RE: Intermountain Pet Hospital Parking Improvements - 800 W. Overland Rd.- CZC Application Narrative
Dear Mr. Parsons,
Please find the enclosed application requesting approval for the Intermountain Pet Hospital Parking Improvements
project. The project includes reconfiguration of the Intermountain Pet Hospital (IPH), and Alturas property site
access to W. Overland Rd. to relieve congestion and improve safety conditions, the addition of (3) parking stalls to
the IPH site, and the decrease of (7) parking stalls on the Alturas site. The IPH site is 1.09 acres and is located at
800 W. Overland Rd. in Meridian, Idaho. Site improvements will be constructed as shown on the attached CZC site
and landscape plans and will include modifications to the existing asphalt pavement parking lot, curb & gutter,
internal landscaping, and drainage improvements. No new site lighting is proposed with this application.
Alternate Compliance is being requested for this application as previously reviewed with the City of Meridian Staff.
The basis of the request is that the proposed project is being constructed in cooperation with the property owner
to the west (Alturas) to improve the safety and traffic flow of the existing site access to W. Overland Rd., and the
service drive intersection shared by the two properties. This will be accomplished by reconfiguring the onsite
curbing, planters, and the addition of a direction of traffic flow pattern to route traffic away from the congested
intersection. Because of site spatial limitations, the project will include a cross access arrangement to route IPH
traffic through the Alturas site to relive congestion at the approach to W. Overland Rd. To accomplish the proposed
modifications, the following alternate compliance items are requested with the application:
1. Decrease parking stall length requirement for the 60 -degree stalls located along the west face of the IPH
building; and the parallel stalls located along the west side of the north -south service drive located along
the west side of the building as shown on the CZC site plan.
2. Construct 6 -foot deep sidewalk fronting the 60 -degree parking stalls along the west face of the building.
No parking blocks are proposed. A 4 -foot walk is provided with the 2 -foot bumper overhang, which
complies with ADA requirements for accessible routes per ADA Guidelines, Chapter 4, Sections 403.5.1 &
403.5.2.
3. Elimination of the City landscape island requirement every (10) parking stalls.
4. No mitigation for existing tree removal.
5. Planter width construction as shown on the attached CZC Site Plan.
The current Comprehensive Land Use designation for the property is "Commercial" and the property currently has
a C -G zoning designation, which principally permits the proposed use.
