Adoption of the Agenda  Agenda changed with the removal of item #3. Presenter unable to attend meeting. Topic will be moved to a future agenda. 3. Presentation by Building Community Representative (Matt Adams) 4. Update on Impact Fee Schedule Timeline  Timeline presentation provided to Advisory Committee stating the general dates and events that occurred during the previous Impact Fee development cycle.  Timeline presentation provided to Advisory Committee stating the general dates for the next Impact Fee development cycle. o A committee member requested that the City try to have other municipalities present to the Impact Advisory Committee their current processes and challenges regarding impact fees prior to January 2018. The presentations will assist the City with its next development cycle. 5. Where Shall the Impact Fee Advisory Committee Meeting Take Place  Discussions were had on where to hold the quarterly impact fee meetings. The consensus of the members stated that the Council Chambers “feels dysfunctional”, “too formal at times”, “not comfy”, “difficult for discussions”. o Future meetings will take place in conference rooms when available at City Hall and other City locations. 6. FY2015 Actuals  Finance presented the FY2015 actual results and the historical fund balances for the Fire, Parks, and Police departments with the collection and spending of Impact Fees. Anyone desiring accommodation for disabilities related to documents and/or hearing, Please contact the City Clerk’s Office at 888-4433 at least 48 hours prior to the public meeting. o Committee members noticed that the historical fund balances for Fire and Police did not change from FY13 to FY14.  It has been discovered that the data provided to the Advisory Committee regarding the historical fund balances was incorrect. We have since updated the data file to represent the correct balances as of 9/30/14.  Fiscal Year 2015 ending fund balances were correct. o Question: Why was Parks Budget for Impact Fee – Residential so close to Actuals opposed to the Fire and Police departments which had a variance of over 100%?  Answer: This answer will be looked at over the next few weeks as soon as the Audit is completed. o Question: What did the City use Impact Fee funds for in 2014 in the Fire and Police departments?  Answer: The Police department used funds for the construction of the Public Safety Training Center. The Fire department spent impact fees on Opticom primarily. 7. Adjourn Start Time: 3:10pm End Time: 3.45pm
