Commissioner Larsen made a motion to approve the agenda as posted.
Motion was seconded by Commissioner Walters. All ayes, motion carried

A. Community Recycling Fund
(1) DOW Hefty Energy Bag Program — Update on program [purpose of Special
Meeting] (David Miles, Public Works Dept.)
Steve Cory presented that staff members have been working on the implementation details for
the Hefty Energy bag program for Meridian while waiting for the MOU with Boise to be
completed, accepted, signed etc. We have been notified that Boise suspended MOU efforts
under the concern that Meridian may be contemplating ceasing recycling efforts as a whole,
specifically since Meridian has not confirmed their choice of "rate" options per Republic Services
March 91h letter that went out to several agencies in the area.
B. Residential Recycling Program
(1) Recycling Options — Continued — Discussion re: Republic Services' Option 4
(end program)
While the MOU has not been visible to SWAC members to date and there are questions around
what we are agreeing to do and not to do, and that what recycling looks like today may be
different tomorrow, none of the commissioners wanted to just stop recycling efforts.

Motion was made by Commissioner Larson to propose the following statement be presented to
City Council for approval and issued to City of Boise in order to confirm our commitment to
recycling programs and the Hefty Energy Bag program. Seconded by Commissioner Walters.
All ayes motion carries.
SWAC remains committed to the principle of offering recycling options to the citizens of
Meridian based on current conditions as well as future conditions that may cause
programs to change.
C Glass Recycling — Continued discussion- no discussion necessary, item is slated for City
Council meeting June Stn
