At build -out of project Phases 1-3, the facility will include a 73,000 sq. ft., two story building, 560 space parking lot, outdoor social and recreational spaces, and extensive site landscaping. Vehicular and pedestrian access to the site will be via (2) driveways and pathways from N. Tree Haven Way, a driveway and pathway from W. Tree Crest Drive, and a limited access, right in / right out driveway from Chinden Blvd. Phase 1 of RockHarbor Church, the subject of this Certificate of Zoning Compliance and Design Review Application, includes the first 58,320 square feet of the new church facility along with complete site development on about 13 of the church's 14 acre building parcel. Slightly less than one acre along the site's western boundary will remain undeveloped for possible future recreational open space and / or future additional parking. Phase 1 of the project may be further divided into the following sub -phases subject to final construction costs and the project's funding level at time of construction. Phase lA — 50,882 s.f. church building with temporary foyer. — All site ingress and egress driveways including service / fire lane. — Parking Areas B and C, 300 total spaces, with interior parking lot landscaping. — Perimeter and general site landscaping. Phase lB — Addition of 7,438 s.£ permanent foyer/ fellowship space and completion of entrance patio and entrance patio landscaping. Phase 1 C — Completion of Parking Area A, 260 additional spaces, with interior parking lot landscaping. Project Phases 2 and 3 will include further expansion of the church facility on the west and southwest sides of Phase 1. The proposed 560 off-street parking spaces far exceed the 146 required based on the gross floor area of building Phases 1-3. The building's main auditorium will have a seating capacity in excess of 1,450. Research indicates that (1) parking space for every 2.5 seats is an appropriate ratio for suburban churches. The proposed ratio of about 2.6 seats per parking space assures that parking off site should seldom if ever be required. To lessen the visual impact of this amount of parking, and to keep a maximum number of spaces convenient to the main building entrance, the parking lot is divided into three distinct areas separated by pedestrian pathways and landscaping. Several factors have prevented compliance with the City Code stipulation that requires not more than 50 percent of on-site parking be located between the building and public streets. The first and most notable factor is the fact that the site is bounded by public roadways on the south, east, and a portion of the north sides; approximately 50 percent of the site's perimeter. Third is the need for a prominent and highly visible main entrance to the building located as close to the center of parking as possible. And lastly, the design of the facility requires that at least one and possibly two sides of the building be straight and unadorned to allow for future expansion. These are facades that should not face public streets. RockHarbor Church has therefore requested, under separate application, alternative compliance approval of the proposed site plan and parking layout. Alternative compliance design measures that have been employed include the following: • Gentle, intermittent, and meandering sight -obscuring berming at all (3) landscape buffers abutting public roadways. • In excess of 60 feet of landscaping in lieu of the minimum required 20 feet of landscaping along N. Tree Farm Way. • Only (7) in lieu of the allowed (12) parking spaces between planting islands at 28 rows of parking spaces in Parking Areas B and C along Chinden Blvd. • Parking divided between the east and south sides of the site, rather than consolidated in a single area. • Almost an acre of landscaped social and recreational open space, playground, and patio area on the site, not including a total of approximately two acres of fiontage landscape buffer. The building will feature contemporary architecture reflecting a mix of building forms, materials, staggered wall planes, and varying parapet heights. A blend of stucco and architectural metal siding and wall panels in complementary colors will be accented by wood, stone, and glass on the building's exterior. The maximum building parapet height will be 42 feet, about 20 percent higher than the 35 feet allowed in the C -N zone. This height increase is permitted per the code provision that allows increased building height if a minimum of ten percent of the building's floor area is provided in outdoor open space or amenity. The 25,000 sq. ft. of recreational open space (play field and playground) and 16,000 sq. ft. of social space (patios) far exceeds the 7,300 square feet required based on Phases 1-3 gross floor area. In addition, the building features a 45 foot high inclined signature wall design element, exempt from the specified height limit, on which there will be RocicHarbor Church identification. In addition to this building mounted signage and logo, approval of (1) flee -standing monument type sign will be requested under separate application. Site landscaping will feature a variety of deciduous and evergreen trees and shrubs along with large expanses of lawn. Landscape irrigation will be provided via the adjacent homeowner's association pressurized irrigation system. The required 35 foot wide landscape buffer is provided along Chinden Blvd., (straddling the future 100' ROW line), a 20 foot wide landscape buffer is provided along N. Tree Haven Way, and landscape buffers exceeding code minimums are provided along both N. Tree Farm Way and abutting the residential parcel to the north. In addition to the required landscape treatments and tree counts in these buffers, variable height berming will be employed in both the Chinden Blvd. and subdivision road landscape buffers. Site lighting will feature 16 to 25 foot high poles with cut-off type energy saving LED luminaires. Contact the Planning Division at 208.884.5533 or www.meridiancity.org LKV A R C H I T E C T S LEATHAM KROHN VAN OCKER RockHarbor Church, Phase 1 Design Review Narrative The proposed RocicHarbor Church facility is a contemporary, two story structure that intentionally and by design does not look like a traditional church. Phase 1 of the facility, the subject of this Design Review Application, is described below. Cohesive Design Although a variety of massing elements, materials, and colors are employed on the building's exterior to both break up the structure's mass and size and add visual interest, each of the individual facades harmonize to create a unified and cohesive architectural composition. With the exception of stone, all building wall materials and colors that are employed on the primary street elevations are utilized on the facades facing interior property lines as well. Even on the west fagade and at the southwest corner of the building, where building Phases 2 and 3 will be added in the future, each of the building's primary form - giving elements, materials, and colors are utilized. In addition, even if a smaller, temporary entrance foyer is required initially, an inclined, wood -clad signature wall, similar in appearance to the building's permanent signature wall, is incorporated to identify the church's temporary entrance. Building Scale A church designed to accommodate nearly 1,500 people in a single service, not counting children and youth in their own classrooms and spaces, is by necessity a very large and tall structure. Parapet walls around the main auditorium space are 42 feet in height, mechanical equipment screening parapets above the children's classroom wing range from 36 to 39 feet, and the building's inclined, wood -clad signature wall is 45 feet tall at its highest point. To visually reduce the scale of the building, modulations in wall heights, wall offsets, and varying material and color selections are incorporated on all facades, with the greatest modulations on those walls facing public streets. Human scale is further incorporated through the more intimate scale of material dimensions and patterns; through protruding and recessed decorative banding; through smaller door and window element proportions, and through the use of stone wainscoting and pilasters near the building entrance. Building Form The building is composed primarily of rectangular forms and rectangular massing elements. The structure's larger massing elements correlate with the building's primary functional components; auditorium, foyer / fellowship space, and classrooms. Contrasting with these rectangular forms is the building's inclined signature wall, a 5 foot wide, 45 foot tall wood -clad element that slices through and projects beyond the exterior wall of the Foyer / Fellowship space. The signature wall adds drama to the overall building form, points one toward the main building entrance and auditorium, while at the same time taking the place of a traditional church steeple or bell tower in directing the viewer's gaze heavenward. Because the church desires a black box type auditorium, minimal windows on the building are required. At the main building entrance and Foyer / Fellowship area, however, where informal socializing is desired and encouraged, extensive eye -level glazing, glass entrance doors, and upper level translucent wall panels create a dynamic, light filled space where the lines between interior foyer and exterior entrance patio are blurred. While translucent wall panels contribute soft, filtered light to this gathering space, aluminum sunshades reduce direct sunlight and in turn reduce building cooling loads in the children's classrooms. The expansive projecting entrance canopy, cantilevering 14 feet from the Foyer's glass curtainwall and glazed entrance doors, is clad on the underside with wood and is accentuated with stone pilasters and wainscoting below. Materials Primary exterior materials are stucco, two types of pre -finished metal siding, fiber cement wood grained / wood colored lap siding, clear anodized aluminum entrance doors / door and window frames / and sunshades, manufactured stone, and translucent Kalwall wall panels. Exterior stucco is a very light, off- white / light gray color, stone is a warm gray / taupe color, lap siding is a reddish brown color, and aluminum doors, windows, and sunshades are the aluminum's natural silver color. The building's insulated metal wall panels have subtle vertical grooves and are light gray / parchment in color. The deep rib architectural metal siding, by contrast, has approximately 1 1/2 inch deep horizontal flutes and is light metallic bronze in color. The pallet of these exterior materials and the gray / bronze color scheme, accentuated with warm, reddish brown lap siding, will complement the materials and colors prevalent in nearby residential developments. Signs / Lighting The church name, in the form of individual dimensional letters (likely backlit to appear in silhouette at night) will be located on both faces of the signature wall. The church logo will be positioned in similar fashion above the translucent wall panels on the south elevation. A monument sign is also envisioned between Parking Area C and Chinden Boulevard. All signage will be submitted for City review and permitting separately from this application. Site lighting will be provided at driveways, parking areas, and outdoor pedestrian environments in the form of pole mounted, energy saving, cut-off type LED fixtures. Parking lot fixtures will be mounted at approximately 25 feet in height while pedestrian area and some driveway lighting will be mounted at about 16 feet. Matching wall mounted LED fixtures on the building will provide decorative supplemental lighting at the building's perimeter, and a small quantity of bollard fixtures will guide the way to the main building entrance through the entrance patio area. Pedestrian Walkways and Facilities Pedestrian walkways are provided along Chinden Boulevard, through the site, and from the periphery of the site to the main building entrance. A meandering 10 foot wide concrete pathway is provided within the 35 foot highway landscape buffer with a concrete sidewalk / decorative concrete crosswalk connection to the building's main entrance patio. Concrete sidewalks are also provided to the entrance patio space from Tree Haven Way along both of the church's main entrance driveways. Another pedestrian walk- way is provided from N. Tree Crest Drive to the recreational open space on the west side of the facility. Lastly, pedestrian safety to the building from Parking Areas B and C is enhanced through the use of decorative paving crosswalks across the site's main east / west driveway.
