Sonya, thank you for getting back to us.
The other support letters were submitted to the clerks office.
We will try to call out the open space more clearly.
We are asking for council to overturn P&Z’s recommendation on moving the open space. That is why we have not
moved it.

below for each item noted:
• #1 Lot Transition Size – you reference support letters, I only see one from Catherman, are
there others?
• #2 Finch Lateral – I deleted condition #1.1.5 that requires the South Slough to remain open
and not be piped per the letter from NMID
• #3 Condition #1.1.6 (11% open space) - please amend your qualified open space exhibit
previously submitted so it’s clear what areas are counted in the revised calc’s (note: only the
parkway area between the curb and sidewalk can be counted)
• #4 Relocation of Interior Open Space – the Commission directed you to relocate the
common area – be advised that the Council may continue the project in order for you to do
as directed
• #5 DA provision #A.6.5e (it’s actually #A.5.1e) – This is a requested change you’ll have to
make to Council

Please find our response to the staff and the Planning and Zoning Commission
recommendations attached. I have also attached an updated preliminary plat and landscape plan
drawings as well as an updated rendering.
Greg Curtis from the Nampa Meridian Irrigation District also provided us a letter that will hopefully
clear up some of the confusion regarding the Finch Lateral and why the South Slew was renamed
and the fencing requirements.
I have also included a letter of support from Chuck and Christine Catherman.
I will deliver full size hard copies of the plans today.

Re: Verado West Subdivision
Response to Planning and Zoning Recommendations
Dear Sonya:
Please find our responses to the issues that were brought up at our recent Planning and
Zoning Hearing regarding this project and updated plans and exhibits attached. We believe that
the following five items from the staff report needed to be addressed prior to the City Council
Hearing on the 23rd of October.
1. Site Specific Condition Item 1.1.1. c. — Lot size transition
Response — In our testimony at the P&Z Hearing we agreed to only build single stony homes
along our south boundary. This resulted in the removal of 4 lots that. abutted Chamberland
Estates. Please refer to the updated preliminary plat and landscape drawings. We have also
included support letters from some of the neighbors who live in Chamberland Estates.
2. Site Specific Condition Item 1.1.5 — Finch Lateral
Response — Please refer to the attached letter from. the Nampa Meridian Irrigation District. After
researching this issue, we have found the following information.
• In the early 1990's the name of the "South Slew" was changed to the "Finch Lateral ". It
is our understanding that this was done in order to clear up the confusion about the
nature and use of the irrigation delivery lateral. Please refer to the attached letter from
NMID.
• In recent years otherportions of the Finch Lateral have been piped in Meridian, through
both residential and public developments. Both the Regency at River Valley and the
Cities own Kleiner Park Development piped extensive portions of this same Irrigation
Lateral.
• NMID will require the lateral to fenced if any part of it is left open (refer to NMID
Letter).
• A pedestrian crossing would be veq difficult if not impossible under NMID rules and
requirements.
If the lateral is left open it will it will effectively cut off a large area of land that will not be able
to be utilized as active open space. We feel that this would not be the best use for this land as it

will create an island of unusable space that will become a nuisance fon the existing owners to the
south and an eyesore for this community.
3. Site Specific Condition Item 1.1.6 — Require 11% Open Space
Response — We accept this I1 % open space requirement and have redrawn the sidewalks to be
detached on the endcaps of blocks 4,5 and 6 to allow for a parkway landscape strip. This will
allow for the open space to be counted as eligible. Our current eligible open space calculation
totals 1.94 acres or 11.2%. Please refer to the updated qualifying open space exhibit attached.
4. Staff Analysis IX.3. — Relocate Interior Open Space (page 8)
Response — We believe that the passive open space that we have provided at the east entry to the
Verado West Neighborhood is in the correct location. This location was specifically chosen to
create an attractive entry that would be pleasing to homeowners as they drive home. And we did
not want to place homes in this area that would have headlights shining directly into the front of
the homes f rom the most traveled roadway in the development. Moving this passive open space to
another part of the neighborhood would not provide these benefits. This area was not intended to
be an active park area, it is intended to be passive in nature to provide a pleasing and inviting
entry. We have also agreed to add a shade structure to this area.
5. Staff Analysis A.6.5.E - Construct All Arterial Landscape Buffer in First Phase (page 17)
Response — Please refer to the attached Preliminary Plat Drawing of the Verado West
Neighborhood. We are simply asking that the Arterial Street Landscaping Improvements be
delayed until the construction of the second phase. The street widening, curb, gutter and
sidewalks have already been constructed with the widening of Ustick Road and Locust Grove
Road Intersection a few years ago.
We Understand that the City would like to see all of the perimeter boundary) landscaped at one
time. However, a fain amount of earthwork will need to be accomplished in order to build the
landscape berms along these roadways. We typically utilize the soil that is removed from the
internal roadways to build the berms. If we do all of the landscaping in phase one, then we will
have to truck in extra soils and truck out soil in our second phase.
The current owner would also like to continue to graze cattle on the property).
