Looking towards a committee meeting that will address adding additional sites. MAC had previously discussed replacing boxes after 5 years of use (if they look especially good, they may skip a box or two, this isn't policy, but a suggestion.) 2019 would be the first replacement, of the Korey Kay Ramsey box at Pine and Main. Cost to remove the previous work will add to the cost of labor for install. Look to replacing that one and check on others from 2015. Could install four others IF MAC thinks that they can keep up with the installations. General Explanation: Each fiscal year plan is more or less focused to a general region. This way as boxes are installed, people in that region can look forward to seeing new boxes installed - rather than spacing installations out all over Meridian each year. *Some traffic boxes have been ignored because they are not very noticable to motorists or are otherwise well hidden. [Spring 2016] Schools: Each fiscal year presents two traffic boxes either adjacent to or nearby two separate schools. This allows MAC to hold two bi-annual contests for student artwork to be featured on a traffic box near their school. This direction would put MAC in direct contact with our local schools - which I think would foster a positive relationship with West Ada School District. Alternatively, we could still select student artwork from West Ada's annual art show, "Framed." Parks: Regional (2/2) and Community (3/4) Parks are represented over the course of the outlined plan. These are generally one each year, except for FY16, which has two parks. The only Community Park that is excluded from the current plan is Bear Creek Park. The traffic box near this park is also very close to the Wahooz/Roaring Springs signal. Bear Creek Park could potentially be substitued in FY17 in the event that one of the other drafed traffic boxes gets sponsored. Removed/Postponed for Development Call for Artists: TRAFFIC BOX ART IMAGE REPOSITORY OVERVIEW: The Meridian Arts Commission (MAC) seeks proposals of two-dimensional artwork to be added to a repository of images portraying artwork available for reproduction on a vinyl wrap to be installed on a traffic box in Meridian. As funding becomes available, MAC and/or a sponsoring partner may select a piece of artwork represented in the repository to reproduce as a vinyl wrap. Artwork included in the repository may not be selected for a traffic box wrap. A $300 stipend shall be available for artists whose work is selected for reproduction as a vinyl wrap to be installed on a traffic box, following execution of, and pursuant to, a written agreement with the City of Meridian and scanning of the original artwork portrayed in the selected image by City or City’s selected vendor. ELIGIBILITY: The Traffic Box Art Image Repository is to include original artwork by artists who live or work in Idaho’s Treasure Valley, created using any medium, so long as it can be represented in a high-resolution digital image without loss of integrity or quality. No artwork will be included in the repository which does not meet the selection criteria. Artists whose work is selected for reproduction as a vinyl wrap will be required to enter into a written agreement with the City setting forth specific terms and conditions of inclusion. Each person may submit up to three (3) images for consideration; a maximum of one (1) images per person may be selected for inclusion in the repository. PROPOSAL REQUIREMENTS: An artist wishing to submit an image for inclusion in the digital repository must provide the following materials and information to MAC in order to be considered for inclusion in the digital repository:  Completed, signed Traffic Box Art Image Repository Application & Acknowledgements form;  One-page letter of intent, including biography of the artist, in .pdf format; and  Up to three (3) digital images of original artwork proposed for inclusion in the digital repository, image file names must include artist’s last name and artwork title. SELECTION PROCESS: The selection of art for inclusion in the digital repository will be made by MAC. MAC will jury submissions at its regularly scheduled meetings, as they are received. In evaluating eligible proposals, the following factors will be considered:  Quality of work;  Appropriateness of subject and concept for a public space;  Consistency with City policy and community values; and  Contribution to aesthetic and cultural atmosphere of the Meridian community. Artwork will be deemed inappropriate which portrays: content which violates copyright or other known legal ownership interest, profanity, obscenity, indecency, violence, pornography; discrimination on the basis of race, creed, color, age, religion, gender, sexual orientation, or nationality; defamation or personal attacks. Signature: ________________________________________ Date: ____________________________ Request for Proposals – Fire Station #6 Public Art Project Page 1 of 2 Call to Artists – Request for Proposals[HB1]: Fire Station #6 Public Art Project PROJECT DESCRIPTION: The Meridian Arts Commission (MAC) and Meridian Fire Department (MFD) invite artists to prepare proposals for public art projects that would be installed in front of Fire Station #6, which will be constructed at 1435 W. Overland Road and completed around March 2020. SITE DESCRIPTION: Fire Station #6 will be Meridian’s newest station, located in south Meridian. The site for the public art is in front of the station, between the front doors and Overland Road. The art will need to be installed into concrete near the flag pole. Power would be able to be connected to the public art installation. ELIGIBILITY: This project is open to applicants regardless of race, gender, sexual orientation, religion, nationality, or disability. Teams of artists, designers, and/or engineers are welcome to apply. Treasure Valley artists are encouraged to apply. Incomplete or late submissions will be deemed ineligible and will not be considered. BUDGET: A budgeted amount of $30,000 total is available for the completed project; this includes the selected artist’s commission, all costs including engineering, materials, fabrication, permitting, contingencies and installation of the artwork. A stipend of $200 [HB2]will be paid to the three highest qualifying artists for their proposals, following submission of a completed W-9 form and execution of a written agreement with the City of Meridian. Qualifying artists may be asked to a second round of selection to develop maquettes and present to a selection panel. PROCESS: The evaluation and selection process will generally occur as follows; dates are subject to change as may be necessary due to scheduling issues or other circumstances. Any information submitted is subject to release to the public as required by Idaho Public Records Law. 1. Call to Artists (RFP) issued January 23, 2018.[HB3] 2. Proposals accepted. To be considered for this project, the following materials must be submitted to MAC, by 12:00 PM, on Friday, March 15, 2018, [HB4]at 33 E. Broadway Avenue Suite 104, Meridian, ID 83642 or by e-mail to mac@meridiancity.org: a. A summary of the respondent’s experience with similar projects b. Project proposal, including digital images (.jpg format) or drawings of the proposed conceptual designs or projects to be considered; c. Artwork description(s) including materials to be used, dimensions, anticipated maintenance, etc. d. Detailed project timeline, project budget with itemized costs, and schedule of work 3. Qualified Proposal Presentations. Depending on the proposals received, MAC may invite artists to present their proposals and maquettes in front of the selection committee at a public meeting on Request for Proposals – Fire Station #6 Public Art Project Page 2 of 2 Thursday, April 18, 2018, followed by brief Q & A. This presentation is tentatively scheduled to take place at 4:30 PM at Meridian City Hall. (Please let us know if this date and time cannot work for you.) 4. Selection Criteria. Eligibility and finalist selection criteria will include: a. Adherence to the RFP; (10 points) b. Appropriateness of scale, design, material, durability, safety, and maintenance for project site; (20 points) c. Project proposal – demonstrated understanding of project objectives, ability to create artwork that addresses the context of its placement; and ability to meet or exceed the objectives; (30 points) d. Past work experience and references on a similar type project and the demonstrated competence in the performance of the type of work to be provided (the nature, quality, and relevance of similar completed work, including subcontractors, may include feedback from professional references; and (20 points) e. Consistency with City policy and community values; (20 points) 5. Evaluation of proposals; artist selected. The selection committee may selection one proposed project to recommend for City Council’s consideration and approval, recommend that the RFP be reopened, or reject all proposals. Evaluation criteria will include the criteria set forth above, as well as any public or panel input submitted during the evaluation of the proposals. MAC and MFD will forward their recommendation to Meridian City Council for consideration. The selected proposer and others not selected will be notified of City Council’s decision via e-mail by Friday, May 10, 2017. 6. Agreement; award. Following selection and negotiation and execution of a written agreement with the City, the selected proposer will be awarded the project upon City Council’s approval. 7. Selected proposal installed. The awarded Artist will fabricate and install the artwork, in accordance with a written task order agreement with the City, and within the project’s final budget and timeline. Request for Qualifications: Park Identities Public Art Roster OVERVIEW: The Meridian Parks & Recreation Department (MPRD), in partnership with the Meridian Parks and Recreation Commission (MPRC) and the Meridian Arts Commission (MAC), seeks to establish a list of artists who would work with the City to develop interpretations of park identities and create public art projects in local parks. Currently, the focus is on integrating artistic components in Champion Park, Renaissance Park, and Heroes Park - three existing neighborhood/community parks in Meridian, ID. Examples of public art components may include murals, benches, sculptures, functional bike racks, story walks, etc. MPRD would also like to be able to consult with artists to develop creative components that would strengthen the identities of future parks. MAC requests eligible artists and organizations to submit qualifications for the Park Identities Public Art Roster. The Park Identities Public Art Roster – a list of pre-qualified, professional artists and organizations – will be a tool used by MPRD and local commissions to select artists to collaborate with. Successful applicants may remain on the Park Identities Public Art Roster for three years. Artists and organizations selected form the roster will be asked to enter into Professional Service Agreements with the City setting forth specific conditions, compensation, and scope of work. Selection to the roster is not a guarantee of work. ELIGIBILITY: This project is open to applicants regardless of race, gender, sexual orientation, religion, nationality, or disability. Organizations or teams of artists, designers, and/or engineers are welcome to apply. Treasure Valley artists and organizations are encouraged to apply. Incomplete or late submissions will be deemed ineligible and will not be considered. Successful applicants and invitees may reapply at the end of their term to be considered for future art rosters. APPLICATION REQUIREMENTS: Artists or organizations wishing to be considered for the Park Identities Public Art Roster must provide the following materials and information to MAC in order to be considered for selection.  250 - 500 word informational page about the artist or organization;  Up to fifteen (15) images of representational work and information about each piece (title, date, medium, budget, commissioning agency, short statement about the project, project timeline, etc.);  References, including at least three professional references and pertinent contact information; and  Professional resume, not to exceed two pages. Proposal materials must be received in PDF format via email. Applications shall be 20 pages maximum, in 12 point standard font, and must be no larger than 2MB total. Limited assistance producing digital images may be available upon request. Materials submitted will become public records and not be returned.
