Dear Commissioners and City Council Members:
On behalf of Schultz Development, LLC, please accept these applications for the Annexation,
Rezone, and Preliminary Plat for the Wells Subdivision located at 2350 E Amity Road between
Locust Grove Road and Eagle Road. We are requesting annexation and rezone from County
RUT to City R-4 and a preliminary plat for 3 8 building lots and 11 common lots on 14.80
acres.
Annexation and Comprehensive Plan
The property is undeveloped County RUT with an existing home on 14.8 acres with the Ten
Mile Creels along the north property line. The property is contiguous to the Meridian City
limits on all sides with Messina Meadows Subdivision (R-8) on the north, Paisley Meadows
Subdivision (R-4) on the west, Castle Creek Subdivision (R-8) on the east, and White Bark
Subdivision (R-4) on the south across Amity Road.
The Meridian Comprehensive Plan calls for Low Density Residential for this site.
Proposed Zoning and Preliminary Plat
The submitted R-4 preliminary plat has 38 building lots and 11 common lots on 14.80 acres for
a gross density of 2.57 dwelling units per acre. The building lot sizes range from 8,001 SF to
42,506 SF with an average size of 10,664 SF. The requested R-4 zoning and gross density
both conform to the Low Density Residential designation on the Future Land Use map.
Sewer and Water Service
The Wells Subdivision has an existing 18 -inch sewer main through the site in the Zopira Road
alignment that was installed in 2017 for the White Bark Subdivision, Sky Mesa Subdivision,
and future developments to the south. In addition, the Paisley Meadows #1 Subdivision has
installed a 8 -inch sewer stub on the west boundary in Melwood Street. The Wells Subdivision
will utilize both of these sewer mains for service.
An existing 12 -inch water main is located in Amity Road and 8 -inch water mains in the
adjacent stub streets in Paisley Meadows and Messina Meadows. The Wells Subdivision will
utilize new 8 -inch main with connections to the adjacent mains,
Pressure Irrigation
The existing regional pump stations (3) for pressure irrigation operated by Nampa -Meridian
Irrigation District (NMID) in the area are all at capacity with no room for expansion or
upgrades. In addition, the adjacent irrigation delivery source in the Ten Mile Creels is not
reliable for continuous supply during the irrigation season. As such, Wells Subdivision is
working with the Castle Creek Subdivision and NMID for a new, 4th pump station to provide
additional capacity for these subdivisions on NMID property near the Ridenbaugh Canal north
of this site. The pump station will be connected to the adjacent subdivisions and Wells
Subdivision will connect pressure irrigation mains to Paisley Meadows and Messina Meadows
to expand the overall regional distribution system supplied by four regional pumping stations
north of Amity Road from Caven Ridge on the west to Eagle Road on the east.
Gravity Irrigation
The private field drain for properties to the south will be piped parallel to Amity Road in a 12"
pipe and connect into an existing 18 -inch gravity line constructed by Paisley Meadows that
drains north to the Ten Mile Creels along our western boundary.
Roadways and Storm Drainage
The site is immediately accessible to Amity Road on the south, existing Zopiro Way on the
north, existing Melwood Street on the west, and future Daulby Drive on the east. We are
required by ACHD to connect to Zopiro Way with a new bridge crossing of the Ten Mile Creek
into the Messina Meadows Subdivision. We have provided a traffic calming island at the south
approach to the bridge.
The new roadways will be 33 -foot -wide back to back of curb with 5 -foot -wide detached
sidewalks and 8 -foot -wide parkstrips on all streets except the Daulby Drive connection to the
east that will match the approved attached sidewalk section. On -street parking will be be
allowed on both sides of all streets and the cul-de-sac is designed to meet City of Meridian Fire
Department radius requirements.
Common driveways will be provided for 8 lots in 3 locations that will be accessible by 20 -foot -
wide common driveways plus 5 -foot landscape buffers in a 25 -foot -wide common lot.
Storm drainage will be mitigated by underground seepage beds and/or retention ponds in
accordance with ACHD design criteria as designed during the final plat and development plan
process.
Landscaping, Fencing, and Amenities
The Wells Subdivision has 1.80 acres or 12.5% of qualified open space including the common
lots with detached sidewalk, park strips excluding driveways, %2 of the Amity Road frontage,
and excluding the 50 -foot -wide Ten Mile Creek common lot that will be maintained with
natural vegetation only by the HOA.
The west, east, and south perimeters will be fenced with 6 -foot -tall vinyl fencing and the north
boundary and common areas will have 6 -foot -tall wrought iron fencing.
A gazebo sitting area and meandering sidewalk connecting the two roads will be provided in
the north common open space adjacent to the Ten Mile Creek common lot.
Architecture
The Wells Subdivision site will have architecture compatible with adjacent subdivisions and
ample width to allow for 3 -car garages and a range of home sizes from 2,000-3,000 square feet
on deeper lots ranging from 120 feet to 140 feet in depth. See attached photos of adjacent
subdivision homes.
Variances
The site design for the Wells Subdivision exceeds the minimum requirements of the R-4 zoning
ordinance and no variances or waivers are requested with this application.
Summary
The proposed annexation, rezone, and preliminary plat applications for the Wells Subdivision
carefully considered all aspects of the Meridian Zoning Ordinance, the Meridian
Comprehensive Plan, site location, surrounding neighborhoods, and the housing market in
Meridian to develop a high-quality residential development that exceeds the minimum
development standards and provides excellent design characteristics. We respectfully request

Per Unified Development Code (UDC) 11 -5A -5D, the applicant for all applications requiring a

required date, the hearing will be continued.
The sign(s) shall be removed no later than three (3) days after the end of the public hearing for

The name Wells Street Subdivision was previously reserved for a Meridian development in November 2005,
but has not been recorded and does not appear to be in the process of gaining approvals as required by the
reservation policy.
Therefore, at your request, I will reserve the name Wells Subdivision for your project. I can honor this
reservation only as long as your project is in the approval process. Final approval can only take place when
the final plat is recorded.
This reservation is available for the project as long as it is in the approval process unless the project is
terminated by the client, the jurisdiction or the conditions of approval have not been met, in which case the
name can be re -used by someone else.
