Pathway's Project east of Red Horse completion. Mr. Hood will inquire with the Park's Department. Chairman Ballard closed item 5a and moved on to Staff Communications as amended to the agenda as item 5b. b. Staff Communications (as amended to the agenda) (C. Hood) Mr. Hood began by noting that Staff Communications began on page 16 of the packet, but started with page 18 and Harvest Transit ridership numbers. Ridership numbers were their highest in December and the third van is anticipated to be operational by March 20"- Mr. 0`- Mr. Hood asked to circle back to the topics on page 19 -time permitting. Mr. Hood then highlighted two items that would be considered Community Program Projects and the correspondence he has had with Ms. Kane and Mr. Derden. Both correspondence are included in the packet and were added as items 46 and 47 to the 2019 Draft Priority Projects spreadsheet. Mr. Hood concluded his review and stood for questions, no discussion was had and the Commission moved onto item 5c (as amended on the agenda) c. 2019 Roadways, Intersections and Community Programs PrioritiesMr. Hood did a brief review of the Community Program Priorities portion of the list. Mr. Hood reminded the Commission that City Council has requested, for their future review, that the Draft Priorities be reviewed at two separate meetings, one for the Roadways and Intersections and a second meeting for Community Programs. Meridian Transportation Commission Meeting Agenda April 1, 2019 — Page 5 of 30 Chairman Ballard opened the floor for comments on the proposed draft and discussion on the prioritization, which took place. Mr. Hood noted that Commissioner Lewis had provided feedback previously that Priority ranking item 14 (East 2 '/2 street) be moved up to Prioritization #10. Mr. Hood also noted that the Priorities list had been sorted differently for 2019, but no projects had been removed. Commissioner Lancaster had several comments including the prioritization of item #1 Rail -with -Trail and its viability for construction due to rail corridor constraints. Mr. Hood has some construction information from ACHD that he will share with the Commission. Mr. Hood also mentioned that the first '/A mile of the 8 -mile segment (from Eagle Road to the County line) is currently under Easement/Right of Way and design review with anticipated construction in 2022, albeit outside of the Rail Corridor. Mr. Hood also noted there are some spur areas that will have to be re-routed for the pathway to be contiguous throughout the 8 -miles corridor. Priority #5 was also discussed as to why this was a Community Project and it seems to be more of a Roadway project. Mr. Hood shared some insights and historical background at how this project was originally identified as a curb/gutter/pedestrian/bil<eway project because of the Middle School and has transformed into a semi -roadway project, due to road widening by ACHD. In addition, Commissioner Lancaster commented on the Prioritization/significance of Priorities #3, #6, #9(#1 5 on the 2018 list), #10, # 12, #13, #16 and #17 that some of these seem better suited as Roadway Projects and not Community Program Projects. Further discussion by the Commission occurred with historical clarity provided by Mr. Hood. Commissioner Lewis motioned to remove draft items #12 and #13 from the Community Program Priorities, second by Commissioner Lancaster — all ayes -motioned carried. Chairman Ballard opened the floor for any further questions or discussion, which took place. Prior to closing the topic and finalizing the Community Programs Priorities Mr. Hood asked that Ms. Kane be allowed to address the Commission as it relates to the topics mentioned in the Staff Communications which were added as items 46 and 47 to the Priorities listing. Ms. Kane introduced herself as the Principal of St. Ignatius School and addressed the Commission. She recapped the issue of student safety on Meridian Road while walking/riding to school and asked for suggestions to help mitigate risks for those students. Ms. Kane concluded and Chairman Ballard opened the floor for discussion, which took place. Mr. Martin will discuss with ACHD staff on potential solutions from this discussion. Meridian Transportation Commission Meeting Agenda April 1, 2019 — Page 6 of 30 Commissioner Lewis motioned to include items 46 and 47 on the Prioritization list and wait to Prioritize the ranking until after ACHD can do their scoping analysis of the area, second by Commissioner McKinney — 2 nays, all other - ayes — motion passed. Chairman Ballard requested Mr. Martin to report to the Commission by the June 2019 meeting on the study results and potential solutions. 6. New Business Items a. Meridian Police Department Status Report (Sgt. Arnold) Stg. Arnold reported out that he has received another request for a speed study from the HOA on Wrightwood just east of Locust Grove and south of Victory. Sgt. Arnold would like the request for the speed study to come from the Commission to ACHD. Open discussion occurred with questions to and answers provided by Sgt. Arnold. Commissioner Lancaster formalized Sgt. Arnold's request to ACHD thru a motion for a speed study to be conducted on Wrightwood, east of Locust Grove and south of Victory, second by Commissioner Lewis — 7 ayes, I nay — motion passed. Chairman Ballard closed item 6a and moved back to the Project Prioritization topic. * Commissioner Lancaster requested to review prioritization items #3, #6 and #10 prior to prioritizing the rankings, which took place. Mr. Hood also provided some contextual background on item #3 and how this item made the list. A recommendation by Commissioner Hall and Commissioner Lancaster to move item #3 further down the list. Item #6 was reviewed and Mr. Hood provided some additional contextual background. Commissioner Lancaster noted that a "human solution" would be appropriate for this item instead of an infrastructure solution. Commissioner Lancaster recommended moving Item #6 further down the prioritization list. Item #10 was reviewed and its significance discussed. Commissioner Lancaster recommended moving item #10 down on the list. Item #19 Commissioner Lancaster recommended removing item #19 from the list. Mr. Hood reminded the Commission that Commissioner Leisle requested adding this item to the list from a previous discussion. Further discussion took place and Commissioner Lancaster recommended moving it down the list. As a recap/recommendation, Item #3 renumbered as item #3 I, #6 renumbered as item#32, #10 renumbered as item#33 and #19 renumbered as item #34. Additionally items#I6 and #17 are combined with item #I as the new item #30. Commissioner Meridian Transportation Commission Meeting Agenda April 1, 2019 — Page 7 of 30 Lancaster motioned the 2019 Priority Projects prioritization listing be renumbered as identified above, second by Commissioner Hall — all ayes — motioned passed. Commissioner Lewis reminded the Commission that he proposed that items #7 and #14 be moved up on the list. Commissioner McKinney recapped the ordering with the approved changes, above, as follows: item#2 is renumbered to item# I , item #4 is renumbered to item#2, item#5 is renumbered to item#3, item#7 is renumbered to item#4 and item#14 is renumbered to item#8. Commissioner Lewis was satisfied. Chairman Ballard closed the item and called for a motion to extend to allow Mr. Hunt to present. Commissioner Lancaster motioned to extend the meeting to 5:45, second by Commissioner Lewis — all ayes — motion passed. b. Valley Regional Transit — 2020 Fixed Rout Planning (S. Hunt) Mr. Hunt addressed the Commission and briefly recapped his presentation to City Council from last year. Mr. Hunt reviewed the handout on the Valley Connect 2.0 program and the recommendations that he has been working on with City staff over the past year. Ridership numbers are up and VRT is in the process of completing an annual report. Mr. Hunt noted the changes to Route 42 and marketing those changes to the community. Mr. Hunt then moved into his presentation on the Fixed Route Transit expansion and the task of prioritizing the investment in Valley Connect 2.0 in Meridian. Mr. Hunt reviewed the growth scenario analysis and the transit mobility impacts for Meridian at the 15, 30, 45 and 60 -minute marks. Mr. Hunt reviewed the cost impacts with the proposed recommendations, the requests for peak hours of service, increases in fleet size, etc. Mr. Hunt concluded his presentation and stood for questions. Chairman Ballard opened the floor for discussion, which took place. Chairman Ballard thanked Mr. Hunt and extended the invitation to present at a future meeting. Transportation Projects Update Memo To: Meridian Transportation Commission From: Caleb Hood, Planning Division Manager Date: 2/28/2019 Re: March Transportation Projects Update Below is a summary/update on some of the transportation and roadway projects City Staff has been involved with recently. This is not an exhaustive list, but rather highlights some of the more important activities that have recently transpired (or are about to occur) in the transportation realm. Staff will be at the March meeting to discuss some of these topics in more detail. Please feel free to contact staff should you have any comments, concerns, or questions on any of these projects. New information is in bold . KEY ACHD PROJECTS: E. 3 rd Street Extension: When ACHD adopted the 2014-2018 Integrated Five Year Work Plan, E. 3 rd Street, from Carlton to Fairview, was listed as a project in the Economic Development Program. This project was split into two phases by ACHD – north (phase 2) and south (phase 1) of Carlton. In the adopted ACHD IFYWP, phase 1, between Franklin and Carlton, is in PD. Meridian Road, Cherry to Ustick: Project includes widening Meridian Road to 5 lanes with curb, gutter, sidewalk and bike lanes. Design is underway. Construction is planned for 2020 in both the ACHD adopted IFYWP at a cost of $4.3M. Notice to proceed date: October 28, 2019. Project includes upgrade of the railroad crossing and a safe routes to school request; attached sidewalks are being designed. Construction is planned for 2020 to correspond with the upgraded railroad crossing ITD plans to do that year. Cost of $1.5M. Notice to proceed date: January 2, 2020. Construction is planned for 2019 in the IFYWP at a cost of $3.5M. Project is designed. Public Involvement Meetings (PIM) held on May 1 st and August 31 st . Based on comments, pedestrian signal at Monument Drive may eventually become full signal. Idaho Materials and Construction is the contractor at $3.55M. Notice to proceed date: February 21, 2019. Preconstruction meeting held on February 14 th . Road closures are occurring. This project has advanced to construction (CN) to 2019 in the adopted IFYWP. Idaho Materials and Construction is the contractor at $3.55M. Notice to proceed date: February 21, 2019. Preconstruction meeting held on February 14 th . Road closures are occurring. Notice to proceed date: January 13, 2020. Here is the project website: http://achdidaho.org/Projects/proj_road_eagle-road-amity-road-to-victory-road.aspx Eagle Road/Amity Roundabout: ACHD has entered into a Cooperative Development Agreement (CDA) with Albertsons to reconstruct the Eagle/Amity Roundabout (RAB). These improvements include full improvements, curb, gutter, and sidewalk on their frontages of both roads in addition in re-building the RAB with two-lanes on each leg. NOTE: There is insufficient right-of-way on Amity west of Eagle to allow the striping of the bike lane on the north side of the road, so it will only be the two travel lanes Meridian Transportation Commission Meeting Agenda March 4, 2019 – Page 5 of 23 westbound, the center turn lane, and one eastbound travel lane until ACHD can program a project there in the future and widen to the south. The west side of Eagle Road will be fully improved including the bike lane. Eagle Road, Lake Hazel to Amity: Widen Eagle to 5 lanes with curb, gutter, sidewalk and bike lanes. Design will be done in 2022. Construction is in PD in the adopted IFYWP with a cost of $3.4M. Lake Hazel and Eagle Signal: Widen and signalize intersection to 4/5 lanes on Eagle and 3/5 lanes on Lake Hazel. Design is planned for 2021, right-of-way in 2022, and construction in 2023 in the IFYWP. Lake Hazel Road, Eagle to Cloverdale: Widen Lake Hazel to 5 lanes with curb, gutter, sidewalk and bike lanes. Design will be done in 2023. Construction is in PD in the adopted IFYWP with a total cost of $2.3M. Locust Grove Road, Victory to Overland: Widen Locust Grove to 5 lanes with curb, gutter, sidewalk and bike lanes. Design is planned for 2019, right-of-way in 2021 and construction in 2022 in the IFYWP with a cost of $4.07M. Locust Grove Road, Fairview to Ustick: Widen Locust Grove to 5 lanes with curb, gutter, sidewalk and bike lanes. Design will be done in 2023 ($365K); construction is in PD in the adopted IFYWP with a cost of $3.9M ($4.56M total cost). Fairview/Locust Grove Signal: Widen intersection to 8 lanes on Fairview and 7 lanes on Locust Grove, including curb, gutter, sidewalk and bike lanes. Design in 2020, right-of- way acquisition in 2021-22, and construction in 2023 in adopted IFYWP with a cost of $4.26M. Overland and Eagle Signal: Widen intersection to 7 lanes on Eagle and 9 on Overland. Project to be done in coordination with ITD. All phases shown as Unfunded in the IFYWP at a cost of $8.16M. Victory/Locust Grove Roundabout: Construct a multi-lane roundabout. Design is in 2019, right-of-way acquisition in 2020, and construction is planned for 2021 in the adopted 2018-2022 IFYWP with a cost of $4.1M. Ten Mile/Amity Intersection: A dual-lane roundabout will be the ultimate build-out condition of the intersection. Initially though, a single-lane roundabout will be constructed; designed for easy expansion to a dual-lane. This project is shown for construction in 2022 in the adopted IFYWP. Ten Mile Road, Victory to Overland: Widen Ten Mile to 5-lanes with curb, gutter, sidewalk and a Level 3 bike facility. In the IFYWP, this project is planned for design in 2019, right-of-way in 2020, and construction in 2021 at a cost of $3.9M. Meridian Transportation Commission Meeting Agenda March 4, 2019 – Page 6 of 23 Victory Road Bridge, east of Locust Grove: Replace and widen bridge with a precast concrete box culvert over the Eight Mile Lateral on Victory Road (approximately ¼ mile east of Locust Grove). Cost is $640,000. Going into construction. Road to be closed to through traffic January through late Spring (May) 2019. Granite Excavation is the contractor. Working on pipe installation, seepage bed installation and roadway widening. Box culvert has been set; crews working on headwalls and canal liner. Utility relocation is on-going. Here is the project website: http://bit.ly/victorybridge ITD PROJECTS I-84, Nampa to Caldwell: ITD has two major segments for this project: Franklin Blvd to Karcher Rd (Nampa) and Karcher Rd into Caldwell. This was identified as the number one unfunded priority on the COMPASS long-range plan. In the summer of 2018, the state of Idaho received a $90 million INFRA grant for this corridor. This freed up previously allocated funds that were shifted to the Idaho Highway 16 project (see below). ITD completed the first step in the project to provide for temporary widening between Franklin Blvd and Karcher Rd this fall. This will allow traffic to be shifted while the additional lanes are constructed in the median. The project to replace the Karcher overpass is necessary as the existing piers conflict with the widening of the highway. That project will begin in early 2019. The project to reconstruct the Northside interchange as a Single Point Urban Interchange (SPUI), replace the bridges crossing the railroad and canal and widen the roadway between Franklin Blvd and the Northside Interchange is anticipated to go to bid this coming spring, with construction starting in the summer of 2019. The project to widen between Northside and Karcher will also be ready for construction in the summer of 2019. ITD will maintain two lanes of travel during peak hours for the duration of these two projects. Updates on the projects in Nampa can be found online at ITDProjects.org/i-84-karcher- to-franklin/ ITD is currently working on the environmental document to support the widening between Karcher Interchange and Caldwell. The initial traffic study shows that improvements are needed to exit 27 (Centennial Way). The current funded project is anticipated to complete work through exit 29 (Franklin Rd). ITD is evaluating needs and costs for work required between 27 and 29 to evaluate funding opportunities. Work to replace the Ustick and Middleton bridges crossing over I-84 is planned for 2020, to remove piers that interfere with the widening, with the work to expand the highway to three lanes is planned for summer of 2021.Updates on the projects from Nampa to Caldwell can be found online at ITDProjects.org/i-84-caldwell-to-karcher/ Idaho Highway 16: ITD has completed a value engineering study of the remaining corridor to look for opportunities to reduce costs and improve service. ITD is evaluating recommendations from that study to incorporate into the preliminary design. Once complete, ITD will be reevaluating right of way needs, updating costs and revising Meridian Transportation Commission Meeting Agenda March 4, 2019 – Page 7 of 23 proposed staging of the work. ITD will then complete preliminary design and begin to purchase right of way with the $90 Million recently allocated by the Idaho Transportation Board for right of way preservation. It is not anticipated that this will allow for purchase of all of the right of way, but will fund a significant portion. U.S. 20/26, Chinden West Corridor - Project website ITDProjects.org/ChindenWest/ The Idaho Transportation Board has allocated funds for Phase 1 widening of U.S. 20/26 (Chinden Blvd) from 2 lanes to 4 lanes from Eagle Road to Star Rd and construction of pedestrian and bicycle facilities. All projects will widen to the south, impacting property owners on the south side once. Phase 2 plans call for widening to 6 lanes. Future construction will be to the north only. Phase 3 plans call for construction of high capacity intersections at Eagle, Locust Grove, Linder, Meridian, and Star Rds. Funded construction is scheduled as follows: • Eagle to Locust Grove: Construction in 2020. ITD is partnering with ACHD on intersection improvements at Locust Grove. • Locust Grove to Linder: Project is scheduled to begin in 2021. Approval of Linder Village STAR agreement may advance project. That agreement will be on the agenda of the January, 17, 2019, Idaho Transportation Board meeting. • Linder to ID-16: Construction begins late 2019, early 2020. Funded via STAR agreement with Costco Wholesale • ID-16 to Star Rd: Construction scheduled for 2024 PATHWAYS Rail with Trail: In the fall of 2012, the City applied for an $85,000 grant to study the Rail with Trail (RWT) pathway crossing of streets (7 crossings; Black Cat to Locust Grove). Currently, there is $511,000 in PD for pathway construction in the Regional Transportation Improvement Plan (TIP). This project was recently delayed as there are additional environmental and right-of-way impacts. Five Mile Creek Pathway: The City applied for a COMPASS grant to design and construct a portion of the Five Mile Creek pathway near the wastewater recovery facility. Parametrix has prepared the project development report which should be available on the COMPASS website in the near future. This project has advanced from PD to CN in 2022 at a cost of $395K in the TIP. City has recently informed COMPASS that we will pursue completion of this project with local funds instead of Federal. MDC / OTHER PROJECTS Harvest Lifestyle Service: A public transit service focusing on seniors and persons with disabilities has been operating since December 2016. This Lifestyle Service concept, which includes two service zones, was presented to the Council in July of 2016. The service is operated by Harvest Church. An enhancement to the City Budget for FY2019 was approved by the Council for a third Harvest van. Transit: On April 2, 2018, the Valley Regional Transit (VRT) Board approved the final version of the ValleyConnect 2.0 plan, VRT’s six-year capital and service plan. ValleyConnect 2.0 will guide future VRT activities and be used to help coordinate VRT activities, funding as well as with community stakeholders. VRT Staff met with City Staff in January to discuss next steps and the potential for the City to fund a fixed-route service in FY2020. Transit service options for 2020 will be discussed with the TC at the March meeting. Eagle Road Bike/Ped Project Development: COMPASS has contracted with Keller Associates to further develop a bicycle and pedestrian plan for the corridor. The boundaries of the project are Overland and Chinden. Reports for the four highest ranking segments have been completed. In the 2018-2022 TIP there is $700K programmed in PD for CN of the first segment, Franklin to Pine. Shared Vehicles: On February 26 th , the City Council voted to direct staff to issue an RFP to select up to two service providers for shared vehicles. A companion ordinance would restrict operations within the City to only those with a contract with the City. It is anticipated that the RFP will be awarded sometime in late winter/early spring with deployment anticipated around Memorial Day. In addition to being an attorney for the Sheriff, I am a parent of 4 boys that go to school at the new St Ignatius Catholic School in Meridian, located at Meridian and Chinden. Over the last several months, I often see kids crossing the street in dangerous ways and have witnesses several close calls between children and vehicles, which leads me to think we need to work to find a safer way to cross Meridian Road for the kids coming from the neighborhoods off Director and Producer streets. It is becoming evident that the additional neighborhoods being built off of Director and Producer Street are really adding to this pedestrian and vehicle congestion, but the design in the area, with limited sidewalks and only one crosswalk almost a mile south at Meridian and North Price Avenue is not enough to handle the flow. Not to be melodramatic, but I have worked on several cases in the treasure valley where children have been run over by a car. I have seen firsthand the devastation such a loss of life can bring to both sides of the family that a tragic accident like this involves and I dread a morning I turn off Chidden and see a child has been hit. I am hopeful the City can take an interest in getting a cross walk put in (I would suggest at Meridian Road and Director) to help kids cross and help slow down drivers coming from Chinden who are racing down Meridian Road to get to work. As the new neighborhood of Paramount starts to build homes, I predict even more kids walking, on bikes and vehicles in that area. I also understand that this is not completely controlled by the City of Meridian and have been in touch with John Wasson at ACHD in regards to this problem. The concerned parents and school staff will continue to work with ACHD as well, but we know the City has a lot of pull to get projects a priority. I would be happy to attend, with Ms. Kane (the principal of St. Ignatius), to speak at your commission in a public forum or speak to your commission members individually or to your city council as needed. He referred me to the City Council due to the fact that expansion plans for the area are several years out. I was hoping the City of Meridian would consider placing a light controlled crosswalk in the area of Bridgetower and Ustick. Currently there is no way to safely cross the mile long stretch of Ustick between Ten Mile and Linder. A crosswalk in this general location would allow pedestrians in the subdivisions on the south side of Ustick to safely cross and utilize the City of Meridian pathway.
