Broadway Ave., Suite 102 Meridian, ID 83642 RE: Written Narrative Little Creek Fourplex/ Little Creek Subdivision Design Review and Certificate of Zoning Compliance On behalf of Little Creek Partners, LLC (David Alexander), we hereby apply for Design Review and CZC for the Little Creek Fourplex/ Little Creek Subdivision. This new Multi -Family development, located at the southeast corner of N. Locust Grove Road and E. Wilson Lane, is a building lot in an existing R-40 zone. The site was approved for annexation to the Pleasant Valley Subdivision, conditional use and preliminary plat under H-2016-0076 in September of 2016. The 15.85 -acre site and buildings follow the guidelines contained in the Meridian Design Manual and Meridian City Code. The gross density of the development is 12.87 units per acre, with 2.89 acres of qualified open space (18.27%). Access to the property is provided by two entry drives, one ftom Locust Grove and the second from Wilson Lane. The Internal drives will be owned and maintained by the property owners within the development. As designed, the site has excellent internal circulation and access to the public road system, which has adequate capacity to accommodate the trips generated by this development. A total of fifty-one fourplex units will be constructed on the site, along with one clubhouse. The clubhouse will contain an exercise facility, lounge, outside deck area with gazebos and a pool. Other site amenities include open grass areas, landscape features, a play area, dog park and pedestrian/bicycle paths. Landscaping and the amenities will be maintained by the subdivision HOA. Narrative describing compliance with the guidelines contained in the Meridian Design Manual: 1. Architectural Character: a. Cohesive Design: The pinwheel design of the planned fourplexes lends towards a building with interest at all elevations, as well as a more residential feel in size and scope. Low roof overhangs at unit entries and porches provide a pedestrian scale throughout the subdivision. The buildings will be arranged around the edge of the site and at various orientations, protecting and accentuating the interior public spaces. Building Scale: The fourplex buildings are scaled appropriately in context of the surrounding properties and type of development. This project provides a good buffer between the dense multi -family development to the east, and commercial property to the north at Fairview. The compact plan and size of the buildings also fit well with the residential properties across Locust Grove to the west. Building Form: The exterior wall of the fourplex building contains many modulations, breaking up any large wall expanses and creating multiple roof levels. The main roof line is broken up by gable dormers, and low roofs cover the unit entries and porch areas. Again, the pinwheel design of the buildings produces visual interest on all sides of the building. The use of various fiber -cement siding styles, complementary accent colors and stone wainscoting complete the methods used to achieve a residential scale building form with appealing, and pedestrian scale exterior features. d. Architectural Elements: The building incorporates numerous details to create visual interest and break up the wall planes. These details include gable end wall vents, roof brackets, dentil blocks, and the use of multiple siding styles and trim. Unit entries are defined by a low roof overhang, panel door with accent paint and a unique sidelite window only occurring at the entry door. e. Materials: This fourplex building could easily be mistaken for a large single-family home with the use of residential siding materials, stone wainscoting and strategically chosen paint schemes. Primary field materials consist of horizontal lap siding of a single color, with accent materials made up of shingle style or board and batten siding types of another color. Cultured stone wainscoting anchors the building and highlights the pop -outs, and horizontal trim (belly band) creates a transition point for the siding styles. f. Signs and/or Lighting. The lighting design for the buildings is simple, consisting of a single wall light fixture at the unit entries, and recessed lighting at the porch overhangs. Signs will be placed on the drive side of the building to call out the unit numbers and building address.
