Ault to approve $50 to nominate the walking tour app for an Orchid Award – all ayes – motion carried. B. S tudent C ompetition HPC empowered K. McBride to envision her own student initiative idea to bring back to the commission at a later date. C. M eridian History C our se Commission asked H. Blackstone to reach out to the past instructors Amy Birch and Linda Beltoff and get the course added to the activity guide . D. Cronk volunteered to serve as the liaison for this course again. Item will be brought back to HPC again next month. D. F Y 20 B udget D iscussion Commission discussed increasing their budget related to nominating properties to the National Register of Historic Places. Each nomination could cost as much as $11,000. E. Current Applications Fairbourne S ub H-2019-0015: 5220 W C hinden Blvd, Meridian I D Fairbourne S ub H-2019-0017: 6745 N Black C at R d, Meridian I D Gander C reek H-2019-0013 A Z, P P: 4455 N. McDermott R d., Meridian I D Commission discussed reaching out to the owner of the 5220 Chinden property for photos, passing on getting photos for 6745 Black Cat, and asking Blaine to drive by 4455 McDermott to verify if it would merit photos. Motion by J. Nary; second by D. Cronk to approve not-to-exceed $100 for Whitetail Photography to take photos of Fairbourne Sub -0015 and Gander Creek. 6. O ld B usiness [Action Item] A. P ine S tr eet S chool Signage H. Blackstone shared information from Carol Standley for an estimate for an ACHD directional sign to be installed along westbound Pine. J. Nary asked H. Blackstone to do come follow up on the cost of installing creative branded signage like those along Main Street. B. P roper ty P hoto Use 1. D igital Map (G I S ) 2. A dded Map to Walking Tour A pp 3. P ost on F acebook Commissioners prioritized posting the property photos to Facebook and as an additional map on the walking tour app. C. Historic P reser vation M onth 2019 D. Cronk would like to see another guided walking tour, she nominated J. Evarts to lead. B. Johnston proposed we do businesses one night and homes another night. D. Cronk also said that Zamzow ’s was a popular tour. J. Nary suggested that we pick one day/evening to host the tours, possibly a “Track A” tour and a “Track B” tour. HPC discussed hosting the tours on their regular meeting day after 5:00 pm, May 23, 2019. If This Property Could Talk signs could go out on Friday, May 17 and be taken down on Friday, May 24. Route of tour and properties to cover can be discussed in April. 7. Repor ts A. F ollow Up from C ity C ouncil Presentation H. Blackstone reported that Council expressed their gratitude for HPC’s work. She has some follow up related to sharing the photos that have been taken. J. Evarts had reported that HPC would keep City Councilmembers informed of what HPC is working on. Fa B. OpenGov Financial Report H. Blackstone shared the OpenGov report with commissioners; she will have commissioners approve expenses next month. C. Comprehensive Plan Update Report H. Blackstone provided a brief update from the recent Steering Committee meeting. J. Ault attended the Fields meeting and reported on that. J. Ault reported that a cemetery will be impacted by the discussed zoning plan options. D. National Register Nominations B. Johnston shared that Firebird was just added to the National Register. He and J. Evarts met to discuss their next steps for reaching out to property owners. L. Hill offered that she and Keith Bird had collected a lot of background history and material related to the Meridian Speedway. E. Children's Museum of Idaho J. Nary provided a report and added that board positions would be opened up soon, so if any commissioners are interested in serving on the board, please contact J. Nary for more information. F. Neighborhood Conservation Overlay Districts J. Evarts had presented this concept to Meridian Development Corporation, the next step would be reaching out to the downtown business association. S he mentioned that she likes the idea of a creative sign (one shaped like a school house, etc.). Would HP C like to somehow help with this? I did a little preliminary research for the right of way and talking to an A ssistant City P lanner who also told me that A C HD may be able to easily install a blue sign along Pine, like the sign that currently denotes where the Boy's and Girl's Club is located.
