Dear Mr. Hood,
Enclosed are Conditional Use Permit and Development Agreement Modification applications for
Paramount Self Storage—a 680 -unit indoor storage complex (including 279 climate -controlled
units) within the commercially -zoned Block Iof Paramount Square Subdivision. In addition
to the CUP, a modification of the overall project DA is proposed to add the term, "self -storage, "
which, according to staff, does not fall within the context of the "mixed-use areas with office and
retail space" use definition of the current DA.

The C -G -zoned project site is located at the southeast corner of Meridian Road and Ensenada
Drive. It was final platted in 2016 as six commercial lots with the intent for retail development.
The January 2015 Paramount Southeast application narrative stated that the site "may be the
subject of a future apartment CUP application if `market' demand is insufficient to consume
available commercial property" at that location.

Demand for retail space has been less than anticipated. But, rather than expand multi -family into
the site, self -storage has been determined to be an appropriate commercial alternative to serve the
needs not only of Paramount but also the broader community.
We look forward to presenting this "new" project to the Planning and Zoning Commission and
City Council—and for the opportunity to build it. Please let me know if you have questions or
