Approval of Minutes: January 12, 2018 Special Meeting; and November 15 Regular Meeting Commissioner Larsen made motion to approve the January 12`h minutes with the suggested changes. Motion was seconded by Commissioner Pogue. All ayes, motion carried Commissioner Larsen made motion to approve the November 15`h minutes as published. Motion was seconded by Commissioner Madrigal. Presentation: Converting Plastics to Diesel Fuel: Renewlogy (telephonic appearance) Priyanka Bakaya with Renewlogy 1-215-266-4237 was able to discuss and answer questions regarding the plastics to fuel process that will be utilized for Boise City's orange bag program starting this spring. Plastics are chopped down and distilled in a closed chamber. Due to the closed chamber there is no oxygen, nor emissions. Various grades of fuel can be created since each fuel distills at a different temperature. From time of entry into the chamber, it takes approximately 1 hour to process. 70-80% fuel, 25% natural gas and 5% char (labels or organics left over) 1 site in the US (Salt Lake) and 1 site being currently being commissioned for Canada Solid Waste Advisory Commission Meeting —January 24, 2018. Salt Lake City site can process 10 ton a day. They do not have any contracts at this time. They are usually receiving more material than they can process in one day. Boise's program currently in prep stage: They are the I` city to send 3-7 plastics in orange bags. Contamination will be caught as materials are being fed into the machine Renewlogy will absorb the cost of disposal to a certain amount (not disclosed) Transportation; no specifics given on how or when Dry materials are preferred (tolerance of moisture, not calculated yet) No #1 plastic! No Charges, No proceeds other than possible contamination disposal fees No discussion regarding sunset on service and focus on purchase of machine General information: Nothing special about the orange bags. Other places like Omaha Nebraska and Citrus California use other bags. Residential Recycling Program - (1) Jan. 2018 Changes to Meridian Plastics Program — Marketing efforts and update (Rachele Klein, Republic Services) Konrad provided fliers and brochure samples regarding the changes. Modes of communication will be cart labels, inserts into the bills, monthly newsletter. As of this meeting the fliers presented are drafts. Documents have not been approved for use and distribution. (2) Discussion to prepare for 2/1/18 Special Meeting on the topic of DOW Packaging and Specialty Plastics and Keep America Beautiful "Orange Bag" Grant Program SWAC asked Jason Korn, PW Dept., to research and report back on Omaha's program. (3) Reminder to Commissioners: Town Hall on Wednesday, January 24 at 6:30 p.m. at Cole Valley High School in Downtown Meridian (topic changes to plastics program, etc.) Flier routed through the dais for commissioners wishing to attend for time and location details (4) Parks & Recreation's CRFP FY18 Application: Clarification and discussion (Mike Barton) Mike provided clarification to Commissioners that the benches will be purchased and installed during FYI 8; however the park itself will not be open to the public until spring of FYI Commissioner Pogue made motion add the clarification to the record, and continue with the award. Subcommittee possible; Genesis Milam, Scott Walters, Steve Cory, Andrea Pogue, Victoria Madrigal, Luke Cavnar, Jason Korn, and a Republic Services Rep. Brett will schedule the first meeting soon. (6) Recycle a Bicycle Program -Selection of working committee (Cheryl Caldwell) Commission is interested in participating in the spring event put on by Parks Department. Andrea will contact Parks for dates. Subcommittee possible; Scott Walters, Mark Nelson, Megan Larsen, Rachele Klein, Meridian Cycle 7. New Business A. Chair Update — Ada County SWAC meeting of 01/17/18 and SWAC Annual Report Presentation to City Council on 01/23/18 Tabled to February Regular Meeting B. Commission Business: (1) Selection of Officers Commissioner Nelson nominated Steve Cory for Chair. Motion was seconded by Commissioner Pogue. Steve Cory accepted nomination. All ayes, motion carried Commissioner Pogue nominated Scott Walters for Vice Chair. Motion was seconded by Commissioner Nelson, Scott Walters accepted nomination. All ayes, motion carried (2) Setting of 2018 Regular Meeting Schedule Commissioner Powe made motion to retain the current monthly meeting schedule as set forth in City Code. The 4` Wednesday of each month from 4:00-5:00p.m. Understanding that meetings may be cancelled, rescheduled, and special meetings may be held with required notices. Dave Dean from Western Recycling came to podium to answer questions as well. Shipping materials to Seattle for Optic sorting. They are removing 1-2, but 3-7 are stacking up. He is not sure what is happening with those materials at this point. Steve Cory requested solid numbers. Konrad with Republic reports that Western provided them with 2256.52 tons per year plastics from residents throughout the Treasure Valley. There is an additional 937.53 tons per year of plastics from Commercial customers. Based on Konrad's information there is no breakdown of 3-7 plastics With Boise waiting to make changes, what negative affect will that have to Meridian's recycling efforts since we are trying to clean up now? (No direct answer given) 3-7 plastics equates to approximately 10% of all plastics collection with plastic film being 1 % of that 10%. 5. Presentation on technology to convert #347 plastics to diesel fuel and/or discussion with: Renewlogy representative Postponed; as the Rep was not contacted and scheduled for this meeting. 6. Presentation and/or discussion with: Republic Services representative regarding logistics and potential positive and/or negative impacts of launching an Orange Bag program in Meridian from RS's perspective; and current status of public outreach and marketing efforts re: implemented changes to Meridian's residential plastics recycling program and related issues. 7. Franklin Road, Meridian, ID 8364.2 208-685-7739 local. republicservices.com.site/idaho Subject: Recycling Market Impacts of China's Recyclable Materials Ban Dear Mayor de Weerd, December 5, 2017 Republic Services believes it is important to share information regarding drastic changes in international recycling markets over the last three months that have caused a long-term disruption in the recycling industry. These market changes impact the ability to continue recycling items our community is currently accustomed to recycling in both the commercial and residential programs. At this time, we have confirmed that mixed plastics (#1-7) are banned. Therefore, we are requesting a change in materials collected in the Meridian residential and commercial recycling programs in accordance with the Ada County SWAC recommendation which states, "Recycling in Ada County is changing in response to global recycling markets. Effective January 1, 2018, the following materials will be allowed in residential recycling carts: cardboard, tin/aluminum cans, mixed paper and plastic milk jugs, pop/soda bottles, fruit juice bottles and jugs, and detergent jugs. All other plastics are banned and must be disposed of in trash carts until viable markets reemerge for this material." Recycling programs are only as good as the global recycling markets. Markets are in a "reset" mode, requiring us to "re -set" our recycling program to match global markets. As of January 1st, 2018, China will no longer accept mixed plastics. Due to transit times from domestic ports to China, we have not seen orders for this material since November 1st, 2017. As a result of the ban, plastics other than plastic milk jugs, pop/soda bottles, fruit juice bottles and jugs, and detergent jugs will be landfilled. Mixed paper is also at risk of being banned due to high contamination levels. We understand the changes in recycling will cause some disruption to the local system and we are committed to assisting with public education.
