Broadway Ave. Ste. 102 Meridian, ID 83642 Re: CZC and Design Review Narrative for Sawtooth Village Retail Complex Dear Planning Staff, Please find the attached application materials and drawings for a proposed retail complex on lots 27 and 28, Block 1, of the McLinder Subdivision #2, at the corner of McMillan Road and Linder Road. The project consists of two 10,000 square feet buildings; each contained within their own lot, but designed as a cohesive whole with a shared central plaza space. The buildings have been designed with parking, landscaping, and architectural character to meet the ordinance design standards as follows: • Cohesive Design: The buildings have been designed with form and mass necessary to fit the site and accommodate common circulation (both vehicular and pedestrian) between adjacent sites. The buildings are designed as single story with brief areas of vertical projection up to near -two-story level to provide visual interest and variety of form. The buildings use a variety of architectural materials to maintain compatibility with the diverse surrounding properties. The facade design incorporates a rhythmic repetition and symmetrical design within each building and symmetry amongst both buildings and the common plaza. The design uses material changes, reveals, and elevation changes frequently in both the horizontal and vertical planes to meet the design standards of the ordinance. Building Scale: The size and mass of the buildings has been carefully designed to balance the arterial roadway to the north and the residential property to the south. The design of the proposed buildings utilizes a minimum height of 20 feet to meet the ordinance requirements for arterial facing structures, and will work nicely to screen the two story residential properties from the road while maintaining a reasonable height that remains compatible with the two story residences. The central plaza between buildings, the awnings, architectural banding, and lighting provide elements of pedestrian scale that supports connectivity with the surrounding environment. Building Form: The building design includes modulation in building fagade through the use of varying wall depth along the entry plane, vertical pilasters, awnings and roof overhangs. Entries have been uniquely identified at various places in the design, including turret -like elements at the corners, and a timber - truss gable roof at the center. The design also utilizes various horizontal divisions in wall planes with the use of a stone wainscot, horizontal siding material, and an upper stucco signage area. Architectural Elements: The building utilizes several architectural elements to articulate the fapade. As previously mentioned, corner turret -like forms highlight the corner entries; and a central gable element with a wood timber exposed truss defines a strong central element, behind which is an upper level private office. Awnings, roof overhangs, window glazing, and material changes are abundant on the North, East, and West elevations. The South fapade is slightly less detailed, but we feel this is appropriate as it is not facing a public street, and will be heavily screened by existing landscaping along the south property boundary. Nevertheless, the south fapade is still articulated with different material textures, colors and roof projections. • Materials: The building design utilizes a broad mix of materials with stone, painted siding, stucco and metal roofing to play on different textures and colors. The materials are durable, complimentary to surrounding uses, and of neutral colors to blend in well with the surrounding environment. • Signs and Lighting: The lighting for the building will be provided with decorative fixtures compatible with the building design and serving a pedestrian scale for building safety. The parking lot lighting will be accomplished with pole lighting that limits any light trespass off site to a minimum. • Parking lots: The parking has been designed to exceed the minimum requirements of the ordinance. Landscape planters and perimeter landscaping have been provided to shade and buffer parking areas. • Pedestrian walkways and facilities: This project employs the use of a large pedestrian plaza between the buildings. It is connected to the pathway in front of the buildings, and we have also provided connectivity via a walkway to the residential area to the south, thus providing a desirable amenity for the neighboring use.
