No discussion was had and Commissioner Lancaster motioned to approve the minutes as presented with a second by Commissioner Lewis – all ayes – motion carried. 4. Old Business Items a. Transportation Update (memo attached; C. Hood) Mr. Hood began by directing the Commission to page 7 of the packet and the Transportation Projects Update memo. Mr. Hood reminded the Commission that all new information is in BOLD. Mr. Hood will not review all items but will highlight specific topics. Mr. Hood noted he is happy to field questions and provide further detailed information on any item in the memo. Mr. Hood gave a brief update on the Pine Avenue construction project downtown. Work is expected to be complete in September with Pine Avenue reopening in August. Mr. Hood moved to page 8 of the packet and gave updates on the Linder Road, Ustick to McMillan and Linder Road, Cayuse Creek Drive to Chinden projects; ACHD is looking to advance construction of the Ustick to McMillan portion up to 2019 to coincide with the Cayuse Creek Drive to Chinden project. 3 ACHD is looking to advance construction of the Ten Mile Road, Ustick to McMillan project up to 2020 in conjunction with the potential Costco project. ACHD would design the roadway and then turn the plans over to Costco for construction. Mr. Hood concluded with a brief update on SH-16 on page 10; that project is moving into the design phase. Chairman Ballard opened the floor for further discussion and Mr. Hood stood for questions and answers. No discussion took place and Chairman Ballard closed the topic. b. Franklin Rd., Eagle Rd. and Lake Hazel Rd. Speed limit Study Results (memo attached; S. Martin) Mr. Martin began with a brief review and explanation of the different segments studied and their results; what was studied, how speeds were calculated and clarified descriptions, i.e. pace. Based on results, no changes to the speed limits are recommended at this time for the portion of Eagle Rd. segments between Victory and Amity, Amity to Taconic or Amity to Lake Hazel. In addition no changes are recommended to Lake Hazel between Eagle and Cloverdale, due to adjacent land uses and road characteristics. However, on Franklin from Eagle Rd. to Black Cat and the different segments throughout the corridor there is a recommendation to raise the posted speed limit on Franklin from Eagle Rd. to Locust Grove and Ten Mile to Black Cat from 40 mph to 45 mph. Chairman Ballard opened the floor for discussion and Mr. Martin stood for questions and answers. Discussion took place and Mr. Hood reminded the Commission why the studies were requested and if the Commission would like to ask City Council to petition ACHD to make changes to speed limits a motion is appropriate. A motion was made by Commissioner Hall to request City Council petition ACHD with the recommended changes as proposed in the studies; second by Commissioner Davis – all ayes- motion passed. 5. New Business Items a. ValleyConnect 2.0 (Stephen Hunt, Valley Region Transit) Mr. Hunt began his presentation with a brief introduction of himself, as the principal planner at Valley Regional Transit (VRT) and his background. He proceeded in reviewing the objective of his presentation on ValleyConnect 2.0, which is a draft plan that the VRT Board recently approved for public comment. A memo was distributed which outlined the presentations that will be provided to various boards and organizations around the valley. Mr. Hunt is seeking public feedback and support from the Commission on the draft plan. Mr. Hunt also provided draft plan context and clarification of definitions used within the plan, i.e. urban and freedom. ValleyConnect 2.0 is important because it helps address freedom of movement in the public space, reduce roadway congestion and costs to families and the community. It also supports development connectivity within the City of Meridian. The results of ValleyConnect 2.0 are: • Plan to grow the transit service by four times its current level. 4 • Increase route/corridor frequency (9 different high-frequency corridors with service every 15 minutes). • Extend the span of service (longer hours, 7 days/week). • Provide investments in roadways to help transit move faster through congestion. • Projected increase ridership by 800% and doubling productivity (increase ridership from 1.2 million to over 10million boardings/yr). • Coordination of services (integrating with other services, i.e. Lyft/Uber, to final destinations). Mr. Hunt continued and reviewed the intermediate and growth scenario projections. The largest portion of costs is investments in busses, corridor improvements, passenger amenities, technology, park and rides and maintenance facilities. Mr. Hunt then reviewed the route network and design and how that would impact Meridian. Mr. Hunt concluded by sharing the links to the full plan and public survey and asked for support from the Commission/City on getting the information out to the public. Chairman Ballard opened the floor for discussion, which took place, and Mr. Hunt stood for questions and answers. b. Meridian Police Department Status Report (Sgt. Arnold) Chairman Ballard noted that Sgt. Arnold was not in attendance and moved on to item 5c. The Meridian PD status report will be kept on the agenda for future updates. c. ACHD Pedestrian Advisory Group (David Corcoran, ACHD) Mr. David Corcoran introduced himself as a Senior Planner for ACHD but is addressing the Commission today as the staff representative for the ACHD Pedestrian Advisory Group (PAG). A vacancy on the advisory group is eminent and Mr. Corcoran is seeking a volunteer from the Meridian Transportation Commission to sit on the Pedestrian Advisory Group. Mr. Corcoran gave a brief review of what the group’s charter is, membership, terms of service, etc. Chairman Ballard opened the floor for discussion, which took place, and Commissioner Lewis volunteered to serve on ACHD’s PAG. Item 5c was closed. d. River Valley Street Crosswalk Request (memo attached; C. Hood) Mr. Hood began by directing the Commission to page 16 in the Commission packet and gave a brief review of the correspondence received and the concern raised by Mr. Anthony Colon; page 18 has a visual aid of where a proposed crosswalk could be placed. Chairman Ballard opened the floor for discussion, which took place and Mr. Hood (and Mr. Martin) stood for questions and answers. It was noted that ACHD was currently looking into this request. Chairman Ballard recommend that this item be added to old business for March/April for follow-up and then closed the topic. 5 e. 2018 City Transportation Priorities (memo attached; C. Hood) Mr. Hood began with a reminder that last month the Commissioners got through the Roadways and Intersections portion of the Transportation Priorities information. Mr. Hood suggested that this meeting be focused on finalizing the Community Program Projects so information could be shared with City Council prior to the ACHD deadline of March 16 th . Mr. Hood directed the Commissioners attention to page 19 in the packet to begin their review and prioritization of projects. Mr. Hood received information from Ms. Carson for the school district, but did not incorporate in the list included in the packet. However, Mr. Hood handed out the school district priorities for discussion in conjunction with the City’s priorities at the meeting. Discussion occurred, changes were suggested and prioritizations were recommended. Commissioner Lewis noted and questioned why the 8 th Street/Meridian Middle School project had been removed from the City’s priority list. Commissioner Lewis recommended that item 6 under Community Programs, Eagle Rd, Amity Rd/Victory Rd be removed from the City’s list and insert the School Districts #1 priority, 8th Street/Meridian Middle School back onto the City’s priority list in position #6. A motion by Commissioner Hopkins was made to accept this change and prioritization position; second by Commissioner Hall – all ayes – motion passed. Commissioner Lewis made a motion to modify the City’s Community Program priority #5 Stoddard Rd., Victory Rd/Kodiak Dr. to include the School District’s priority #7, install an enhanced pedestrian signal; second by Commissioner Hopkins – all ayes – motion passed. Mr. Hood suggested that all the remaining School District Community Programs be added to the end of the City’s Community Programs list. Commissioner Leslie made a motion to accept Mr. Hood’s suggestion; second by Commissioner Davis – all ayes – motion passed. Commissioner Lewis motioned to accept the Community Programs priority list as edited by the aforementioned changes; second by Commissioner Lancaster – all ayes – motion carried. f. Staff Communications (memo attached; C. Hood) Mr. Hood directed the Commission’s attention to pages 25 and 26 of the packet, which are straight-forward. No discussion was had and Chairman Ballard closed the topic. 6. Future Meeting Topics Chairman Ballard asked for any future meeting topics. Commissioner Lancaster recommended one additional item when Sgt. Arnold is in attendance; school zone on Meridian Rd (near the Pine intersection) a. Compression Brakes b. Design will take place in FY17/FY18 with ROW programmed for FY18/19. A dual-lane roundabout will be the ultimate build-out condition of the intersection. Initially though, a single-lane roundabout will be constructed; designed for easy expansion to a dual-lane. This project is shown for construction in 2022 in the adopted 2018-2022 IFYWP. ITD PROJECTS SH-55 (Eagle Road): Design work is complete to add an additional northbound and southbound lane to Eagle Road, between River Valley and I-84. The northbound lane between Franklin and Fairview was complete earlier this spring. CenterCal plans to construct the additional southbound lane in 2022 through the STAR program. US 20/26: A Strategic Initiatives Project to widen Chinden to 4-lanes between Locust Grove and Eagle is in the ITIP for construction in 2021. ITD and ACHD are coordinating intersection improvements at Locust Grove/Chinden as well. On September 21st, the ITD Board approved the FY18-2024 ITIP (this is the first year for a 7-year Program). The ITIP contains segments of US 20/26, from Eagle Road to Star Road – 7 miles! On October 30th, the Federal Highway Administration (FHWA) determined that the US 20/26 EA will have no significant impact on the human or natural environment (FONSI). This finding allows the improvements, and mitigation, on the corridor to proceed. A kick-off meeting was held at ITD District 3 on December 5th, for the Locust Grove to Eagle segment; Parametrix is doing the design for ITD. The cities of Eagle, Boise and Meridian all impacted. Interstate 84: This project is for the Nampa segment of the Interstate between Karcher Underpass and Franklin Boulevard. The project includes replacement and widening of a canal structure at Mason Creek, replacement and expansion of two bridges that cross over the UPRR and a canal, widening I-84 to three lanes with an additional auxiliary lane between Franklin and Northside Boulevards, and improving the two interchanges. This corridor is listed as the number one priority in the regional long-range transportation plan. In April, the ITD Board voted to use additional GARVEE bonding authority for this project. A FY2017-2021 STIP/TIP amendment added $150M to the program for this project. 10 SH-16: During the December 14th ITD Board meeting, the Board approved $6M to design SH-16 between US 20/26 and I-84. PATHWAYS Rail with Trail: In the fall of 2012, the City applied for an $85,000 grant to study the Rail with Trail (RWT) pathway crossing of streets (7 crossings; Black Cat to Locust Grove). Currently, there is $511,000 in PD for pathway construction in the Regional Transportation Improvement Plan (TIP). This project was recently delayed as there are additional environmental and right-of-way impacts. Five Mile Creek Pathway: The City applied for a COMPASS grant to design and construct a portion of the Five Mile Creek pathway near the wastewater recovery facility. Parametrix has prepared the project development report which should be available on the COMPASS website in the near future. This project has advanced from PD to CN in 2022 at a cost of $395K in the TIP. MDC / OTHER PROJECTS Transit: A public transit service focusing on seniors and persons with disabilities has been developed. This Lifestyle Service concept, which includes two service zones, was presented to the Council in July of 2016. The Council agreed to help with start-up costs and try the service for FY17. The service, operated by Harvest Church, began in December 2016. Parklets: In other cities throughout the US, parklets (on-street parking areas converted to public seating/use areas) are becoming more and more popular. Some businesses in downtown Meridian are interested in installing parklets. The Master License Agreement between the City and ACHD was executed the week of April 25, 2016 allowing parklets. Eagle Road Signal Equipment Upgrades: In 2018, ITD plans to install upgraded signal controllers and radar detection at intersections along the corridor. ACHD has Signal Performance Measure software that provides a visua l display of traffic data to aid in signal timing and maintenance. This is a $463,000 project. Eagle Road Bike/Ped Project Development: COMPASS has contracted with Keller Associates to further develop a bicycle and pedestrian plan for the corridor. The b oundaries of the project are Overland and Chinden. Reports for the four highest ranking segments have been completed. Earlier this year, City Staff submitted a Phase II application to COMPASS seeking funding for design and construction of this project. In the 2018-2022 TIP there is $700K programmed in PD for CN of the first segment, Franklin to Pine. ACHD 2018-2022 IFYWP: Annually, the City prepares transportation priority lists for the transportation agencies (ACHD, ITD, COMPASS and VRT) to consider in their programming and budget processes. The Meridian Transportation Commission (TC) is tasked with making recommendations to the City Council on priority transportation projects. During the January meeting, the TC will discuss priority projects for 2018 to send to ACHD. These priorities will be considered by ACHD during the drafting of the 2019- 2023 IFYWP. 11 6b. Southeast Meridian Crosswalk Request Memo To: Meridian Transportation Commission From: Caleb Hood, Planning Division Manager Date: 1/4/2018 Re: Southeast Crosswalks A letter (attached) was sent to the City this past month, requesting pedestrian crossings of Eagle and Amity roads, providing enhanced access between Tuscany Subdivision and the new YMCA. ACHD has a roadway widening project in 2020 to improve Eagle, between Amity and Victory and a project in PD to widen Eagle south of Amity. Both of these projects include curb, gutter and sidewalk. Additionally, the Albertson’s planned at the northwest corner of Eagle/Amity plans to improve the intersection with a dual-lane roundabout in 2018. Further, ACHD has had discussions with a developer to accelerate some improvements in this same area, near Taconic. Staff will inquire with ACHD as to the scope and status of this developer cooperative project at ACHD and share that during the January meeting. The Commission should discuss and then consider adding this request(s) to this year’s Community Programs project list (see agenda item 6d). 12 13 14 6c. COMPASS Freight Corridor Study Update Memo To: Meridian Transportation Commission From: Caleb Hood, Planning Division Manager Date: 1/3/2018 Re: COMPASS Freight Study During the December TC meeting, a request was made by Chairman Ballard that COMPASS attend the January meeting to provide the Commission with an update on the regional freight study. Liisa Itkonen, COMPASS Principal Planner, has prepared a memo (attached) and will be at the January 8th meeting to present and discuss the Study with the TC. The Commission should discuss and then consider this information as you compile this year’s priority project lists (see agenda item 6d). 15 16 6d. 2018 City Transportation Priorities Memo To: Meridian Transportation Commission From: Caleb Hood, Planning Division Manager Date: 1/5/2018 Re: 2018 Priorities On November 9th, the City received a letter from ACHD notifying us that they are about to begin work on the FY2019-2023 Integrated Five-Year Work Plan (IFYWP). Annually, the City prepares transportation priority lists for the transportation agencies to consider in their programming and budget processes. The Meridian Transportation Commission (TC) is tasked with making recommendations to the City Council on priority transportation projects. ACHD is requesting all project requests be submitted no later than March 16, 2018. During the December TC meeting, staff shared some background information on the IFYWP and the anticipated process for the TC to develop priority lists. Handouts and additional information like maps and spreadsheets were also provided. On December 28th, an e-mail was sent to the TC with City Staff’s draft priorities for 2018. A request for review and response by January 4th was made so that an updated priority spreadsheet could be shared in the subject packet. Only a couple of Commissioners responded, with only one proposing any changes to City Staff’s recommended priorities (see updated spreadsheet below.) Staff will bring hard-copies of the spreadsheet to the January 8th TC meeting. The goal is to finalize, during the January meeting, if possible, two prioritization lists: one for ACHD roadway and intersection projects and one for ACHD Community Programs (CP) projects (e.g. – sidewalks). The ITD/State facilities and other “regionally significant” projects lists can be done at a future date. These lists will then be shared and endorsed by the Mayor and City Council and sent to ACHD before the March 16th deadline.
