Meridian Glass Recycling Programs Update — Rachele Klein, RS Curbside signups at appx 200 and the drop site is being well used with the 24/7 access. Momentum is coming within the next couple weeks for the I" collection. 3. SWAC December meeting — general discussion Commissioner Madrigal made a motion to move the December meeting from the 26th to 19t". To be held at 4:00pm, in Council Chambers unless otherwise notified. Motion was seconded by Commissioner Walters. All ayes, motion carried Commissioner Glenn to follow-up with Commissioner Pogue and city clerk staff for the meeting reschedule 6. Approval of the Agenda: Commissioner Madrigal made a motion to approve the agenda as presented Motion was seconded by Commissioner Walters. All ayes, motion carried 4. Approval of Minutes: November 28, 2018 Commissioner Madrigal made a motion to approve the minutes as presented. Commissioner Cory amended motion to include correction to item four. For approving previous minutes. Motion was seconded by Commissioner Glenn. All ayes, motion carried 5. Action Items: A. Old Business 1. Trash or Treasure -Citywide Program - Continued Discussion Before scheduling this item on City Council agenda, David Miles with Public Works seeing additional clarification on the expectations for Trash to Treasure going citywide. Staff responsibility, Commissioners tasks, etc. Call for volunteers from Commissioners for Sub Committee to work with Public Works staff, Republic Services and Brett Baranco on the event for 2019. Scott Walters, Victoria Madrigal and Genesis Milam has volunteered for the Subcommittee. With this new information, the topic will move forward for City Council's approval or denial for a City wide even in 2019 Solid Waste Advisory Commission Meeting — December 19, 2018. Solid Waste Roles and Responsibilities Discussion Cont'd — David Miles, PW As of today's meeting, the ordinance has not been placed on City Council Agenda, David Miles, is working through the process of confirming the proposed membership requirements and how the commission currently meets them, as well as staffing levels and needs. A meeting is scheduled with staff, directors and legal to finalize the document and get if before City Council. 3. Sidewalk Container Placement Update — Rachele Klein Continued discussion on ordinance. Suggestions: simpler is better and define curbside. Commissioner Larsen made a motion to update the ordinance for cart placement to reflect that carts are to be placed in the street with the wheels at the curb face. The ordinance should also allow the ability of Republic Services to provide specific direction where this placement is not necessarily appropriate. Motion was seconded by Commissioner Neal. All ayes, motion carried There was a question by legal, asking if we wanted to review the updated ordinance as drafted by staff prior to submittal to City Council for consideration. Commissioner Larsen said no, and there was no further discussion by the commission. 4. County SWAC/Proposed Weight Based Landfill Fees — Commissioner Cory Commissioner Cory and staff received notification that the weight based fee discussion has been tabled until January 2019. No further information at this time. B. New Business 1. Meridian Glass Recycling Programs Update — Rachele Klein, RS Drop site at the transfer station has been open for approx. 3 months now. Access to a glass recycling dumpster is available 24/7. The drop site is experiencing minimal Contamination, with the curbside service of approx. 200 households need a bit more education on collection. The green totes are available to pick up and use for the glass recycling. Monument will collection the glass once there is 40 ton collected. Commissioners asked about doing a spot with video, instruction etc. when the big day comes. Republic Services and Public works will coordinate. 6. Next Meeting: January 23, 2019 7.
