B rief Discussion: How D o We S ee the M eridian Arts C ommission Commissioners shared their individual opinions on how they see the Arts Commission and the commission’s role in the City. C. M eridian Arts C ommission Video Commissioners discussed their desire/interest in creating a short , 2-3 minute, video. They debated the best use and con tent of the proposed video; whether it is more general referencing all of the ways that our lives are filled with art or if it should be more focused on Meridian specifically. The commission will discuss and further develop the concept of the video and have this back as an action item once it has Meridian City Council Meeting Agenda December 13, 2018 – Page 5 of 49 been worked through and developed more thoroughly. D. Idaho Commission on the Ar ts G r ants Jennifer asked the other commissioners about their interest in pursuing grants. Consensus was that grants should only be pursued if we had an existing project or program in mind that it could be applied towards. Commissioners were encouraged to research grants that could be applicable to MAC projects, whatever projects are considered MAC will have to consider staff time as well. Smaller grants would require less staff time and reporting. We can also pass along grant opportunities to our artist network. The Strategic Plan Committee could also invite representatives from the Idaho Commission on the Arts to get a better understanding of the grants that they offer. E. S trategic P lan Committee Repor t (see committee agenda for mor e infor mation) 1. Update from L ast Meeting(s) The committee has been going over each specific section of the strategic plan. Many of the items listed earlier in this agenda were initiated in this committee. The committee wanted MAC’s input on how they view the commission in order to help better assess what needs to be included in the next strategic plan. 2. A rtist L ists D iscussion f rom Current S trategic P lan (Visual Artists, P erf orming A rtists, A rts Classes, Etc.) Jennifer had reached out to the Idaho Commission on the Arts for their input on having an artist registry or artist directory. The commission discussed the work that would go in to creating and maintaining a registry and the value of having such a list and determined that they didn ’t want to push the issue either themselves or through the ICA, but if a tool does eventually become available, then MAC could utilize that list. MAC could, alternatively, work on educating artists on how to improve their online presence. F. P ublic Art C ommittee Report (see committee agenda for more infor mation) Hillary updated the commission that all three artists on the Park Identity Public Art Roster have all written letters of interest to submit proposals for both parks, so we will be expecting 6 proposals to review on January 9th at 3:00 PM. G. E vents and Outreach Committee Report (see committee agenda for more infor mation) Bonnie reported that this committee has been focusing on Art Week. The committee had met and assessed the highli ghts and challenges with 2018 Art Week and started making outlined plans for next year ’s event. This committee will meet monthly after the regularly scheduled MAC meeting. 5. O ld B usiness Meridian City Council Meeting Agenda December 13, 2018 – Page 6 of 49 FY19 Budget and Project Code Consideration Hillary had met with staff in Finance to help propose project code categories. Initial Point Gallery Bonnie reported on the current exhibit and informed the commission that she and Hillary have gone through the applicants for 2019 exhibitions and shared some details behind the scheduling. She is interested in bringing in some consistent reoccurring shows and themed shows, like a regular West Ada show or `Art for Recovery' for cancer survivors. If commissioners know of an artist, please send Bonnie their name%ontact info. Bonnie mentioned too that MAC may want to consider having an open call and inviting artists to get them booked on more of a rolling basis. B. Admin Report Report Attached. C. Strategic Plan Review – Reviewing Comments from Commissioners Leslie and Jennifer started reviewing the comments one-by-one.  There is an opportunity to add another Strategy to item I.A. which would add interagency public partnerships (ACHD, ITC, etc.).  There is a need to have either a joint meeting or at least to invite MDC’s administrator to a public art committee meeting and possibly also to a strategic plan committee meeting.  Hillary will reach out to Brenda to learn more about how developers are found or stakeholders are gathered, possibly to address the lot at the northwest corner of the Meridian interchange.  Item I.B.1 & 2 can be combined and modified to cover our MAPS Ordinance. Item I.B.2 would essentially the same, to educate elected leaders and the public about the benefits of the Meridian Art in Public Spaces Program, but the action items will need to be addressed. 3. Concerts on Broadway Hillary reviewed input from the survey. The survey only had 33 respondents.  Demographic aim (18 -50) was younger than our typical attendance at COB (average age around 40-70).  People largely only selected Thursday – Saturday for events to be held.  Most people selected a 6:00 PM or 7:00 PM start time.  Most people selected a weekly frequency (42%), with Monthly (like first Thursday) having 39%.  Most people selected between $1000-4000 to pay musicians.  Additional comments included: o I would stay downtown one night a month after work if the band was good, there was shade and I could buy a refreshing adult beverage. I would not drive back to downtown on a weeknight so the Alive After Five or First Thursday format of beginning the event at 5 pm is best for me. My weekends are pretty full. The objective of the project is to create a theming element, or elements, that strengthen the park name and give the park a true identity and sense of place. This Request for Proposals (RFP) is being released at the same time as another park identity RFP for Renaissance Park. Artists may prepare proposals for one or both parks. Panelists are interested in seeing proposals that can be functional pieces in the park and/or that are highly visible to both park users and passersby. SITE DESCRIPTION: Champion Park is a neighborhood park in northwest Meridian at 3430 N. Troxell Way. Roads in the adjacent neighborhood are named after local coaches. The overall theme should be sports-oriented. A pre-proposal conference will allow proposers to ask Parks staff specific questions and elaborate on context provided. Notes from the pre-proposal conference will be sent to those who intend to propose, in case they cannot attend the conference. ELIGIBILITY: This project is open to artists on the Park Identities Public Art Roster. BUDGET: A budgeted amount of $40,000 total is available for the completed project; this includes the selected artist’s commission, all costs including engineering, materials, fabrication, permitting, contingencies and installation of the artwork. A stipend of $500 will be paid to artists to develop and submit proposals, including all materials, time, and all other expenses to produce maquettes. PROCESS: The evaluation and selection process will generally occur as follows; dates are subject to change as may be necessary due to scheduling issues or other circumstances. Any information submitted is subject to release to the public as required by Idaho Public Records Law. 1. Call to Artists (RFP) issued October 17, 2018. 2. Pre-proposal conference. Thursday, November 1 @ 3:00 PM on site, by the Champion Park shelter at 3430 N. Troxell Way. 3. Notice of Intent to Propose due Monday, November 5 @ 12:00 PM. Submit a letter of intent, signed agreement to produce a proposal and presentation, and current W-9 (unless if you’ve already been set up in our payment system). Stipends for proposals will be submitted after presentations are delivered. 4. Proposals accepted. To be considered for this project, the following materials must be submitted to MAC, by 12:00 PM, on Monday, January 7, 2019, at 33 E. Broadway Avenue Suite 104, Meridian, ID 83642 or by e-mail to mac@meridiancity.org: a. Presentations. On Wednesday, January 9, 2019, participating artists will present their proposals and maquettes in front of the selection committee at a public meeting. Each artist will have about 10 minutes to present, followed by brief Q & A. Presentations will be for both this RFP for Champion park and for the RFP for Renaissance Park. This presentation is scheduled to take place at 3:00 PM at Meridian City Hall. (Please let us know if this date and time cannot work for you.) 6. Selection Criteria. Eligibility and finalist selection criteria will include: a. Adherence to the RFP; (10 points) b. Appropriateness of scale, design, material, durability, safety, and maintenance for project site; (20 points) c. Project proposal – demonstrated understanding of project objectives, ability to create artwork that addresses the context of its placement; and ability to meet or exceed the objectives; (30 points) d. Past work experience and references on a similar type project and the demonstrated competence in the performance of the type of work to be provided (the nature, quality, and relevance of similar completed work, including subcontractors, may include feedback from professional references; and (20 points) e. Consistency with City policy and community values; (20 points) 7. Evaluation of proposals; artist selected. The selection committee may recommend selection of one proposed project, recommend that the RFP be reopened, or reject all proposals. Evaluation criteria will include the criteria set forth above, as well as any public input submitted during the evaluation of the proposals. Meridian City Council Meeting Agenda November 8, 2018 – Page 20 of 34 Request for Proposals – Renaissance Park Identity Public Art Project Page 1 of 2 Call to Artists – Request for Proposals: Park Identity at Renaissance Park PROJECT DESCRIPTION: The Meridian Arts Commission (MAC) and Meridian Parks & Recreation Commission (MPRC) invite artists on the Park Identities Public Art Roster to prepare proposals for public art projects that create and/or enhance the overall park identity at Renaissance Park. The objective of the project is to create a theming element, or elements, that strengthen the park name and give the park a true identity and sense of place. This Request for Proposals (RFP) is being released at the same time as another park identity RFP for Champion Park. Artists may prepare proposals for one or both parks. Panelists are interested in seeing proposals that can be functional pieces in the park and/or that are highly visible to both park users and passersby. SITE DESCRIPTION: Renaissance Park is a neighborhood park in south Meridian at 4155 S. Genoard Avenue. The overall theme should be oriented toward the Renaissance era in some way. A pre-proposal conference will allow proposers to ask Parks staff specific questions and elaborate on context provided. Notes from the pre-proposal conference will be sent to those who intend to propose, in case they cannot attend the conference. ELIGIBILITY: This project is open to artists on the Park Identities Public Art Roster. BUDGET: A budgeted amount of $40,000 total is available for the completed project; this includes the selected artist’s commission, all costs including engineering, materials, fabrication, permitting, contingencies and installation of the artwork. A stipend of $500 will be paid to artists to develop and submit proposals, including all materials, time, and all other expenses to produce maquettes.
