Conger Managing Member JDC:ml Oberg — Narrative and Summary of Applications DevCo LLC, Real Estate Development Page 1 DEVCOLL, Oberg Residential Community — Narrative The site for the proposed Oberg Community is located in West Meridian on Ustick Road between Eagle and Locust Grove roads. Located in East Meridian, Oberg provides a great opportunity as there are few remaining developable parcels in this area. With the close proximity to Eagle Road, homeowners will have quick access to abundant retail along Eagle Road including The Village at Meridian, the recently opened Boise Co -Op and amenities such as Kleiner Mermorial Park and Settlers Park. Homeowners will also have easy access to Interstate 84 to the south and Chinden to the north. Oberg is a single-family residential community situated on approximately 4.79 acres and will consist of 25 residential home sites. The subdivision development is planned for one phase. Oberg provides access to a variety of recreational amenities, including: • Settlers Park • Julius M. Kleiner Memorial Park • The Village at Meridian Black Rock Homes will be the homebuilder that will complete the residential dwellings. These high quality and well-designed homes have been proven to be a great addition to the Meridian City residential options in two previous North East Meridian Projects. SUMMARY OF APPLICATIONS Oberg Subdivision is a 25 lot planned development on 4.68 acres located on East Ustick Road in North East Meridian. This 4.79 acre parcel has one comprehensive map designation of Medium Density Residential. During our pre -application meetings with the Meridian City Planning Team, it was established that the project would be within Meridian City Code and be well served an R-15 residential zoning. Density Allowed per the Meridian City Ordinance and the Comprehensive Plan would be 38.32 residential lots. PRELIMINARY PLAT APPLICATION The Oberg neighborhood does not front any existing public ROW, so no off-site improvements will be required. Sanitary Sewer service is being provided by the City of Meridian. Meridian City has an existing sewer trunk line facility, that bi-sects this property. The City of Meridian will be providing domestic water service to these homeowners from an existing main line in in the Verado Development. This neighborhood design complies with the requirements of the Meridian City Comprehensive Plan, Meridian City Subdivision Ordinance. HOUSING PRODUCT The Oberg housing product is identical to the Solterra community that was approved by the Meridian City Council in 2014 and is currently being completed. The two housing types have submitted renderings as well as the following descriptions: • The two -attached townhomes were specifically designed as single level and we have planned this product as an aesthetically pleasing rear design instead of two-story product backing up to the existing neighbors. PRODUCT / LOT SIZES: DevCo and Conger Management Group have teamed with Black Rock Homes to evaluate the area, market conditions, schools, services and nearby recreation to establish the housing product and associated site plan. To satisfy the comprehensive plan as well as adhere with our research results, we have provided a site plan that is single family attached residential. The housing renderings are designed by Black Rock Homes and are representative of what we anticipate to be constructed in Oberg. RESIDENTIAL DESIGN: All of the units in the Oberg neighborhood are single-family attached homes, except where there is an odd number of lots in a block. The following provides site coverage information: of Site Devoted to Residential Development Area 59.91% of Site Devoted to Common Areas 17.95% of Site Devoted to Roads / Parking 22.14% Tota 1 100.00% Building Lots: 25 Lots Gross Density: 5.21 Dwelling Units/Acre ON/OFF SITE AMENTIES: As the developer we have a large amount invested in this property and we have researched, interviewed focus groups and followed the city ordinance to plan the most productive amenities for this area and this development. The amenity package also meets the requirement of Meridian City Development Code Chapter 11-03, Subsection 7 which requires that the application have two amenities from the approved list. Even though the Oberg neighborhood is under the 5 ac requirement of the code the plan has three qualifying amenities that are proposed as follows: o Pathway o Open Space o Easy Access to Retail Transportation / Roadways: Oberg is connected to Ustick which was fully improved less than 2 years ago through the Verado Subdivision. PRE -APPLICATION MEETING & NEIGHBORHOOD MEETING The pre -application meeting was held with the Meridian City planning and development staff on September 5, 2017. The neighborhood meeting was held on November 9, 2017 at 6:00 pm at the property. There were approximately twelve (12) people in attendance at this meeting. CONCLUSION DevCo is respectfully requesting approval of the annexation, zoning and preliminary plat applications for 25 residential home sites located in North East Meridian. This project will provide quality, desirable housing price points and densities while maintaining compatibility with Meridian City Codes as well as the surrounding properties. Thank you. STRATA observed excavation of 4 test pits at the project site on January 15, 2016. During our site exploration, we encountered non-cemented lean clay and variably cemented silt to a depth of up to approximately 6 feet below existing grade. Underlying the silt and clay, we encountered silty gravel and poorly graded gravel with sand. We did not encounter groundwater within our exploration or during subsequent groundwater monitoring accomplished in April 2016. However, we anticipate groundwater will likely be present at depths of 12 to 14 feet below ground surface during the irrigation season. Groundwater levels will fluctuate seasonally. Based on these soil conditions, we consider subsurface stormwater infiltration to be viable for the project, and ecommend stormwater facilities be constructed to extend into native poorly graded gravel present at depths of 6 to 8 feet, and designed with an allowable infiltration rate of 8 inches per hour.
