2. Adoption of the Agenda
Chairman Ballard asked for agenda discussion or a motion to adopt. No discussion took place and a
motion to adopt the agenda was made by Commissioner Lewis with a second by Commissioner
Knezacek – all ayes – motion carried.
3. Approval of Minutes from December 4th, 2017 Meeting
Chairman Ballard called for any discussion or changes prior to the motion to approve the
December 4th, 2017 meeting minutes. No discussion was had and Commissioner Hall motioned to
approve the minutes as presented with a second by Commissioner Davis – all ayes – motion
carried.
4. Introduction of Commissioner McKinney
Commissioner David McKinney briefly introduced himself. He mentioned that he is currently a
patent attorney running his own firm. Prior to law school he was a Civil Engineer and worked
primarily as a highway designer/traffic engineer. Commissioner McKinney also served on the West
Jordan Utah Planning and Zoning Commission for several years. Chairman Ballard welcomed Mr.
McKinney and opened the floor for other Commissioner comments. No additional comments were
made.
5. Old Business Items
a. Transportation Update (memo attached; C. Hood)

Mr. Hood began by directing the Commission to page 7 of the packet and the Transportation
Projects Update memo. Mr. Hood mentioned that he will be brief as there is a full agenda; he
reminded the Commission that all new information is in BOLD. Mr. Hood will not review all items
but will highlight specific topics but is happy to field questions and provide further detailed
information on any item in the memo.

Mr. Hood gave a brief update on the Pine Ave, Meridian to Locust Grove item. Knife River was
chosen by ACHD as the contractor at a contract amount of $5.5M. Work has begun so be aware
of closures and potential delays through August.
Mr. Hood moved on and noted that most of page 8 and 9 are updates on ACHD projects and to
review those for further detailed information, when reviewing the Integrated Five-Year Work Plan
(IFYWP) for prioritization.
Further on page 9, under the ITD Projects heading, Mr. Hood highlighted that he attended a kick-
off meeting for the US 20/26 project between Locust Grove and Eagle, on December 5th.
Parametrix is doing the design for ITD and both Eagle and Boise were in attendance as they and
Meridian will be impacted by the work being performed.
Mr. Hood shared a brief update on Highway 16 at the bottom of page 9 and top of page 10. The
ITD Board approved a $6M award to design SH-16 between US 20/26 and I-84, including updating
traffic projections, validating ROW needs, accounting for recent development, planning future
phasing needs and other costs. Ms. Tisdale clarified that the COMPASS Board will have to approve
those changes as an amendment to the Communities in Motion 2040 Plan and TIP. Information will
be put out to the public for comment January 9th.
On page 10 under Pathways, it was noted that the Rail with Trail project was delayed due to
easement needs.
Mr. Hood concluded with a brief notation that was not included in the packet. The Meridian
Downtown Business Association (MDBA) will be addressing City Council on Tuesday January 9th
asking to remove the Idaho Avenue decking and planters that were placed a couple of years ago
and revert the street back to the original parking layout. The business owners in that area do not
feel the improvements have served the intended purpose of attracting downtown foot traffic and
additional patronage. Mr. Hood provided a brief historical narrative of why those improvements
were made and has asked the MDBA for suggestions on how to repurpose those items once
removed.
Chairman Ballard opened the floor for further discussion and Mr. Hood stood for questions and
answers, which took place.
Ms. Bowen shared an update on the ITD SH-69 Kuna to Meridian project, including completion of
design, bid and construction status. RBCI is the public consultant and are designing a fact sheet to
share with businesses in the area.
Chairman Ballard closed the topic and moved to New Business.
6. New Business Items
a. Meridian Police Department Status Report (Sgt. Stacy Arnold)
Sgt. Arnold began by addressing the Commission with a concern on McMillan near Ten Mile Road
and the raised divider at Wal-Mart that blocks traffic from turning eastbound out of the south

parking area. Sgt. Arnold has witnessed unsafe driving activity out of the south Wal-Mart parking
lot to be able to go eastbound on McMillan. Discussion took place by the Commission.
A motion by Commissioner Lewis was made to formally recommend to ACHD to look at
extending the median at this driveway, second by Commissioner Hall – all ayes – motion passed.
No other concerns were brought before the Commission from Sgt. Arnold. Prior to moving onto
item 5b, Commissioner Hall inquired about the Franklin Rd. speed study. Mr. Hood addressed the
comment that if time permits this can be discussed; however, the agenda and packet were already
published when the study results were shared last week, so it did not make the agenda for today’s
meeting. The study has been completed and follow-up will be presented during the February
meeting. No other discussion took place.
b. Southeast Meridian Crosswalk Request (memo attached; S. Huff/C. Hood)
Mr. Hood drew the attention of the Commission to page 11 of the packet and his summary of the
letter that is also attached. There is a request from a family that lives in Tuscany to provide
crosswalks to allow for biking, walking, etc. to the new YMCA. Mr. Hood provided some additional
context of the planned improvements in the area and the potential sidewalk gaps with the request
with the Huff family.
Chairman Ballard opened the floor for additional discussion which took place. Mr. Hood stood for
questions and answers.
c. COMPASS Freight Corridor Study Update (memo attached; L. Itkonen)
Mrs. Itkonen began by thanking Chairman Ballard for the invitation to present. Prior to her
overview of the COMPASS Freight Corridor Study, Mrs. Itkonen drew the attention of the
Commission to page 15 of the packet for additional information and links to the COMPASS
website. Mrs. Itkonen began with a brief overview of COMPASS and its purpose. The Community
Planning Association of Southwest Idaho is a regional planning organization for both Ada and
Canyon Counties. COMPASS is a member agency of local government and other agencies i.e.
Highway Districts. One of COMPASS’s primary objectives is planning; for example developing the
long-range transportation plan called Communities in Motion. COMPASS also facilitates cross-
functional and regional collaboration through work groups that can focus on specific issues. In
addition they help implement projects within the counties, provide technical expertise and
modeling, including data collection/analysis and special studies such as the Freight Corridor Study.
The Freight Corridor Study began about a year ago and will be completed in spring of 2018. The
purpose of the study was to identify freight activity centers (clusters) within both counties and
what freight corridors are being utilized. In addition the study profiled regionally important
commodities and the supply chains, as it relates to freight within the two counties. This study was
conducted specifically from the perspective of freight related needs; projects related to safety,
congestion, products moving in and out of the counties, etc. Mrs. Itkonen shared a map showing
the four major freight clusters that generate freight along with the freight corridors that are
connected to the Interstate. Additionally, she reviewed the data of the top commodities being
transported, as well as the data on truck volumes. Ms. Itkonen then shared the significance of the
data and “how do we make freight a good neighbor”; what are the routes, are those routes the
most effective, how those routes relates to land use; protecting undeveloped land, zoning, proper

buffers, encroachment, and ultimately channeling development of warehouse and distribution
centers to sites that have both freight/rail access, etc. This information is useful for many reasons,
for example site planning; it helps in the design of roadways and intersections, identifies areas best
to develop as it relates to freight and multi-model integration, etc. This data also helps for corridor
design and to answer the question do the counties/cities design for, or just accommodate freight,
i.e. is there proper signage, proper lane widths for turning, adjacent land usage, etc.
Chairman Ballard opened the floor for discussion, which took place and Mrs. Itkonen, stood for
questions and provided answers.
d. 2018 City Transportation Priorities (memo attached; C. Hood)
Mr. Hood began by reminding the Commission that annually the City puts together a list of its
priority projects for our transportation agency partners to consider. Mr. Hood is asking the
Commission to review the ACHD list of Roadway and Intersection and then Community
Programs. The objective is that the Commission provides a recommendation that Mr. Hood can
carry forward to City Council and provide the City’s recommendation to ACHD by March 16. Mr.
Hood reminded the Commission that ACHD only considers the top 10-15 priorities for “bonus
points” and encouraged the Commission to focus on those items and not the entire list unless
items lower on the list needed to be prioritized higher. Mr. Hood sent a memo on December 28
asking for comments/feedback so that a recommendation could be finalized today, but if not today
then by February. Mr. Hood handed out five documents for the Commission to consider for
review and proposing their recommendation: 1) Level of Service Map, 2) ACHD Prioritization
(county-wide prioritization not just Meridian), 3) Draft 2018 Prioritization Lists, 4) Map to visually
show the draft rankings, and 5) Previous draft list showing West Ada School District priorities too.
Mr. Hood then summarized the comments that he received and then opened the floor for
Commission discussion and prioritization starting with Roadways and Intersections. Discussion
took place and Mr. Hood took notes on the ranking suggestions and will update the spreadsheets
based on the feedback and the Commission’s recommendation. Mr. Hood provided some
contextual clarification on meanings of IFYWP and DSN for some of the newer Commissioners.
A motion by Commissioner Hall to have City Council consider the recommendation to widen
Locust Grove to 5 lanes to the south city limits was made; second by Commissioner Lewis – 4 ayes
2 nays – motion carried.
The Commission’s recommendation is to utilize Commissioner Lewis’ ranking. Mr. Hood will
update the spreadsheet.
Due to the time constraint of the room, Chairman Ballard closed the topic and requested that
items 5d and 5e be deferred to February.

Commissioner Hall motioned that Chairman Ballard and Commissioner Lewis retain their

7. Future Meeting Topics
Chairman Ballard asked for any future meeting topics. Mr. Hood noted that one additional item
was recommended for the February agenda; David Cochran from ACHD Pedestrian Advisory
Committee be invited to present and potentially solicit representation from this Commission to
represent on their Committee. General discussion toolc place and Chairman Ballard also
requested that Mrs. Bowen and Mr. Martin verify with their respective legal departments on
clarification of laws controlling highways and streets. Chairman Ballard recommended to defer
the Commission discussion of this request and to have the item placed on a future agenda.

5a. Transportation Projects Update

Re: January Transportation Projects Update
Below is a summary/update on some of the transportation and roadway projects City Staff
has been involved with recently. This is not an exhaustive list, but rather highlights some of
the more important activities that have recently transpired (or are about to occur) in the
transportation realm. Staff will be at the January Commission meeting to discuss some of
these topics in more detail. Please feel free to contact staff should you have any
comments, concerns, or questions on any of these projects. New information is in bold.
KEY ACHD PROJECTS:
Pine Ave, Meridian to Locust Grove: This project, to improve Pine between Meridian Road
and Locust Grove, is planned for construction in 2018/19 in the adopted 2018-2022 IFYWP.
The City and MDC are partnering with ACHD to ensure the design and construction of Pine
Avenue is consistent with the communities’ needs. Because Meridian Public Works is
planning to do sewer improvements in Pine, the roadway between Main and E. 6 th will be
re-built. Establishing a Cost Share Agreement with ACHD and a project agreement
between the City and MDC was approved in September. Project should begin in early
calendar year 2018. Knife River is the contractor. Contract amount is $5.5M. Notice to
proceed is scheduled for January 15th.
Cherry Lane, Linder to Meridian Road Lighting: Using federal funds, ACHD is working with
Precision to design roadway lighting for approximately one mile of Cherry Lane. The City is
providing a local match. Bid opening was July 12th. Quality Electric, Inc. is the contractor;
notice to proceed was August 27, 2017. Once materials are delivered (TBD), the contractor
has 55 days to complete construction. Project to be completed by June 2018 at a cost of
$340K.
E. 3rd Street Extension: When ACHD adopted the 2014-2018 Integrated Five Year Work
Plan, E. 3rd Street, from Carlton to Fairview, was listed as a project in the Economic
Development Program. This project was split into two phases by ACHD – north (phase 2)

and south (phase 1) of Carlton. In the adopted ACHD 2018-2022 IFYWP, phase 1,
between Franklin and Carlton, is in PD.
Meridian Road, Cherry to Ustick: Project includes widening Meridian Road to 5 lanes with
curb, gutter, sidewalk and bike lanes. Design is underway. Construction is planned for 2020
in the ACHD adopted IFYWP at a cost of $4.3M. Appraisals began in July; right-of-way
acquisition is planned for 2018.
Linder Road, Franklin to Pine: Project includes the widening of Linder Road to 5 lanes with
curb, gutter, sidewalk and bike lanes. Project includes upgrade of the railroad crossing an d
a safe routes to school request; attached sidewalks are being designed. Construction is
planned for 2020 to correspond with the upgraded railroad crossing ITD plans to do that
year. Cost of $1.5M. Project is in right-of-way acquisition phase.
Linder Road, Ustick to McMillan: Widen Linder to 5 lanes with curb, gutter, sidewalk and
bike lanes. Construction is planned for 2021 in IFYWP at a cost of $3.5M. Project is
currently in design phase. Public Involvement Meetings (PIM) held on May 1st and August
31st. Based on comments, pedestrian signal at Monument Drive may eventually become full
signal. This project is shown for construction in 2021 in the adopted 2018-2022 IFYWP.
Linder Road, Cayuse Creek Drive to Chinden: Widen the remaining portions of Linder to 5
lanes with curb, gutter, sidewalk and bike lanes. Construction was planned for 2020 at a
cost of $653,000. Currently in design phase and tracking with Linder, Ustick to McMillan
project. This project has advanced to construction (CN) to 2019 in the adopted 2018-2022
IFYWP.
Ten Mile Road, McMillan to Chinden: Widen Ten Mile to 5 lanes with curb, gutter, sidewalk
and bike lanes. Design will be done with in-house, ACHD resources, beginning in 2018.
Right-of-way acquisition is in 2020 and construction is planned for 2022 in the adopted
2018-2022 IFYWP with a cost of $3.5M. Project kick-off meeting held November 30th.
Ten Mile Road, Ustick to McMillan: Widen Ten Mile to 5 lanes with curb, gutter, sidewalk
and bike lanes. Project includes 2 bridges. Design is in 2018, right-of-way acquisition in
2019, and construction is planned for 2021 in the adopted 2018-2022 IFYWP with a cost of
$5.7M.
Eagle Road, Amity to Victory: Widen to 5 lanes with curb, gutter, sidewalk and bike lanes.
Design will be done with in-house, ACHD resources, beginning in 2018. Construction is
planned for 2020 in the adopted 2018-2022 IFYWP with a cost of $4.5M.
Eagle Road, Lake Hazel to Amity: Widen to 5 lanes with curb, gutter, sidewalk and bike
lanes. Design will be done in 2022. Construction is in PD in the adopted2018-2022 IFYWP
with a cost of $3.4M.
Lake Hazel Road, Eagle to Cloverdale: Widen to 5 lanes with curb, gutter, sidewalk and
bike lanes. Design will be done in 2022. Construction is in PD in the adopted 2018-2022
IFYWP with a total cost of $2.3M.

Locust Grove Road, Victory to Overland: Widen to 5 lanes with curb, gutter, sidewalk and
bike lanes. Design will be done in 2022. Construction is in PD in the adopted 2018-2022
IFYWP with a cost of $4.07M.
Locust Grove Road, Fairview to Ustick: Widen to 5 lanes with curb, gutter, sidewalk and
bike lanes. Design will be done in 2022 ($365K); construction is in PD in the adopted 2018 -
2022 IFYWP with a cost of $3.325M ($4M total cost).
Fairview/Locust Grove Signal: Widen intersection to 8 lanes on Fairview and 7 lanes on
Locust Grove, including curb, gutter, sidewalk and bike lanes. Design in 2020, right-of-way
acquisition in 2021, and construction in 2022 in adopted IFYWP with a cost of $6.457M.
Victory/Locust Grove Roundabout: Construct a multi-lane roundabout. Design is in 2019,
right-of-way acquisition in 2020, and construction is planned for 2021 in the adopted 2018-
2022 IFYWP with a cost of $1.25M.
Ten Mile/Amity Intersection: A traffic study was finished by Six Mile Engineering in April.
ACHD is proceeding with design and ROW. Design will take place in FY17/FY18 with
ROW programmed for FY18/19. A dual-lane roundabout will be the ultimate build-out
condition of the intersection. Initially though, a single-lane roundabout will be constructed;
designed for easy expansion to a dual-lane. This project is shown for construction in 2022
in the adopted 2018-2022 IFYWP.
ITD PROJECTS
SH-55 (Eagle Road): Design work is complete to add an additional northbound and southbound
lane to Eagle Road, between River Valley and I-84. The northbound lane between Franklin and
Fairview was complete earlier this spring. CenterCal plans to construct the additional southbound
lane in 2022 through the STAR program.
US 20/26: A Strategic Initiatives Project to widen Chinden to 4-lanes between Locust Grove
and Eagle is in the ITIP for construction in 2021. ITD and ACHD are coordinating
intersection improvements at Locust Grove/Chinden as well. On September 21st, the ITD
Board approved the FY18-2024 ITIP (this is the first year for a 7-year Program). The ITIP
contains segments of US 20/26, from Eagle Road to Star Road – 7 miles! On October 30th,
the Federal Highway Administration (FHWA) determined that the US 20/26 EA will have no
significant impact on the human or natural environment (FONSI). This finding allows the
improvements, and mitigation, on the corridor to proceed. A kick-off meeting was held at
ITD District 3 on December 5th, for the Locust Grove to Eagle segment; Parametrix is
doing the design for ITD. The cities of Eagle, Boise and Meridian all impacted.
Interstate 84: This project is for the Nampa segment of the Interstate between Karcher
Underpass and Franklin Boulevard. The project includes replacement and widening of a
canal structure at Mason Creek, replacement and expansion of two bridges that cro ss over
the UPRR and a canal, widening I-84 to three lanes with an additional auxiliary lane
between Franklin and Northside Boulevards, and improving the two interchanges. This
corridor is listed as the number one priority in the regional long-range transportation plan. In
April, the ITD Board voted to use additional GARVEE bonding authority for this project. A
FY2017-2021 STIP/TIP amendment added $150M to the program for this project.

SH-16: During the December 14th ITD Board meeting, the Board approved $6M to
design SH-16 between US 20/26 and I-84.
PATHWAYS
Rail with Trail: In the fall of 2012, the City applied for an $85,000 grant to study the Rail with
Trail (RWT) pathway crossing of streets (7 crossings; Black Cat to Locust Grove).
Currently, there is $511,000 in PD for pathway construction in the Regional Transportation
Improvement Plan (TIP). This project was recently delayed as there are additional
environmental and right-of-way impacts.
Five Mile Creek Pathway: The City applied for a COMPASS grant to design and construct a
portion of the Five Mile Creek pathway near the wastewater recovery facility. Parametrix
has prepared the project development report which should be available on the COMPASS
website in the near future. This project has advanced from PD to CN in 2022 at a cost of
$395K in the TIP.
MDC / OTHER PROJECTS
Transit: A public transit service focusing on seniors and persons with disabilities has been
developed. This Lifestyle Service concept, which includes two service zones, was
presented to the Council in July of 2016. The Council agreed to help with start-up costs and
try the service for FY17. The service, operated by Harvest Church, began in December
2016.
Parklets: In other cities throughout the US, parklets (on-street parking areas converted to
public seating/use areas) are becoming more and more popular. Some businesses in
downtown Meridian are interested in installing parklets. The Master License Agreement
between the City and ACHD was executed the week of April 25, 2016 allowing parklets.
Eagle Road Signal Equipment Upgrades: In 2018, ITD plans to install upgraded signal
controllers and radar detection at intersections along the corridor. ACHD has Signal
Performance Measure software that provides a visual display of traffic data to aid in signal
timing and maintenance. This is a $463,000 project.
Eagle Road Bike/Ped Project Development: COMPASS has contracted with Keller
Associates to further develop a bicycle and pedestrian plan for the corridor. The boundaries
of the project are Overland and Chinden. Reports for the four highest ranking segments
have been completed. Earlier this year, City Staff submitted a Phase II application to
COMPASS seeking funding for design and construction of this project. In the 2018-2022
TIP there is $700K programmed in PD for CN of the first segment, Franklin to Pine.
ACHD 2018-2022 IFYWP: Annually, the City prepares transportation priority lists for the
transportation agencies (ACHD, ITD, COMPASS and VRT) to consider in their
programming and budget processes. The Meridian Transportation Commission (TC) is
tasked with making recommendations to the City Council on priority transportation projects.
During the January meeting, the TC will discuss priority projects for 2018 to send to
ACHD. These priorities will be considered by ACHD during the drafting of the 2019-
2023 IFYWP.

A letter (attached) was sent to the City this past month, requesting pedestrian crossings of Eagle and
Amity roads, providing enhanced access between Tuscany Subdivision and the new YMCA. ACHD
has a roadway widening project in 2020 to improve Eagle, between Amity and Victory and a project
in PD to widen Eagle south of Amity. Both of these projects include curb, gutter and sidewalk.
Additionally, the Albertson’s planned at the northwest corner of Eagle/Amity plans to improve the
intersection with a dual-lane roundabout in 2018. Further, ACHD has had discussions with a
developer to accelerate some improvements in this same area, near Taconic. Staff will inquire with
ACHD as to the scope and status of this developer cooperative project at ACHD and share that
during the January meeting. The Commission should discuss and then consider adding this request(s)
to this year’s Community Programs project list (see agenda item 6d).

During the December TC meeting, a request was made by Chairman Ballard that COMPASS attend
the January meeting to provide the Commission with an update on the regional freight study. Liisa
Itkonen, COMPASS Principal Planner, has prepared a memo (attached) and will be at the January 8th
meeting to present and discuss the Study with the TC. The Commission should discuss and then
consider this information as you compile this year’s priority project lists (see agenda item 6d).

6d. 2018 City Transportation Priorities

Re: 2018 Priorities
On November 9th, the City received a letter from ACHD notifying us that they are about to begin
work on the FY2019-2023 Integrated Five-Year Work Plan (IFYWP). Annually, the City prepares
transportation priority lists for the transportation agencies to consider in their programming and
budget processes. The Meridian Transportation Commission (TC) is tasked with making
recommendations to the City Council on priority transportation projects. ACHD is requesting all
project requests be submitted no later than March 16, 2018.
During the December TC meeting, staff shared some background information on the IFYWP and the
anticipated process for the TC to develop priority lists. Handouts and additional information like
maps and spreadsheets were also provided. On December 28th, an e-mail was sent to the TC with
City Staff’s draft priorities for 2018. A request for review and response by January 4th was made so
that an updated priority spreadsheet could be shared in the subject packet. Only a couple of
Commissioners responded, with only one proposing any changes to City Staff’s recommended
priorities (see updated spreadsheet below.) Staff will bring hard-copies of the spreadsheet to
the January 8th TC meeting.
The goal is to finalize, during the January meeting, if possible, two prioritization lists: one for
ACHD roadway and intersection projects and one for ACHD Community Programs (CP) projects
(e.g. – sidewalks). The ITD/State facilities and other “regionally significant” projects lists can be
done at a future date. These lists will then be shared and endorsed by the Mayor and City Council
and sent to ACHD before the March 16th deadline.

We got word today that we can no longer use RRFBs. PMs - If you have a current/active
project that includes an RRFB (even if it’s in construction and has yet to be installed),
please coordinate with your Traffic team member to determine an alternative.

I spoke with John Nesmith this afternoon. He feels like his time is not well spent on the
ACHD Pedestrian Advisory Committee. They do not discuss off-street pathways. Their
focus is typically on ACHD Road/Intersection projects (they review plans and weigh in on
whether pedestrian needs have been considered in the plan). They also do some sidewalk
walkability audits. They have a strong Boise-focus orientation primarily, though they do
also look elsewhere.

Based on my discussion with him, I feel supportive of his desire to step down. If we need a
representative on the committee, I wonder if it might be better to include someone from the
Transportation Commission, instead of the Parks Commission.
I also feel it may be appropriate to simply have Caleb review the agendas as they come in
and attend (or send someone to attend) on an as-needed basis if/when there is a relevant
discussion.
I’ve included Robert on this email, as I believe he was the one who originall y reached out to
me to see if we could find someone to attend as a citizen representative.
