M ayor's Awar ds in the Ar ts Bonnie shared a program concept that Coeur d’Alene has implemented to recognize artists and supporters of the arts. Stephanie asked some questions about how nominations would be receive d. The commission decided to post a nomination form on our website and MAC members can nominate community members as well. The nominations would be restricted to Meridian residents. Leslie and Hillary will follow up with Mayor for her input/approval/insight and bring this item back to MAC’s February agenda. E. Update from most recent meeting Leslie provided an update for the SPC meeting, the committee would like to invite Stuart Weiser to present with MAC to City Council to address how the arts and the economy are linked, how the arts and government are linked, and the return on investment. Stuart will share some videos from the Americans for the Arts that help outline how the arts impact our communities. Initial Point Gallery Application Process Hillary was asked to remove the option to display in the entire gallery and include language regarding approval of a band/entertainment. B. Alexa Rose Foundation Workshop Hillary shared that the Alexa Rose Foundation will be presenting their workshop at the main branch (Cherry Lane) of the Library. The workshop will be taking place on Wednesday, January 30 at 7:00 pm. B. Initial Point Gallery Bonnie shared a report for the gallery. Two exhibiting artists hosted live art demonstrations and we had about ten guests visit. Hillary encouraged people to sign up for days to host the gallery reception. C. Jessica brought up that the artists expressed an interest in painting live in the lobby of City Hall. Overland Road and completed around March 2020. The public art at Fire Station #6 should be freestanding, safe and hazard-free, low-maintenance, durable, suitable for outdoor installation, visible from the roadway and welcoming to visitors at the facility. The artwork installed at Fire Station #6 should feature imagery related to the work of MFD. MERIDIAN FIRE DEPARTMENT: The Mission of MFD is “to protect and enhance our community through professionalism and compassion.” Their Vision is “a premier organization recognized for providing a safe community through professionalism, innovative actions, and community involvement.” MFD is committed to the safety and education of the community it serves. MFD has four divisions: Operations, Prevention, Planning, and Admin Support. More information about MFD, and its related associations, is online at https://meridiancity.org/fire/index.html. SITE DESCRIPTION: Fire Station #6 will be Meridian’s newest station, located in south Meridian. The site for the public art is in front of the station, between the front doors and Overland Road. The art will need to be installed into concrete near the flag pole. Electric power will be available. The image below was presented to City Council in December 2018. The concrete area, near the flagpole, is the general area that the artwork would be installed. Teams of artists, designers, and/or engineers are welcome to apply. Treasure Valley artists are encouraged to apply. Incomplete or late submissions will be deemed ineligible and will not be considered. BUDGET: A budgeted amount of $30,000 total is available for the completed project; this includes the selected artist’s commission, all costs including engineering, materials, fabrication, permitting, contingencies and installation of the artwork. No stipend is available for preparation of initial proposals. Up to three finalists may be asked to participate in a second round of selection, including preparation of maquettes and presentation to a selection panel. In the second round, a stipend of $200 will be available to the selected finalists for preparation of maquettes and proposal presentations, following submission of a completed W-9 form and execution of a written agreement with the City of Meridian. PROCESS: The evaluation and selection process will generally occur as follows; dates are subject to change as may be necessary due to scheduling issues or other circumstances. Any information submitted is subject to release to the public as required by Idaho Public Records Law. 1. Call to Artists (RFP) issued January 23, 2019. 2. Proposals accepted. To be considered for this project, the following materials must be submitted to MAC, by 12:00 PM, on Friday, March 15, 2019, at 33 E. Broadway Avenue Suite 104, Meridian, ID 83642 or by e-mail to mac@meridiancity.org: a. A summary of the artist’s or team’s experience with similar projects; b. Project proposal, including digital images (.jpg format) or drawings of the proposed conceptual designs or projects to be considered; c. Artwork description(s) including materials to be used, dimensions, anticipated maintenance, etc.; and d. Detailed project timeline, project budget with itemized costs. 3. Proposals reviewed. Selection panel identifies finalists – criteria here. 4. Finalists notified. Agreement, stipend, prepare maquettes. 5. Finalist Proposal Presentations. MAC may invite the finalists to present their proposals and maquettes to the selection panel at a public meeting on Thursday, May 16, 2019. This presentation is tentatively scheduled to take place at 4:30 PM at Meridian City Hall. 6. Selection Panel Review. Eligibility and finalist selection criteria will include: a. Adherence to the RFP; (10 points) b. Appropriateness of scale, design, material, durability, safety, and maintenance for project site; (20 points) c. Project proposal – demonstrated understanding of project objectives, ability to create artwork that addresses the context of its placement; and ability to meet or exceed the objectives; (30 points) d. Past work experience and references on a similar type project and the demonstrated competence in the performance of the type of work to be provided (the nature, quality, and relevance of similar completed work, including subcontractors, may include feedback from professional references; and (20 points) e. Consistency of proposed artwork with City policy and community values. The selection committee may select one proposed project to recommend to MAC, and later for City Council’s consideration and approval, reject all proposals, and/or recommend that the RFP be reissued. Evaluation criteria will include the criteria set forth above, as well as any public or panel input submitted during the evaluation of the proposals. MAC will determine whether forward the selection committee’s recommendation to Meridian City Council. MAC and MFD will present their recommendation to Meridian City Council on Tuesday, June 18, 2019. The selected proposer and others not selected will be notified of City Council’s decision via e-mail by Wednesday, June 19, 2019. 8. Agreement; award. Following selection and negotiation and execution of a written agreement with the City, the selected proposer will be awarded the project upon City Council’s approval. 9. Selected proposal installed. The selected artist will fabricate and install the artwork, in accordance with a written agreement with the City, and within the project’s final budget and timeline. MAC aims to have multiple artists in the space each month. Initial Point Gallery is located on the third floor of Meridian City Hall (33 E. Broadway Avenue, Meridian, Idaho), and is open to the public during City working hours. Initial Point Gallery provides 100 feet of total wall space for hanging two-dimensional artwork and four enclosed display cases for three-dimensional artwork. Eligibility: This call is open to applicants regardless of race, gender, gender identity, sexual orientation, religion, nationality, or disability. All artists in the Northwest region are welcome to apply, but artists must be present for scheduled installation and removal. Two-dimensional works displayed in Initial Point Gallery must be comprised of professional-quality, ready-to-hang, original art. Three-dimensional works may be of any medium, but must fit within the four supplied display cases. No artwork will be displayed which: cannot be safely hung or displayed using the gallery’s equipment; requires unusual maintenance, handling, or security; or is disruptive or likely to offend the sensibilities of the general public. Selectees will be asked to enter into an Acceptance Agreement with the City setting forth specific conditions of display. Selectees and invitees may reapply annually and if selected again, 75% of the display must be artwork that has not been previously displayed in Initial Point Gallery. Organizations and small, informal groups are welcome to apply. Deadline: This call to artists is open and ongoing. Applications are welcome at any time, but the schedule may be booked out through the next 12 months or more. Jurors: MAC will choose the artists to be represented in the gallery and the Commissions and Committees coordinator will follow up with applicants on their exhibition offer. MAC may group more than one artist in each exhibit. In evaluating eligible proposals, the following factors will be considered:  Adherence to the Call to Artists;  Quality of work;  Appropriateness of subject and concept for a functioning government workplace;  Consistency with City policy and community values; and  Contribution to aesthetic and cultural atmosphere of Meridian City Hall. Artwork Guidelines: All hanging art must be equipped with d-rings for secure hanging. Wires, eyehooks, and clip frames may not be used for hanging. The number of artworks to be included in each exhibit depends on the size of the pieces included. MAC asks that artists plan to have appropriate negative space in between each piece to allow for labels and breathing room. Two-dimensional works should not exceed 5’ in height. Display cases have acrylic tops of varied sizes including: 3½’ tall, 3’ tall, 2½’ tall, and 2’ tall. All display case bases are 2’ wide and 2’ deep. Exhibition Details: On the third floor of Meridian City Hall, directly across from the Mayor’s Office reception area, the Meridian Arts Commission maintains Initial Point Gallery. The carpeted gallery, filled with natural light, features about 100 feet of wall space for the display of two-dimensional art, as well as four hand-crafted display cases for the exhibition of three-dimensional works of art. The Meridian Arts Commission schedules The first two pages of information regarding the Call to Artists can be typed and included on the webpage about IPG. The second two pages would be saved as a PDF that could be downloaded. I may be able to make a fillable form as well. Once MAC approves the content of the call and application. Initial Point Gallery receptions are held once a month. In addition to the works of local and regional artists, the gallery has hosted works by nationally- and internationally-known artists. In 2011, Initial Point Gallery was chosen as one of only five venues nationwide to host the prestigious traveling show of the National Watercolor Society’s 90th Annual Exhibition. Initial Point Gallery is free and open to the public any time during normal Meridian City Hall business hours – generally Monday through Friday, 8:00 am to 5:00 pm, excluding holidays. The gallery has a track system that allows for easy hanging and adjustments. MAC works with a small crew of volunteers that can help artists with installing and removing their exhibit. The gallery also has space to display the artist/exhibit statement and price list. The City may promote the artist receptions in the form of Facebook events, post on community calendar, and/or mention in promotional videos. MAC requests that artists voluntarily donate to MAC 20% of proceeds from sales of art displayed in Initial Point Gallery. Sales: All sales are managed by the artist directly. Commissioners and City Staff can direct patrons to the artists’ contact information. Lodging/Transportation: Artists are responsible for securing their own transportation and lodging. The Commission is comprised of nine volunteer commissioners: Jessica Peters, Jennifer Sullivan, Bonnie Zahn Griffith, Leslie Mauldin, Stephanie Barnes, Jay Wilson, Gretchen Caserotti, Randy-B Funk (Youth), and an ex- officio City Council member. Genesis Milam served with MAC through October and Joe Borton has picked up since Council’s reassignments. MAC’s mission is to develop, advance and nurture all facets of the arts to enhance the quality of life for Meridian residents and its visitors. MAC’s achievements in 2018 included:  The Arts Commission continues to evolve! It was a tough year for MAC as Mary Jensen, Ellen DeAngelis, and Claudia Weathermon Tester all chose not to reapply for their seats in February. Because of this, MAC gained three new commissioners this year: Jessica Peters, Jennifer Sullivan, and Jay Wilson. Each of these new members brings their own strengths to the commission. Adding three new people to a commission simultaneously could be challenging, but each of these commissioners jumped in and quickly got involved. Gina Lyon left the commission in order to devote more time towards becoming a certified teacher. We hope to fill her seat soon. Michelle Glaze, another former commissioner, has stayed involved with Meridian Art Week. We were able to send two commissioners, Leslie and Jennifer, to the NOWPAC conference in Moscow, ID in September. This conference is hosted every other year in a different state in the Northwest. We try to take advantage of the opportunities when conferences for professional development are in-state, or nearby. This conference specifically addresses how municipalities address public art installations, partnerships, artists’ agreements, artwork accession/deaccession/maintenance, community participation in the arts, etc.  Expenses: 1,094.71  Another year of shows in Initial Point Gallery featuring the work of Treasure Valley artists! Our volunteers make this gallery work. We are so grateful for their expertise and for the time that they devote to IPG. Our gallery volunteers have put in over 100 hours towards maintaining Initial Point Gallery in 2018. Together with volunteers, commissioners, and Hillary (and some other staff) we managed to fill the gallery for another year. The 3D display cases were used every month except for July and August since the gallery is the backup venue for Concerts on Broadway shows. Still utilizing A.J. Scales’ credenza as our primary storage (although Legal and HR have been very kind to us letting us use their carts and space from time to time).  FY18 Revenue through IPG: $954; Expenses: $649.54  Young Musicians’ and Young Artists’ awards! MAC partnered with the Meridian Symphony Orchestra to award a combined $500 to young musicians to celebrate their achievements and participation in MSO’s Rising Stars. MAC also continued to partner with the Meridian School District to select young artists whose work was awarded monetary Meridian City Council Meeting Agenda January 10, 2019 – Page 43 of 53 MERIDIAN ARTS COMMISSION 2018 ANNUAL REPORT  PAGE 2 prizes/stipends for allowing us to use their work on traffic box wraps and to recognize one 3D artist.  Expenses: $750  Another excellent year of Concerts on Broadway! This year’s free outdoor concert series featured Avenue B, Soul Patch, the “All New” High Street Party Band, and Geoffrey Castle and his Celtic Night Band featuring Dan Connolly. Opening acts included youth musicians from the Meridian Symphony Orchestra and Axial Music and young performers from Treasure Valley Children’s Theater. On two occasions our committed food truck couldn’t make it to a concert because of mechanical issues. MAC continued our partnership with WineGlass Arts Development for their production management and technical services to make this year’s concerts a success!  Sponsorships brought in through WineGlass and MDC Contribution; Expenses from City: $10,000; Total cost of the series was over $22,000  Meridian Art Week! MAC partnered with the Meridian Downtown Business Association to host Meridian’s third annual Art Week. Michelle Glaze, again, recruited and communicated with most of the businesses who participated this year. We had a total of 22 organizations/artists who participated in events for Art Week this year, not including the individual schools and student teams who came out for the chalk art competition. We had 2 high school teams participate in our chalk art competition this year, but we opened the competition and participation up to the public and had a great turn out and level of engagement from the community. After talking with high school teachers, we realized that by changing the chalk art competition to a Friday, we eliminated the possibility of having any participants who are also involved in football games. Next year, we will work more closely with the teachers to ensure that the timing will work, but we will continue to keep the competition open to the public.  MDBA supported awards for artists: $175; Expenses: $2,551.09  Public Art at Heroes Park! “Journey of Heroes” was installed in late December 2017, but we did the ribbon cutting in March 2018. All of our local heroes featured were able to come out to the event and address the crowd. Shelly and the Parks Department organized the ribbon cutting and it went very well.  Meridian Mill Mural! “Far & Wide” was dedicated on June 18, 2018. While it wasn’t much of an unveiling (because the mural is too large to cover). The Meridian Mill Mural Project was an example of a partnership between the City, MDC, and a private business. The entire mural was paid for by the Meridian Development Corp. Since this installation, Meridian has seen a number of private businesses contracting with the same artists who created “Far & Wide,” including Paylocity and the Children’s Museum of Idaho.  Park Identities Public Art Roster in Use! The Parks Department has continued to work with the artists selected for the park identities public art roster to help plan for signage and developing the identity of new parks. We see this roster as a success as it provides another tool for the Parks Department so they can more easily work with creative vendors. We did not partner with MDC for traffic box wraps in the URA this year because our vendor wasn’t able to wrap on the small white boxes that remained unwrapped. The total number of completed wraps throughout the City is now up to 48. MAC’s original plan for traffic box wraps was five per year, but we’ve been able to exceed that with the help of sponsorships.  Expenses: $4,898  Public Art Digital Map! This map was completed last year but Matt Hoffman continues to add points for us upon request. This year, and moving forward, each piece on the map has a narrative either about the artist or the piece. You can access the map through the menu on our www.meridiancity.org/mac page.  Children’s theater partnership with Treasure Valley Children’s Theater! Partnering with a local youth theater is a key component in MAC’s strategic plan. Programs produced with our help this year include: The Best Christmas Pageant Ever, Willy Wonka Jr., Seussical Jr. (hosted on Meridian City Hall’s plaza), Sarah Plain and Tall; a free, educational production for young audiences. At the end of this year, TVCT also secured a lease on their future home. This building can house the theater company for the next three years (or more, if needed). They move in this upcoming January. The Commission is comprised of nine volunteer commissioners: Jessica Peters, Jennifer Sullivan, Bonnie Zahn Griffith, Leslie Mauldin, Stephanie Barnes, Jay Wilson, Gretchen Caserotti, Randy-B Funk (Youth), and an ex-officio City Council member. Genesis Milam served with MAC through October and Joe Borton has picked up since Council’s reassignments. MAC’s mission is to develop, advance and nurture all facets of the arts to enhance the quality of life for Meridian residents and its visitors. MAC’s achievements in 2018 included:  The Arts Commission continues to evolve! It was a tough year for MAC as Mary Jensen, Ellen DeAngelis, and Claudia Weathermon Tester all chose not to reapply for their seats in February. Because of this, MAC gained three new commissioners this year: Jessica Peters, Jennifer Sullivan, and Jay Wilson. Each of these new members brings their own strengths to the commission. Adding three new people to a commission simultaneously could be challenging, but each of these commissioners jumped in and quickly got involved. Gina Lyon left the commission in order to devote more time towards becoming a certified teacher. We hope to fill her seat soon. Michelle Glaze, another former commissioner, has stayed involved with Meridian Art Week. We were able to send two commissioners, Leslie and Jennifer, to the NOWPAC conference in Moscow, ID in September. This conference is hosted every other year in a different state in the Northwest. We try to take advantage of the opportunities when conferences for professional development are in-state, or nearby. This conference specifically addresses how municipalities engage in public art installations, partnerships, artists’ agreements, artwork accession/deaccession/maintenance, community participation in the arts, etc.  Expenses: 1,094.71  Another year of shows in Initial Point Gallery featuring the work of Treasure Valley artists! Our volunteers make this gallery work. We are so grateful for their expertise and for the time that they devote to IPG. Our gallery volunteers have put in over 100 hours towards maintaining Initial Point Gallery in 2018. Together with volunteers, commissioners, and Hillary (and some other staff) we managed to fill the gallery for another year. The 3D display cases were used every month except for July and August since the gallery is the backup venue for Concerts on Broadway shows. Still utilizing A.J. Scales’ credenza as our primary storage (although Legal and HR have been very kind to us letting us use their carts and space from time to time).  FY18 Revenue through IPG: $954; Expenses: $649.54  Young Musicians’ and Young Artists’ awards! MAC partnered with the Meridian Symphony Orchestra to award a combined $500 to young musicians to celebrate their achievements and participation in MSO’s Rising Stars. MAC also continued to partner with the Meridian School District to select young artists whose work was awarded monetary Meridian City Council Meeting Agenda January 10, 2019 – Page 46 of 53 MERIDIAN ARTS COMMISSION 2018 ANNUAL REPORT  PAGE 2 prizes/stipends for allowing us to use their work on traffic box wraps and to recognize one 3D artist.  Expenses: $750  Another excellent year of Concerts on Broadway! This year’s free outdoor concert series featured Avenue B, Soul Patch, the “All New” High Street Party Band, and Geoffrey Castle and his Celtic Night Band featuring Dan Connolly. Two of our performers did public outreach to youth organizations prior to their Saturday show. Avenue B did workshops with the young performers of Treasure Valley Children’s Theater and Geoffrey Castle did two solo sets at the Meridian Boys and Girls Club and inspired all of the club members in attendance to learn the electric violin. In addition to the TVCT workshops, Avenue B also invited TVCT cast members to join them for their final number in their COB set. Opening acts included youth musicians from the Meridian Symphony Orchestra and Axial Music and young performers from Treasure Valley Children’s Theater. On two occasions, our committed food truck could not make it to a concert because of mechanical issues. MAC continued our partnership with WineGlass Arts Development for their production management and technical services to make this year’s concerts a success!  Sponsorships brought in through WineGlass and MDC Contribution; Expenses from City: $10,000; Total cost of the series was over $22,000  Meridian Art Week! MAC partnered with the Meridian Downtown Business Association to host Meridian’s third annual Art Week. Michelle Glaze, again, recruited and communicated with most of the businesses who participated this year. We had a total of 22 organizations/artists who participated in events for Art Week this year, not including the individual schools and student teams who came out for the chalk art competition. We had 2 high school teams participate in our chalk art competition this year, but we opened the competition and participation up to the public and had a great turn out and level of engagement from the community. After talking with high school teachers, we realized that by changing the chalk art competition to a Friday, we eliminated the possibility of having any participants who are also involved in football games. Next year, we will work more closely with the teachers to ensure that the timing will work, but we will continue to keep the competition open to the public.  MDBA supported awards for artists: $175; Expenses: $2,551.09  Public Art at Heroes Park! “Journey of Heroes” was installed in late December 2017, but we did the ribbon cutting in March 2018. All of our local heroes featured were able to come out to the event and address the crowd. Shelly and the Parks Department organized the ribbon cutting and it went very well.  Meridian Mill Mural! “Far & Wide” was dedicated on June 18, 2018. While it wasn’t much of an unveiling (because the mural is too large to cover). The Meridian Mill Mural Project was an example of a partnership between the City, MDC, and a private business. The entire mural was paid for by the Meridian Development Corp. Since this installation, Meridian has seen a number of private businesses contracting with the same artists who created “Far & Wide,” including Paylocity and the Children’s Museum of Idaho.  MDC’s expense: $16,000 Meridian City Council Meeting Agenda January 10, 2019 – Page 47 of 53 MERIDIAN ARTS COMMISSION 2018 ANNUAL REPORT  PAGE 3  Park Identities Public Art Roster in Use! The Parks Department has continued to work with the artists selected for the park identities public art roster to help plan for signage and developing the identity of new parks. We see this roster as a success as it provides another tool for the Parks Department so they can more easily work with creative vendors.  Installation of more Traffic Box Art! Seven boxes were wrapped in 2018. We did not partner with MDC for traffic box wraps in the URA this year because our vendor wasn’t able to wrap on the small white boxes that remained unwrapped. The total number of completed wraps throughout the City is now up to 48. MAC’s original plan for traffic box wraps was five per year, but we’ve been able to exceed that with the help of sponsorships.  Expenses: $4,898  Public Art Digital Map! This map was completed last year but Matt Hoffman continues to add points for us upon request. This year, and moving forward, each piece on the map has a narrative either about the artist or the piece. You can access the map through the menu on our www.meridiancity.org/mac page.  Children’s theater partnership with Treasure Valley Children’s Theater! Partnering with a local youth theater is a key component in MAC’s strategic plan. Programs produced with our help this year include: The Best Christmas Pageant Ever, Willy Wonka Jr., Seussical Jr. (hosted on Meridian City Hall’s plaza), Sarah Plain and Tall; a free, educational production for young audiences. At the end of this year, TVCT also secured a lease on their future home. This building can house the theater company for the next three years (or more, if needed). They moved in January 2019.
