APPLICATION SUMMARY The applicant, West Ada School District, is requesting to reallocate a portion of the square footage of the high school expansion approved with CUP-12-015 and MCU-15-002 for the purpose of constructing a new 3,220 square foot addition to the existing Vo-tech building located behind the main school building. II. SUMMARY RECOMMENDATION Staff recommends approval of the requested modification to the conditional use permit in accord with UDC 11-5B-6G and the conditions of approval in Exhibit B. III. APPLICATION AND PROPERTY FACTS A. Site Address/Location: The site is located at 1900 W. Pine Avenue in the NE ¼ of Section 11, Township 3 North, Range 1 West. (Parcel No(s). S1211141845) B. Applicant/Owner: West Ada School District 1303 E. Central Drive Meridian, ID 83642 C. Applicant's Statement/Justification: Please see applicant’s narrative for this information. IV. PROCESS FACTS A. The subject application is for a conditional use permit minor modification. The Director is the deciding body on this matter in accord with UDC Table 11-5A-2. V. LAND USE A. Existing Land Use(s) and Zoning: The property is currently developed with a public high school, zoned R-4. B. Character of Surrounding Area and Adjacent Land Use and Zoning: The school site is primarily surrounded by residential properties. 1. North: Baseball field and residential properties in Vineyards Subdivision, zoned R-4 2. West: Rural residence/agricultural property, zoned RUT in Ada County 3. South: School property, Pine Avenue, and residential properties in Merrywood and Conifer Subdivisions, zoned R-8 4. East: Linder Road, Phillips Addition and Leisman Addition Subdivisions, zoned R-8 and L-O. Meridian High School Diesel Technology Lab Addition MCU-18-073 Page 2 C. History of Previous Actions: The subject property received conditional use permit (CUP-12-015) approval to construct a 40,000 square foot addition. Later the conditional use permit was modified (MCU-15-002) to increase the approved addition from 40,000 square feet to 50,500 square feet. A certificate of zoning compliance (CZC-14-025) has been approved to commence with a 10,500 square foot classroom addition. A certificate of zoning compliance and administrative design review (CZC-15-029 & DES-15- 021) has been approved to commence a 40,000 square foot building addition (however only 31,787 of the proposed square footage was constructed as seen in Exhibit A.2). A certificate of zoning compliance (CZC-2017-0048) was approved to replace a portion of the existing parking lot. VI. STAFF ANALYSIS The applicant is requesting a modification to CUP-12-015 and MCU-15-002, which allowed for a 50,500 square foot addition to the existing 298,000 square foot high school campus . Below is an exhibit that depicts the actual square footage constructed on date on the site under those approvals. West Ada School District has applied to transfer 3,220 square feet of the unused square footage to construct an addition to the existing Vo-tech building that will provide the required space for the school’s new Diesel Technology Program. Once the addition is constructed this leaves 4,982 of allowable square footage for any future expansion. The Unified Development Code (UDC) (11-5B-6G) authorizes the Director to approve or deny specified minor modifications (including minor relocations), provided such modifications were not the subject of review during the original public hearing and will not adversely impact adjacent properties. Further, Staff concluded there was sufficient parking and landscaping on the subject property to allow the increase in the building square footage with the approval of the CUP. Therefore, staff supports the reallocation of the square footage, as proposed by the applicant. The applicant must obtain certificate of zoning compliance (CZC) and design review (DES) approval of the revised plans shown in Exhibit A.3. VII.EXHIBITS A. Drawings 1. Vicinity Map 2. The applicant shall meet all applicable terms of the conditional use permit (CUP -12-015 and MCU-15-002) and certificate of zoning compliance (CZC-14-025) applications approved for this development. 2. The applicant’s request to transfer 3,220 square feet of the unused square footage granted by CUP-12-015 to an addition to the existing Vo-tech building is approved, subject to certificate of zoning compliance (CZC) and design review (DES) approval. 3. Meridian High School may only expand its campus an additional 4,982 before a new conditional use permit is required.
