Seconded by Commissioner Walters. All ayes, motion carried. Approval of Minutes: February 28, 2018 Several updates necessary, commissioners to set edits to commissioner Pogue for compilation and corrections to be made. February 28 minutes will be added to April agenda for review and approval. Old Business A. Community Recycling Fund (1) Status Update on FY18 CRFP Projects (Parks Dept.; and Meridian Library) Mike Barton, with Parks Dept., reports that there has not been much activity due to the winter months, project is still moving forward and will have more information at next status update in June. Konrad, with Republic Services, relayed information from Gretchin Caserotti in regards to updated renderings, anticipated furnishings, etc. Not much visible progress with the winter months just behind us. Gretchin will have more information at the June meeting. Commissioner Larsen reported that it is anticipated that the ribbon cutting will be held May 28, 2018. (2) 2018 Recycle a Bicycle; Request for CRFP Funding (CC and RIC) Subcommittee Chair — Commissioner Caldwell reports that the plan to move forward with the second event is underway. The event is Saturday May 5`h, 2018. News Release has been issued by the Mayor's office as of this morning. The plan is for 32 bikes through the application process. There is a need for volunteers for bike select, gleaning parts, etc. St Luke's will be handing out helmets this year as well. Solid Waste Advisory Commission Meeting — March 28, 2018. Motion was made by Commissioner Caldwell to request approval of the project and spending authority up to $500.00 through a presentation to City Council. Seconded by Commissioner Walters. All ayes, motion carried. B. Residential Recycling Program (1) 2018 Trash or Treasure Program — Update (Brett Baranco) Subcommittee met to discuss details, changes, etc. 5-6 HOA have confirmed their desire to participate this year. Flyers have been created and where presented to SWAC. A Video has been created that will be distributed to the HOA for better explanation to participants on expectations of "left overs". This even does precede Spring Cleanup, so it was felt that better information was needed. Motion by Commissioner Pogue to allow Brett to proceed with presentation to City Council seeking their support for this community event again this year. Seconded by Commissioner Walters, All Ayes, motion carried. (2) DOW Chemical "Orange Bag Program" — Update (AP/SC) In February SWAC approved to ear mark $12000 from the MCRF for the purchase of 1500 kits if it would be allowed for Meridian to join in on the Orange Bag program initiated by City of Boise. To date, we have not received a formal response to the request. Rachelle with Republic Services reports that there is a minimum of 5000 households being required in Meridian in order for DOW to consider our city joining the project. Boise is starting in April, Garden City and Eagle already in line for participation. Commissioners feel that there are still a lot of unanswered questions to make an educated recommendation. Discussion was held regarding moving the project development, research and participation requirements to the staff level, specifically the Public Works Department, Environmental Division. David Miles w/ Public Works agreed that staffers would be able to provide the information and support necessary. Commissioner Nelson stated that the required 5000 households seemed to be fair and any pilot program should be developed in the manner that we would want a full program to operate. Motion by Commissioner Glenn to bring forward a status report to City Council regarding the efforts to date by SWAC regarding information from DOW, participation requirements and the request of Public Works to take on the task of developing an Orang bag program within City of Meridian. Seconded by Commissioner Pogue. All ayes, motion carried. David Miles requested that a formal response be received from DOW, before moving forward. Chairperson Corey determined that this is not required to move forward with information we have. However, any grant information will need to be confirmed before presenting to City Council. 6. New Business A. Recycling Program — Options and Analysis (RK/SC) Dave Fisher attempted to address questions and concerns regarding the March 9`h letter sent to the Mayors of the Treasure Valley. The SWAC commission understands that Republic Services needs to address their financial crunch in the area; however specific details for Meridian specifically are not available at this time. Dave did report the Garden City approved the status quo at 1.25; even though the details on how to pay for it are still undecided. Republic Services as asked Western to provide documents certifying that the materials are in fact being recycled. The material buyers are also being asked to certify. Western Recycling has raised rates affecting Republic services 10% two years in a row. When asked if Dave was willing to discuss the matter with staffers, his response was that he would; however, he prefers not to because he does not see this as a rate increase. Commissioner Corey pointed out that this is not a simple request that can just be approved at the commission level. There are contract obligations regarding services and rates. There are established vetting processes involving rate changes, which include staff review, commission meetings, and council meeting with public hearings. Motion by Commissioner Corey that this topic is moved to City Staff in order to complete the vetting process of the contractual agreement and the various options with an expectation that there will be a recommendation presented to SWAC at the April 25, 2018 meeting. Republic Services has not responded to staff's written request for more information regarding their proposed modifications to the residential recycling program; 2. Western Recycling has not completed its report on the information staff requested from them; 3. Republic Services acknowledged at a meeting today in Boise that they wanted to deal with residential recycling first, but that they do intend to come forward In "the near future" with another rate hike request for Commercial recycling... 4. Boise, Ada County, and Ada SWAC are all actively seeking more information including conducting independent research and surveying Ada County residents of their preference (50/50 between Opt 1 ($1.25 rate hike/status quo); and Opt 3 (cancel recycling program until markets stabilize, take $1 rate decrease). Ada's survey is open until April 30tH 5. Boise and Ada County believe they won't have all the information before it will be time to review proposed FY19 rates so that realistically the proposed rate hikes for residential recycling (and commercial recycling) will be dealt with during the upcoming rate review cycle. Republic Services did not comment or protest about that. 6. Regardless of what option municipalities pick (Option 1 or 2), Republic Services and Western Recycling admitted today at the meeting in Boise that the MRF will not be able to segregate each municipality's stream for special handling; it all gets dumped on the same floor at the MRF. 7. Dave Fisher talked about doing "waste characterization studies" soon to see from where/what cities/counties the "trash/contamination" is coming from so that Republic Services can "allocate costs that way too." 8. The collaborative project put together by the Meridian Solid Waste Advisory Commission (SWAC) and Republic Services connects refurbished bicycles with riders. Republic Services reports there are hundreds of bicycles dropped off at the Transfer Station each year and the goal of this event is to divert some of those bicycles from the landfill. Those who apply will be fitted with an appropriate bike based on needs and desired usage. "This is a wonderful opportunity that benefits our community in keeping bikes out of the landfill, and helps our citizens — who have the opportunity to get a new bike for free. This is the kind of creative thinking I've come to appreciate from our commissioners. I'm proud of the work they do for Meridian," said Mayor Tammy de Weerd, City of Meridian. "There are year-round benefits to riding a bicycle," says Cheryl Caldwell, Solid I Waste Advisory Commissioner. "This year, we have 32 bicycles that we'd like to go to those who don't already own a bicycle. The majority of the bikes are sized for younger children, but youth of all ages and adults needing a bicycle are encouraged to apply," says Caldwell. "If you need a bicycle, we can help." The program is free, but applications must be submitted by 5:00 p.m. on Saturday, April 21 to participate. Registrants will be asked age, gender and height, as well as the intended use for the bike, in order to find the best fitting bike.
