Old Business 1. Community Recycling Fund (a). HHW Program - Refund (KG) HHW program charges have been evaluated this year as part of the rate review process and it was determined that there was an overage collected of $26,033.47 from October 2015 to May 2018. This overage was refunded to the City from Republic Services and had been deposited into the MCRF. This also resulted in a proposed rate reduction to the HHW monthly rate from .24 per household to .20 per household for FYI 9. (b). Recycle a Bicycle - Purchase of SWAC Banner(s) — Update (KG) Cheryl Caldwell was able to complete the process with the banner order. Banners have been printed, invoiced and delivered. Total cost was 137.02. The Recycle a Bicycle project can now be considered complete for the year and came in well under budget. Solid Waste Advisory Commission Meeting — August 22, 2018. HeftyEnergy Bag Program — Update (David Miles, PW) We have 1100 hits to the site already. Bags are on site. Registration for the program will be open 8/27 until 9/10 with distribution beginning on 9/11 B. New Business 1. Republic Services' Annual CPI -Rate Adjustment Report — Continued Discussion Republic Services brought updated spreadsheets for presentation, review, discussion and SWAC's recommendation. =Recycling Recovery of 83 cents per household increase (includes the 6% franchise/admin fee built in) = Household Hazardous waste down to 20 cents =CPI index is good 2. Department Report re: Recycling Processing Fee Request - (David Miles, PW) Staff calculates that recycling costs are currently around 3.29 even though it is currently not spelled out in the fee schedule and that the processing fee should be more in the 63 cents range. While this request is considered outside of contract, Public Works has conceded that some type of relief is appropriate at this time. Don Tibbets reports that the 63 cents is loss experienced to date and the 15 cents additional is for anticipated loss. General discussion held in regards to items I and 2 as a whole discussion: Don Tibbets states that if the processing fee of at least 78 cents per household is not approved, there is now way he can guarantee that the recycling will not be landfilled. Is this a contract violation with City and or Western? No response All other rates on the fee schedule have the 6% built in correct? Yes Suggestion for multi -agency meeting to include Western Transparency on spreadsheet Concern over the purpose of the present discussion. Republic has done what the commission has asked to date. They are needed a recommendation of some sort to move forward. In regards to the CPI A motion was made by Commissioner Walters to recommend that Republic Services move forward (with SWAC's approval) with their annual rate adjustment request for the CPI adjustment with modifications to Rodney Remling' s supporting document as well as an updated rate sheet to break out recycling into its own column. Motion was seconded by Commissioner Madrigal. All ayes, motion carried In regards to the Recycling Processing A motion was made by Commissioner Nelson to recommend that Republic Services move forward (with SWAC's approval) with their request for the recycling process fee of 78 cents per household and 71 cents per yard with the exclusion from the 6% and CPI, a contract amendment prior the rate becoming affective on 10/ 1/ 18 and a guarantee that the recycling from Meridian will not be landfilled. This year's change in CPI (at 90%) is 3.28%. The CPI adjustment is $0.40 per household per month plus tax. The commercial impact varies and is based on container size and frequency of collection. Reflected in this request is a `eduction of $0.04 in the Household Hazardous Waste component of the residential rate to $0.20 per household per month. Household Hazardous Waste Residential 2018 rates include an amount for household hazardous waste (HHW) of $0.24 per household per month. A reconciliation of actual HHW costs and the amount collected from residents was performed and a check delivered to Meridian City on August 14, for 26,033.47. The reduced rate of $0.20 per household per month will approximate more accurately the run rate of HHW costs. Recycling Service Charge Our contract allows for an increase to rates for increases in uncontrollable costs. The cost of recycling is variable and increasing. Republic Services has been in discussion with City Staff since September 2017 regarding these uncontrollable costs. For the period of July 2017 through June 2017, Republic Services has sustained unreimbursed recycling cost of $324,249.69 for Meridian City's recycling program. On October 1, recycling processing costs will increase by approximately $73,300 per year. These costs have been reviewed with City Staff. Republic Services therefore requests an additional $0.83 per household per month for residential and $0.76 per commercial yard. This includes an amount for the Meridian City franchise fee. The City bills Republic Services a franchise fee based on the total amount billed to customers. The total proposed increase for residential customers is $1.24. Jew Rate 'No new rates. } 22AUG18 SWAC AGENDA ITEM: 5.6.2 Options Worksheet 1._ Since March 2018, Republic Services has sought a new $1.24/hh/month residential recycling processing fee for keeping "the status quo" until recently when Republic Services countered the City's calculations (#2 below) with increases of $0.83/hh/mo nth residential and $0.76/month per commercial recycling yard. 2._ Staff recommends out -of -contract new $0.63/hh/month residential and $0.56/month per commercial yard recycling processing fees, not to include a CP adjustment or 6% franchise fee, with a contract amendment, and a one-year sunset clause. 3.*_ No recommended recycling processing fee. 4.*_ Convert to a subscription -based recycling program managed and operated solely by RS. *With regard to #3 and #4: staff may mention that these other options exist without further elaboration. MOTION BY SWAC: including that: For better transparency and to assist the ratepayers understand what they are paying for their trash service apart and separate from the cost of recycling services, SWAC further recommends to City Council that: a. — Beginning FY19, that the cost of recycling collection service (and related CPI adjustment) no longer be embedded in the cost of the trash collection service, but be identified separately in whatever format the City deems appropriate. b. _ Beginning FY19, in the event the City Council approves out -of -contract new recycling processing fees that they too would be identified separate and apart from the cost of trash and recycling collection services. C. _ Beginning FY19, in the event that the City Council approves out -of -contract new recycling processing fees, that they would not become effective until the corresponding contract amendment between the City and Republic Services is approved, with the goal being to make all adjustments to the FY19 trash and recycling rates effective October 1, 2018. Presenter: Steve Cory, SWAC Chair Estimated Time for Presentation: 30 Title of Item - Recommend Approval of Request for a Plastics Processing Fee to be Added to the Residential and Commercial Sections of the Solid Waste Rate Table Update of Solid Waste Advisory Committee discussion regarding rates for FY2019 In discussing further with Reta and Brad, there are several concerns with the "caveat" for the processing rate that states the 6% Franchise/aka Admin fee NOT be charged against this rate. At a minimum of 36 new rates needed for the rate schedule Any roll off customer, "per haul" customer is charged through a single charge import process. This single charge does not break out or have the capability to break out various implements of the charge. So there would be no 1 way for the City to validate information reported from Republic Services as to what made up the 6% and what didn't in these cases. It will have to be called out on the customer account as a separate charge, in order to account for it separately Increased call volume questioning the large increase on top of the CPI adjustment Currently the trash rate that the customer pays, covers that cost of 1 trash cart and 1 recycle cart (even if they choose not to participate in recycling) This additional processing fee; should a customer that doesn't participate in recycling see an increase in their trash service charges? Is it time to fully separate trash services from recycling services? Do we mandate both services or allow recycling to be subscription based? Republic Services has stated that if we move recycling to subscription based, the service cost will increase dramatically MUGS doesn't currently track recycling carts since recycling is part of the trash service being paid for. In order to implement a new rate that does not track with the standard 6% there will need to be some program changes to our billing system at an unknown cost. Truepoint staff will be needed for programming in order to get the new rates attached to the applicable accounts across the board Today's recommendation, if the new recycling processing rate is approved, build in the 6% onto this charge and allow it to be listed as an element to what makes up the charges to the customers utility bill without creating new line items. Discussions for future fee schedules are underway to have an even more columnar appearance in order to clearly reflect 'what do the charges on my bill actually cover?" We would like to have this item removed from the agenda or adjust the language to allow for discussions on how the City will facilitate the additional plastics fees. ■ It is our understanding that the language states that the new plastics fees will not be subject to the 6% administration fee that the City collects. Unfortunately we do not have a mechanism in place that would accommodate such a request. The Utility Billing system would require some programming to accommodate such a request along with creating about 36 new fee codes. • This request would also create a possible issue on the bills that we send out to our customers. o Right now the customer pays one fee for trash. We as a City put everything under one amount and we do not break out $$$$ by function provided by Republic. o This new fee would be required to have its own line on the bill so that we can account for it during our administration fee calculation. ■ We feel that if we highlight a plastics fee on the bill along with the trash fee, some customers will not agree to pay for this service since they do not even recycle (or even has a bin). We have other concerns that we would be happy to discuss and would suggest that this part of the language be removed so that we can collect the 6% on all revenues collected by Republic. • This would also allow the City to continue to only charge 1 fee for all trash services and not create any confusion. M o Keith has modified the Task Order after talking to Brent Bjornson and the vendor and is waiting for final approval from the vendor. Brent Bjornson has stated that he has contacted the vendor and they are good with the changes. We are anticipating receiving an email verification of this.
