2017 11-15 Special MeetingA CITY OF MERIDIAN SOLID WASTE ADVISORY COMMISSION SPECIAL MEETING MINUTES Wednesday, November 15, 2017 4:00 P.M. — 5:00 P.M. Meridian City Hall, Council Chambers 33 East Broadway Avenue Meridian, Idaho 208-888-4433 1. Call to Order 4:00 p.m. 2. Roll -call Attendance: A. Scott Walters X Victoriah Madrigal, youth member X Rachele Klein (Republic Services) 3. Approval of the Agenda: Commissioner Larsen made motion to approve the agenda as published. Motion was seconded by Commissioner Nelson. All ayes, motion carried. 4. Approval of Minutes: October 25, 2017 meeting Bottom of page 1; send should be sent and China is misspelled. Commissioner Madrigal made motion to approve the minutes with corrections noted. Motion was seconded by Commissioner Neal. All ayes, motion carried. 5. Old Business A. Community Recycling Fund: (1). Current Balance (KG) current balance is showing 44650.73. This does not take into consideration the earmarking of funds for the "catalpa bench" for FY2018. (2). CRFP Application Review: (a). Meridian Parks & Recreation Dept. Mike Barton returned to answer any further questions related to the applications for MCRF money. Commissioner Nelson made motion to proceed to City Council with recommendation to fund this project as requested for $9702.25. Motion was seconded by Commissioner Walters. All ayes, motion carried. Meridian Library District Gretchen Caserotti returned to provide additional clarification and answer any further questions related to the applications, for MCRF money. It was determined that the original application amount of $15,000 is the amount that the Library is seeking for this project. Commissioner Larsen made motion to proceed to City Council with recommendation to fund this project as requested for $15000.00 Motion was seconded by Commissioner Walters. All ayes, motion carried. B. Litter Citizen Concern -Robin Brooks general discussion held regarding communication received from Ms. Brooks regarding littering. While it is felt that it is not within the scope of SWAC to police litter, we can suggest communications, announcements, and educational tools. Andrea to reach out the Kaycee Emery for possible social media blitz regarding the topic. 6. New Business A. Annual Report -Review Draft Andrea provided overview of draft report. Commissioner Larsen made motion approve the report with editing rights to Andrea and Karie in regarding to fund balance and project updates until the report is submitted for Council Agenda. Motion was seconded by Commissioner Walters. All ayes, motion carried. B. Ada SWAG -Update on China Green Sword There is a request that the County stop collection of 3-7 plastics. The plastics that will remain collectible in Meridian's program would be soda bottles, milk jugs and laundry soap bottles. ALL other plastic needs to be considered garbage. Republic Services will be getting information out to City of Meridian officials as soon as possible. Information can then be provided to the citizens for recycle program updates. B. FY17 Recycling and HHW Charts Konrad provided an overview on charts C. Fourth Quarter Summary and FY17 Annual Report: Republic Services Konrad provided a quick overview for the report 7. Next Meeting: December 27, 2017 Commissioner Larsen made motion to cancel the December 27'h meeting; making the next official meeting of SWAC, January 24, 2018.
