August 23, 2018 Regular Meeting Minutes [Action Item] Motion by J. Jones; second by D. Cronk to approve the minutes with one spelling change – all ayes – motion carried 4. Approval of the Monthly Financial Statement A. Financial Statement through August 31, 2018 [Action Item] Motion by J. Jones; second by D. Cronk to approve the monthly financial statement and two additional expenditures not shown in the report (Children’s Museum of Idaho Contribution and map framing) – all ayes – motion carried. 5. Historical Society and History Center Update by Lila Hill Lila Hill’s written report attached to the meeting packet. 6. New Business A. Welcome Kourtney McBride Kourtney introduced herself to the rest of the commission. She is a sophomore at Meridian High School , the MHS ambassador for MYAC, a member of FCCLA , and works on the school the n ewspaper. B. Commission Size Discussion H. Blackstone told the commission that over the last year she has been asked about the number of commissioners on HPC, she asked if the commission was happy with their size. B. Johnson was happy with the Meridian City Council Meeting Agenda November 29, 2018 – Page 4 of 27 Meridian City Council Meeting Agenda September 27, 2018 – Page 2 of 19 size and that the current group works well together. J. Jones agreed, but would be okay with another member so long as they are engaged and if they added value to the commission (different skills etc.). D. Cronk agreed with those two statements. C. Historic Preservation Month 2019 The commission started this discussion but would like to hold a mo re extensive conversation in December. Initial conversation included making the our celebration in to a 2+ day event(s), one event could be devoted to the Zamzow’s Mill alone, we could also offer a focused event with Drew Egger’s (possibly not during preservation month, but at another time during the year), and the theme for next year (according to the SHPO is Triumph and Tragedy in History (available on their website). 7. Old Business A. Logo Discussion [Action Item] Tabled to October. B. Digital Scans of Historical Items B. Johnston will follow up, hasn’t met to select items. C. Priority Properties for Contracted Photography Services [Action Item] 1. Status Update on Approved Properties Only two properties haven’t been contacted: Clapper and Egger’s. We have phone numbers for both of those people. Commission talked about the potential to have Brandon Hull approach this as his next HPC project, creating a project that spans the seasons as the farm is used and the mint is processed. One of the contacted properties asked if a volunteer could be there as well. J. Jones offered to go to the property that they wanted a commissioner at. 2. Donated Photographs Discussion Another two property owners asked if we could accept donated photographs. The Commission discussed that the photos could be donated to the Historical Society instead of the HPC. HPC doesn ’t have a collections policy or defined use of donated photographs. Lila said that the Historical Society could take on additional photos. 3. Property Photo Collection and Use Discussion The commission discussed ways to use the photos: social media, barn calendar, art exhibits, etc. Will the arts commission let HPC partner with them again for Art Week next year (2019)? D. Hull Film Quote [Action Item] 1. Review Quote Quote shared in meeting packet, $2,500 for two sites. Motion by J. Jones; second by D. Cronk to approve the projects and expenses related to Hull Meridian City Council Meeting Agenda November 29, 2018 – Page 5 of 27 Film's quote - all ayes - motion carried. 2. Potential Project Outline H. Blackstone can ask Brandon Hull for a quote for the Egger's project. 8. Reports A. Current Applications [Action Item] None. B. Children's Museum of Idaho J. Jones provided a verbal report for an update on where the museum stands prior to opening. She detailed some exhibits and artifacts. She also added that some ADA upgrades are being added. A ribbon cutting is scheduled for December 1. 9. Next Meeting -Thursday, October 25, 2018 at4:30 PM J. Jones noted that Trunk or Treat is October 25. H. Hull, HULLFILM Date: 09/25/18 Re: Meridian Historical Virtual Tour OVERVIEW: To create an interactive virtual tour consisting of Panoramic 360’s and Large-Format Stills highlighting the history of the city of Meridian. The Virtual Tour will use HULLFILM’s proprietary virtual tour platform, featuring compatibility with computers, tablets, and mobile phones. The tour will also be augmented with historical photos, and other content such as videos. ABOUT THE TOUR: An evaluation of the spaces requested by the Meridian HPC led to the following suggested offering: LOCATION 1: Main & Broadway Intersection 1 x Panoramic 360 + up to 5 augmented POI’s 4 x Large-Format Stills - Photo 1 facing North - Photo 2 facing East - Photo 3 facing South - Photo 4 facing West LOCATION 2: Pine Street School 1 x Panoramic 360 - Exterior of School (near Main St.?) + up to 5 augmented POI’s 1 x Panoramic 360 - Interior of School (Main Hallway?) + up to 10 augmented POI’s 2 x Large-Format Stills - Exterior of School 4 x Large-Format Stills - Interior of School COST AND TIMELINES: The suggested offering above featuring 3 Panoramic 360’s and 10 Large-Format Stills, along with the full delivery of the virtual tour, would cost $2,500. Once production has commenced, the project will take approximately 30 days to deliver the final working tour. HULLFILM agrees to host the tour. Having the foresight to capture and preserve the City as it is at this time using cutting-edge technology that can be accessed by the vast majority of citizens, will encourage preservation. The initial images produced for the tour are history as soon as the photo is taken, and with the assistance of the virtual tour tool, over time it will be possible to shoot the same locations again and see the changes at each.
