Broadway Ave, Meridian ID Re: MERIDIAN HIGH SCHOOL AUDITORIUM - CZC DR SUBMITTAL ALTERNATE COMPLIANCE TO CUP FOR TREE MITIGATION (CUP REFERENCE NO. : H-2018-0101) 18011.01-04D Dear Planning Supervisor, The West Ada School District is seeking approval to construct a new auditorium to serve the student and parent population at Meridian High School. Meridian High School is the only high school in Meridian or Boise without an appropriately sized auditorium to serve the needs of the school. A CUP Conditional Use Permit Application was submitted along with required attachments August 22, 2018. A Planning and Zoning Commission hearing on the project occurred on October 4, 2018; The attached application complies with the summary of findings and the Staff Report dated October 4, 2018 (Project Reference No: H-2018-0101). A CZC/ADR Application was submitted along with required attachments on October 31, 2018. Based on the staff review comments, an Alternate Compliance to the CUP is described in the Tree Mitigation section of the following Project Narrative. Kindly note that the infiltration area as originally proposed would have required crossing the existing piped route of the Nampa-Meridian Irrigation District’s Rutledge Lateral at a depth of 3’ below the pipe. Survey data and the geotechnical report from the last project at Meridian High School indicated that there would not be enough space to construct the infiltration area above the normal high water-table. Given this condition; the proposed infiltration area has been relocated to the landscape area immediately south of the existing Gymnasium. The Auditorium proposed shall accommodate 780 seats with an area of 31,922 sf. The new auditorium is designed to be a striking addition to the complex to underscore the importance of the performing arts while also utilizing the same building materials from the previous additions. The new auditorium shall be located in the existing courtyard. The existing building complex suffers from an excessive amount of points of entry to the building. The courtyard resembles a public entry and, also has over a dozen points of entry into the school. Additionally, students must leave the academic building and go outside to access the gym or theater arts building. The new auditorium will serve to improve safety and security by reducing access into the building and allowing students to from building to building within enclosed secure circulation space. Tree mitigation: Per staff report and hearing findings, the total number of caliper inches in the project was 130 – (39) 2 inch caliper trees along N. Linder Road and 52 total caliper inches within the project area. Tree mitigation is required for the removal of 229 caliper inches of trees from the project area. 100 % tree mitigation is achieved as follows: • A new 25’ wide buffer with (24) 2 inch caliper trees along N. Linder Road • (55) 2” caliper trees planted elsewhere in the overall campus area. • 72 total caliper inches proposed in the project area The 24 trees along N. Linder Road exceeds the UDC standards for buffer landscaping materials. In this layout there is an increase of 100 total caliper inches and the trees are distributed around the property and within the project area, while exceeding the minimum required landscaping standard for N. Linder Road buffer. Tree mitigation table is included in the attached Landscape Drawings for reference. City of Meridian Architectural standards Manual • Cohesive design: The Auditorium building fills an important void in the High school building by creating a focal point that is compatible with existing use and enhances the public use of the school. Materials have been selected to match the materials of the recent additions to create a uniform look across the elevations. Landscaping is incorporated in the new entry plaza. The new lobby will serve both the Auditorium and existing Gymnasium. • Building Scale: The auditorium’s massing is broken into various shapes and heights to create interest along with overhangs and recesses to provide shadows and contrast The single level lobby creates a stepped building massing to reduce the visual mass of the larger auditorium behind. 3 types of Interlocking metal panel creates reveals every 4", 8" or 12". These reveals run horizontal for at 4" on center for first 13'-0" at the base of the facade. The reveals run vertical above the base creating rhythm, along with the accent yellow color panel. Planting and the integrated concrete bench at the lobby glass wall provide pedestrian scale and a connection between the interior and the exterior. The large lobby roof overhang defines form and provides shade at the plaza. Fenestrations are not feasible in the larger auditorium volume due to the unique use. However, the continuous glass curtain wall at the lobby creates visual interest. • Architectural Elements: Solid Phenolic paneling around primary entries is decorative. The prominent roof overhang at lobby and the concrete bench at glass curtain wall that extends between the interior and exterior of the building are elements integral to the form and use of the interior lobby and the exterior plaza. • Materials: Metal panels of both horizontal ribbed and vertical units will be colored yellow, grey, and silver. Brick will not be used as we believe it would be out of character with the new design and the original brick color is no longer available. The ratios of building materials on the building as a whole, including the Auditorium additions are as follows: o Brick – 56% o Metal Panel (Includes accent color metal panel) – 29% o Glass – 13% o Other Solid (Includes accent solid phenolic color and exterior metal doors) – 2% The overall design will create a contemporary look that would use the language established with the most recent additions to the school. Transitions to existing buildings will be detailed similar to recent additions/renovations. • Signs/Lighting: Recessed light fixtures in the roof overhang will be cohesive with the building design and create a safe environment at the plaza. Site lighting and landscape elements will be coordinated to create safe spaces. Existing pedestrian connections are maintained and enhanced with the addition of the new building to the school.
