Action: letter from legal to Republic Services to provide additional information on cost.

A. Residential Recycling Program -
(1) DOW Chemical Energy Bag Program ("Orange Bag Program") —Update (AP/SC)
If allowed to participate we should proceed to purchase 1500 kits through the
recycling fund not to exceed $12,000 with intending to find other funding sources.

Commission is definitely interested in holding this event in 2018. Brett invited the previous
subcommittee to volunteer again. Subcommittee possible; Genesis Milam, Scott Walters, Steve
Cory, Andrea Pogue, Victoria Madrigal, Luke Cavnar, Jason Korn, and a Republic Services
Rep. Brett will schedule the first meeting soon.
(6) Recycle a Bicycle Program -Selection of working committee (Cheryl Caldwell)
Commission is interested in participating in the spring event put on by Parks Department.
Andrea will contact Parks for dates. Subcommittee possible; Scott Walters, Mark Nelson, Megan
Larsen, Rachele Klein, Meridian Cycle
7. New Business
A. Chair Update — Ada County SWAC meeting of 01/17/18 and SWAC Annual Report
Presentation to City Council on 01/23/18
Tabled to February Regular Meeting
B. Commission Business:
(1) Selection of Officers
Commissioner Nelson nominated Steve Cory for Chair.
Motion was seconded by Commissioner Pogue. Steve Cory accepted nomination.
All ayes, motion carried
Commissioner Pogue nominated Scott Walters for Vice Chair.
Motion was seconded by Commissioner Nelson, Scott Walters accepted nomination.
All ayes, motion carried
(2) Setting of 2018 Regular Meeting Schedule
Commissioner Powe made motion to retain the current monthly meeting schedule as set forth in
City Code. The 4` Wednesday of each month from 4:00-5:00p.m. Understanding that meetings
may be cancelled, rescheduled, and special meetings may be held with required notices.
Motion was seconded by Commissioner Walters. All ayes, motion carried

Orange bags are picked up bi-weekly with the regular recycling materials and stored "unopened"
until there is enough to ship to Renewlogy.
Typical supply is a pack of 26; which on a biweekly schedule is a 1 year supply. Typical sizes
are 8 gallon, 30 gallon and a 55 gallon bag on the horizon. Boise has requested and is waiting for
production of a 13 gallon bag. Which is part of the reason for their program rollout of April 2018,
Seattle held a pilot for 3 months. Will not be doing it again. (John's initial statement was that
freight costs were too high, but when questioned again, he stated that the program was a pilot
only and was not going to be a permanent program)
Price of the bags covers; delivery of bags to the city/agency, portion of MRF processing, audit
of program, freight costs to Renewlogy, broker costs, startup, tech support, communication
templates.
Price of the bags does not cover: delivery of bags to the customer, contamination disposal costs
Unable to view video that John wanted to share (technically difficulties with audio video system)
Questions asked:
Should Meridian want to participate can we tag along with Boise?
No, the earliest DOW would be ready to add Meridian would be fall of 2018
Who gets the bags to the customer?
For each City to decide. Neither Republic Services nor Utility Billing staff wants to be
the retail center. No one seemed to have a good idea as to Boise's plans to deliver their
supply.
Storage space and fees?
Western Recycling's Rep was able to answer details regarding Boise's program and/or
any agreement with Western as she was not part of the conversations.
