2018 09-26MEETING MINUTES Wednesday, September 26, 2018 4:00 P.M. — 5:00 P.M. Meridian City Hall, Council Chambers 1. Call to Order 4:03 pm 2. Roll -call Attendance: A. Approval of the Agenda: Commissioner Pogue made a motion to approve the agenda as presented Motion was seconded by Commissioner Walters. All ayes, motion carried 4. Approval of Minutes: August 22, 2018 Commissioner Nelson made a motion to approve the agenda as presented Motion was seconded by Commissioner Pogue. All ayes, motion carried 5. Action Items: A. Old Business 1. Community Recycling Fund (a). Hefty Energy Bag Program — Update (David Miles, PW) Distribution of bags has begun, packets that have not been picked up by the end of the week will be offered to those on the waiting list. 2 weeks after, any kits not claimed will be offered to the general public. Albertson's does now have them available for sale. Social Media has been utilized to provide education on the program through Facebook live, responding to questions, etc. Republic Services held an informational meeting at Meridian Library regarding recycling. Dave Miles would like to hold off the official closeout report to November SWAC meeting. Republic Services reports that there will be a $1.00 off coupon available in the Meridian Press and the Idaho Press tribune for the orange bags. Konrad provided information on behalf of Parks Department. Discovery Park still under construction, therefore the catalpa bench as well as the litter receptacles have not been installed. Motion by Commissioner Glenn to carry forward the two projects (catalpa bench and litter receptacles) into FYI 9. Motion was seconded by Commissioner Walters. All ayes, motion carried Meridian Library representative provided information, pictures, etc. Outlining the project itself and announcing the ribbon cutting and official opening scheduled on October 1, 2018. This mini library has already gained some notoriety by other communities. Official hours have not yet been identified, but are in process of being developed. Chairperson Update: City Council meeting on 9/25/18; Public Hearing was opened and closed without comment. The rate schedule as proposed for FY 19 with the CPI, recycling processing and contract amendment were approved with a 6/0 vote. Instructions to Commissioners regarding a standalone survey. This topic will be on the October SWAC agenda, please come with questions that you want asked/answered. David Miles, PW, will coordinate the efforts of the survey. There will also be discussion regarding staffing levels, rules and responsibilities of SWAC for solid waste as a whole. Republic Services offered to provide the 2011 survey completed in Nampa B. New Business 1. Ada County Landfill Tipping Fee Discussion - David Miles, PW Several agencies have responded to the letter from Ada County in regards to a proposal to move to weight based rates with the goal of October 2018. Requests were made that this timeline be slowed down in order to provide time to review and respond. The next meeting is slated for September 28, 2018. To date, there has not been a formal response to City of Meridian's letter. County representatives were invited to attend today's SWAG meeting, as of last week there was no intention of attending. Public works' look at the initial data at a higher level shows that just moving from 20 to 33; the cost for biosolids would essentially double. 2. Republic Services' FY18 Second Quarter Reports — Konrad McDannel, Republic Services Konrad provided FYI 8 3rd quarter data with handouts. 6.
