The Meridian Parks Ft Recreation Commission is a volunteer citizens' group that is created and
empowered to advise the City on issues relating to park facilities and recreation programs of the City.
Their mission is to gather input from staff and other qualified personnel on issues relating to the
creation and design of public parks and open spaces; to listen to public input; and to provide advice
and recommendations on parks and recreation related matters to the Mayor and City Council.

3. Approval of the November 14, 2018 Regular Meeting Minutes
Commission President Jo Greer entertained a motion to adopt the minutes as
presented. Commission Vice President Jessica West moved to approve the minutes.

a. Christmas Presentation - Steve Siddoway
MPR Director Steve Siddoway wished the Commission a Merry Christmas! He
expressed his appreciation for the work they put on on the MPR Department's
behalf and for being a sounding board. Throughout the year, they help MPR staff
significantly in big ways. He presented a small gift of appreciation.
b. Upcoming Events - Shelly Houston
MPR Marketing Coordinator Shelly Houston called to mind the Mayor's State of the
City Address on Wednesday, February 6, 2019 at the Wahooz Galaxy Event Center.
The 2019 Winter/Spring Activity Guide was released. There are brand new classes
that haven't been offered before, such as children's cooking,
health/wellness/nutrition for adults, furniture restyling, and more! Copies are
available at Meridian City Hall and online. Shelly prepared the MPR Department's
annual report which tells in words and pictures what staff considered some of the
highlights of the year. Copies of the report were handed out to the Commission.
c. Group Photo - Shelly Houston
MPR Marketing Coordinator Shelly Houston took a group photo of the
Commissioners that evening.

a. FY2018 MPR Commission Annual Report - Jo Greer
Commission President Jo Greer reported the FY2018 MPR Commission Annual
Report was included in the meeting packet. There were no changes to the
document.
Commission President Jo Greer entertained a motion to approve the FY2018 MPR
Commission Annual Report as presented. Commissioner Creg Steele moved to
approve the report. Commissioner Dom Gelsomino seconded. All were in favor of
the motion.
b. 2019 Commissioner Elections - Jo Greer
Commission President Jo Greer reported each year elections are held in December;
one for President and the other for Vice President. Essentially, the current Vice
President receives an automatic nomination for President.
President Greer thanked the Commission for the opportunity to serve as President.
She stated this is the first time she has been in this position on a Commission (this
is her first Commission as well). She expressed it is an honor to work with the
Commission and an opportunity to have leadership and to learn. She added she is
proud to be a part of Meridian City but even more honored to be a part of the MPR
Commission and to be serving alongside her fellow Commissioners.
The current Vice President—Jessica West—received an automatic nomination for
President. There were no other nominations for President. Everyone was in favor
of electing Jessica West for 2019 President. Commissioner Jo Greer nominated
Dom Gelsomino for Vice president. There were no other nominations for Vice
President. Everyone was in favor of electing Dom Gelsomino for 2019 Vice
President.

Congratulations to Jessica West as the new President and Dom Gelsomino as Vice
President. The new Commission leadership is effective January 1, 2019.
c. Brainstorm/Identify FY2019 All -Commission Goals - Steve Siddoway
The Commission reviewed the current 2018 MPR All -Commission Goals. In an effort
to streamline the process and as a starting point for discussion, some draft goals
for 2019 were brought forward for consideration and reviewed. MPR Director Steve
Siddoway facilitated discussion. There were a few minor changes made to the
draft goals, and another goal was added to the list, Each Commissioner was asked
to list the order of importance of these 12 goals. Rachel Myers tallied their
priority levels. Please see the following results:

this particular order as the Commission's top priorities for 2019. Commissioner

d, LimeBike Policy Discussion - Mike Barton
MPR Parks Superintendent Mike Barton reported Lime kicked off their scooter
rental program in Meridian back in September 2018. Approximately 250 scooters
were dropped off. There was a lot of discussion about the scooters, which were in
parks, they were going too fast, they were being dropped in places they shouldn't
be, and they were in the right-of-way and blocking handicap ramps. There was
some general dissatisfaction about the way the program initially kicked off. Lime
was asked to regroup, pull the scooters, and staff was asked to "go back to the
drawing board." It has been the desire of citizens and the City of Meridian to allow
these scooters to operate within City limits. So far, the general consensus with the
City and the public is these scooters can be really fun and an amenity that people
can enjoy; however there needs to be some program modifications.
The goal of this discussion was to inform the Commissioners where the City is
headed with specific guidelines on how the scooters interact with parks.

Legal staff has been working on two things: 1) Ordinance Update, and 2)
Memorandum of Agreement (MOA), which goes into some of the finer details about
behavioral items and specifically in how it relates to City -owned property. There is
an active committee giving City Council regular updates. Deputy City Attorney
Emily Kane has been the lead in drafting the language. Regarding the ordinance,
there is really no input to this since the existing ordinance for parks covers what
MPR staff thinks need to be covered. The bulk of staff's work is in the MOA
portion, specifically regarding the conduct of the operator. Mike reviewed section
6.f. (Operator Commitments - Using shared vehicles in City parks) and asked for
feedback if they have covered everything. Is it too much? Have they left anything
out? The outcome of their discussion is as follows:
6. Operator Commitments
f. Using shared vehicles in City parks. Use of shared vehicles in City
parks shall be subject to the following. Operator shall use verifiable
technology to enforce these restrictions.
1) Riders shall not use a shared vehicle at in excess of 8 miles per
hour.
2) Operator shall establish geofences to prohibit shared vehicle use in
or on the following areas:
a) Playgrounds in Kleiner Park, Settlers Park, and Discovery Park;
b) Special use parks;
c) Tennis court complex at Settlers Park; and
d) Storey Bark Park.
3) Operator shall require riders to park shared vehicles only in
designated parking areas. In City parks, the designated parking area
for shared vehicles shall be next to bicycle racks.
[Note: For additional details, please read the updated MOA draft agreement dated
12-24-18 which is attached to these meeting minutes.]
The intent is to finalize the one-year MOA, take it to Council for approval, and
have the agreement in place potentially by March 2019.
7. Pathways Workshop - Kim Warren
a. 2018 Pathway Priority Task List Update
MPR Pathways Project Manager Kim Warren provided a PowerPoint presentation
update regarding the MPR Commission's pathway priorities. Copies of her slides are
attached to these meeting minutes.
b. Pathway Sites Update
Kim Warren facilitated a workshop on the following six sites, including noted
points of interest and action items:
1) Black Cat - Aldape Park - Boise River Greenbelt
• Greenbelt connection.
• Extend Black Cat Road north, over Phyllis Canal to Aldape Park, with
detached sidewalk/ pathway on west side.
• Aldape Park - Consider Future Major park access from Jayker Way, North
Basco Lane, near Aldape Farmstead.
• Park Pathways/Greenbelt - Consider floodway location and situate path to
be accessible for as much of the year as possible.

• Connection West to Star under SH16 at Phyllis Canal.
• Reach out to the Farmer's Union Canal Co to see about shared access along
the Phyllis Canal, below the rim.
• Identify Boise River Greenbelt connection to Star.
2) Owyhee High School
• Consider future pedestrian connection to West Meridian Regional Park.
• Potential for pathways along future mid -mile collectors (between
McDermott and Black Cat).
• Connect North across McMillan as well, per above.
• North-South pathway connection will be constructed along Owyhee HS
frontage to connect Ustick to FMC Pathway and McMillan.
• SH16 may go over McMillan instead of the inverse.
• Explore potential for continuous pedestrian connection along Five Mile
Creek - north of the creek, under SH16, if there's room (i.e., it's not a box
culvert).
3) Ten Mile Crossing Area
• New pathways constructed in this area, along Ten Mile Creek and Purdam
Drain north of 1-84.
• Connect west under Ten Mile Road interchange along Purdam Drain.
• Strong connections exist over interstate (7' wide detached sidewalks).
• Baraya Subdivision to NW is constructing pathways along the Purdam Drain
as well. Make a connection between this and the Ten Mile/Purdam
underpass.
4) Discovery Park - Hillsdale - YMCA
• Connect north from YMCA across East Amity on South Hillsdale Avenue (to
future school site).
• In that area (far east/southeast edge of impact area) be mindful of what we
may be able to connect to. If Boise isn't meeting us, perhaps less of a
priority?
• Make pathway connection to Boise (south of 1-84) a priority? Identify route.
• Connect from new pathway on Taconic South to Discovery Park. More
direct route than canal path as proposed.
• Need Hawk Signal/PHB at Lake Hazel, for Discovery Park access.
• Identify connection South to Kuna.
5) Segment D - Five Mile Creek
• Proposed alignment advantages:
o Use a stretch of existing McNelis pathway, as opposed to doubling up on
north;
o Only need to provide one pedestrian bridge (east of Nine Mile Creek);
o Works with Ten Mile Road widening pedestrian crossing as designed; and
o Routes pathway traffic by proposed trailhead site.
• Consider the idea of a 'signature bridge' - make it a featured design
element instead of a utilitarian/pre-fab structure.
• Continue to work with Public Works on final alignment and access to Black
Cat Road.

Middle School, and along school grounds to Settlers Park. Pathways are
existing west of Linder.
• Work to connect Sawtooth Middle School to Settlers Park.
• Spend some field time to verify constructed pathways in this area for map
update.
• Determine potential for implementing a connection from Sawtooth Middle
School East to Meridian Road along the White Drain (at the mid mile, north
of Ustick).
• Potential to connect from the White Drain north to McMillan (and Meridian
Loop Pathway) along east side of Meridian Road.
• Develop stronger connection from Settlers Park to Kleiner Park.
• Pathway stretch south of proposed Verado Subdivision (east of Locust
Grove, south of Ustick) could be an MPR project.
• Explore options for adding walls or other barriers along Eagle Road (and
state highways) to provide safer, more comfortable pedestrian facilities.
• Confirm feasibility of proposed pathway along Creason Lateral (north of
Tully Park) west to Linder Road.
8. Staff Reports
MPR Director Steve Siddoway reported on the following:
• 2018 MPR Annual Report - He stated he was really proud of what Shelly Houston
put together this year for the annual report. It has been a wonderful year with
a lot of great accomplishments and stories in it that the Commission and
Department should be very proud of. He encouraged everyone to read the
report.
• State of the City - The MPR Department needs to know whether the
Commissioners will be attending the Mayor's State of the City Address in
February 2019. There is limited seating, and tickets are required.
• Christmas in Meridian - The Christmas in Meridian events were so big and so
amazing this year. He thanked the Commissioners for coming out in force and
in elf costumes to support Jessica West's idea. Dom Gelsomino was in full elf -
on -a -shelf regalia for most of the afternoon the day of the Christmas Tree
Lighting Ceremony and Winter Lights Parade. The Department received
tremendous support for the parade float, stage, Children's Winterland Festival,
and events in general.
MPR Parks Superintendent Mike Barton reported on the following:
• Kleiner Park Bandshell Shade - Bids were opened regarding the shade structure
for the bandshell in Kleiner Park. Two bids were received. Currently, the
project is under budget, but engineering still needs to be done. A
preconstruction meeting is scheduled for Friday, December 14, 2018. Staff will
try and get the crew in to the park to drill piers while the ground is frozen in
January to minimize some of the damage to the surrounding turf and concrete.

• Park Ambassador Vehicle - There is excitement about the new Park Ambassador
vehicle which was delivered last week. MPR staff is in the process of getting
licensing.
• Homecourt Bay 5 - Last month the kickoff meeting regarding the Homecourt
Bay 5 Renovation project was held. Both an architect and construction manager
have been secured. Construction is scheduled to begin around mid-May 2019
with a target completion date of October 2019. The restrooms, entryway, and
new flooring in bay 5 will all be done as one construction project this summer.
• New Administrative Assistant - Vicki Wagner has been doing great so far. With
the new Winter/Spring Activity Guide release and Volleyball and Basketball
registration deadlines all in the same day on December 7, between her and
Jeannette Sanchez, they did $38,000 worth of registrations in one day.
• Summer Camp Coordinator - This position has been posted with some good
candidates applying.

ANNUAL REPORT
FISCAL YEAR 2018

Ali -Commission Goals & Accomplishments:
I) Support development of a connected pathway system across the City of
Meridian, with the Five Mile Creek Pathway and the Rail -With -Trail
Pathway as the top priorities.
The following are specific segment updates regarding the Five Mile
Creek Pathway:
• Segment D from Ten Mile to Black Cat Roads - The MPR
Commission was in favor of the modified preferred pathway
alignment, as proposed by staff, and in pursuing a potential
trailhead on Ten Mile Road.
• Segment F along Linder to Ustick Roads near Tully Park -
Construction of the sidewalk widening project was completed in
the summer of 2018.
• Segment G at East James Court - Five of the eight easements have
been received. MPR staff is actively seeking signatures for the
remaining three easements. The goal is to receive these vital
permissions, finalize the plans with approvals, and bid in 2019.
• Segment H at Pine Avenue (Stonehenge to Locust) - This has been
constructed with the ACHD project to widen Pine Avenue and is
complete.
• Segment H2 from Badley to Fairview - Construction was
completed in October 2017. A ribbon -cutting ceremony was held on
April 4, 2018.
Regarding the Rail -With -Trail Pathway, MPR staff members have been
working on right-of-way proposals to cross two different properties.
The work group with COMPASS leading the regional pathway effort has
been re -activated and meeting on a monthly basis, which includes

many community stakeholders. An RFP was sent out in November
2018, and a consultant will be selected in January 2019. The work
group will receive refined concepts, cost estimates, and discuss
implementation strategies.
A Spring Pathways Tour on bicycles was held in April 2018 at which
time the Commissioners visited the following pathway segments and
points of interest:
• Five Mile Creek Pathway, Segment H2 from Badley to Fairview
• Proposed Improvements along Fairview Avenue
• James Court Sidewalk Widening
• Linder Sidewalk Widening
• Five Mile Creek Pathway at Reta Huskey Park
• Five Mile Creek Pathway Crossing & Proposed Trailhead at Ten
Mile Road
• Five Mile Creek Pathway, Segment D, Proposed Alignment
• Lemp/Larkwood Pathway Project
2) Support construction of the South Meridian Regional Park. [now
Discovery Park]
The MPR Commission has been very engaged in supporting the design,
construction, art, and theming of Discovery Park. Members have been
providing much feedback to MPR staff after presentations that were
made at the November 2017, January 2018, February 2018, May 2018,
and November 2018 meetings. The MPR Commission provided a
recommendation to City Council to help officially name the park.
In addition, the MPR Commission got to see first-hand the
construction progress of Discovery Park during the September 12,
2018 MPR Facilities Tour.
3) Provide feedback on plans for a shade structure solution at the Kleiner
Park BandshelI.
MPR staff presented an update to the Commission at the March 2018
meeting at which time the Commissioners provided feedback on their
preferred shade option for the Kleiner Park Bandshell.
4) Encourage coordination with the City of Eagle to plan for connections
of our pathway systems.

MPR staff is very much still on board as the two cities work together
to make connections. An update will be made to the MPR Commission
in early 2019 by the City of Eagle Parks & Recreation Department
regarding their Parks & Trails Master Plan.
5) Recommend preferred options for space planning at bay 5 of the
Homecourt.
MPR staff facilitated discussions with the MPR Commission at the
November 2017 and February 2018 meetings at which time various
concept designs were presented. The Commission settled on their
preferred option and recommended it to City Council.
6) Explore options to obtain, build, or develop partnerships for additional
park space and/or amenities.
The MPR Commission partnered with the Meridian Arts Commission to
add the ,journey of Heroes Art in Heroes Park.
The MPR Commission also partnered with the Mayor's Youth Advisory
Council to add Fix -it Bike Stations at various parks.
The MPR Commission continues to work with the Arts Commission to
look at installing artwork in Champion and Renaissance Parks to
reinforce park identity.
The MPR Commission identified a water fountain/misting station to
be installed in the future Discovery Park, which would be the first of
its kind in Meridian's park system.
7) Continue to foster greater Commission involvement/presence in
community events.
President Jo Greer is the chairperson for the Christmas Planning
Committee and has heavily been involved in the planning and
execution of various tasks related to the Winter Lights Parade and
Children's Winterland Festival.
The Commissioners participated in the Christmas in Meridian
festivities in 2017. Vice President Jessica West came up with an "Elf -
on -a -Shelf" theme and made costumes for their Santa's Workshop
parade float. They plan to do the same for this year's event.

8) Engage other task forces, commissions, entities, and agencies through
workshops and other outreach for partnership.
The MPR Commission received several updates over the course of the
fiscal year from representatives as follows:
• Idaho Walk Bike Alliance Walk -Friendly Cities - December 2017
• Kleiner Park Community Garden - February 2018
• MYAC Participatory Budgeting (Bike Fix -It Stations) - June 2018
The MPR Commission also toured the new South Meridian YMCA
facility during their Team -Building Activity at Hillsdale Park on July
10, 2018.
9) Discuss progress on Goals and Objectives in the MPR Master PIan.
MPR Director Steve Siddoway presented an update on progress
regarding the MPR Master Plan Goals and Objectives to the MPR
Commission in May 2018.
10) Participate and support Meridian Parks & Recreation Month to help
foster community engagement.
The MPR Department did not promote Meridian Parks & Recreation
Month this year.
11) Pursue improved tools and opportunities to engage citizens and
stakeholders.
The MPR Department created more robust and user-friendly website
pages for its special events.

The Department gained more exposure within the community by
posting additional events and activities on Facebook.
In addition, the MPR Department ramped up its advertising efforts
with local radio stations and via Facebook.
12) Continue discussions with the Meridian Fire Department regarding
feasibility of future fire stations to be collocated with future parks.
These discussions will continue once planning begins for Fire Station
7 adjacent to Discovery Park.
13) Support the current efforts for ADA compliance repairs to ensure
accessibility of Meridian's park system.
The Commission has been very supportive of the current efforts for
ADA compliance repairs within Meridian's parks.
