This phase is located near the southeast corner of Blackcat Road and Chinden Blvd. Trilogy Subdivision No. 1 has 51 buildable lots and 5 common area lots on 28.16 acres and is zoned R-8. Currently the Final Plat has been signed by the Central District Health Department, the Ada County Highway District and is being reviewed by Ada County Surveyor and Meridian City staff (letter of credit for improvements has already been accepted). All improvements have been bonded for completion with the Highway District and with Meridian City. The developer has completed 76% of the construction activities and has scheduled the streets to be completed and paved in March (weather permitting). BACKGROUND In the beginning of 2017 the development team's goal was to have Trilogy Subdivision No 1 recorded by the middle of July 2017. The contractors had prepped the site for construction. The site had been cleared and grubbed. The streets were excavated in preparation to install the sewer and water. Then unexpected delays plagued the start of construction. A major delay came from elevated ground water for the entire Blackcat region. The ground water was discovered to be several feet higher than historical conditions had ever been. This extreme water level required a redesign of the subsurface drain beds with the Ada County Highway District. This took a lengthy amount of time to redesign the storm system and complete said improvements. We also experience delays with the irrigation system approvals. Working with the small irrigation district caused unexpected delays as the district is made up of adjacent neighbors who used review delay tactics to slow down the development process. These items were the cause of time delays that impeded our ability to complete construction within the original City timeframe. 3161 E Springwood Dr ♦ Meridian, Idaho 83642 ♦ Tel: 208-871-6842 OBJECTIVE This subdivision is governed by a development agreement (MDA 15-009) and therefore the agreement requires us to build the subdivision as currently approved. This is our objective and we would like to complete the subdivision process. Therefore, we would appreciate the City Council's approval of a six month time extension. If approval for the time extension is not given, the City would have to return the existing letter of credit and we would be required to submit the same plat as well as obtain the same approvals for the existing construction improvements that are installed. We plan to complete this project no later than April 2018. Therefore we request your approval of this application.
