Project: Hill's Century Farm Assisted Living
Reference: Certificate of Zoning — Narrative
Hill's Century Farm Assisted Living will be a 76 unit assisted living / memory care facility (58,960 sq ft), at maximum
occupancy it will house 78 beds. As a 'Nursing or Residential Care Facility' the project complies with UDC 11-4-
3-29, this will be elaborated further below.
This project has been approved through the CUP process by the planning and zoning commission (CUP H-2017-
0130). There was no City Council Review on this project as it was approved at the P & Z Commission Meeting on
October 19, 2017 as a 'Findings of fact and Conclusions of Law for Approval'.
Since this building is located along E. Amity Rd. and surrounded by residential development, there has been
great care taken to make sure the building blends well with the surrounding structures. There are low pitched
roofs so that the building does not appear massive compared to surrounding areas. The exterior of the building
will employ fiber cement panel lap siding and shake shingles with stone veneer accents. These type of building
finishes are similar to those found on the surrounding residential structures.
There is a minimum 6 feet tall fence around the proposed memory care courtyard, per UDC 11-4-3-29C. There is
a gate with a knox box (per Meridian Fire Department) that will allow emergency personal to access this enclosure
if needed.
As our project abuts E. Amity Rd. we have increased the minimum required number of trees of 12 up to 17 which
is increase of 42%. These additional trees will help buffer the building as we are so close to the road. Heavy
landscape will also be used to buffer the trash enclosure on the northwest corner of the site.
The majority of the parking (44 stalls) has been located on the north side of the building along E. Amity Rd.
Locating the parking on the north side was required as this being the side with the main entrance of the building,
this will make it easier for residents to access vehicles when having to venture out for appointments. The trash
enclosure has also been located on the north side of the building; this is to minimize the distance required when
disposing of refuge.

Architectural Character
Cohesive Design:
• As there are not many commercial buildings in this area, we designed this building to relate to the
residential housing in the surrounding area. The main entry to the building is easy to find as this area
has larger architectural elements then the rest of the building.
Building Scale:
As there are not many two-story buildings in the area, great care was taken to not design a building
that looked like a two-story building. As such the roof slope was adjusted to hide the rooftop
mechanical units but not create a large mass of a building. Elements were added around the building
to break up the possible long facias with this type of building design. These added elements are
scaled to relate to a nice pedestrian interaction with the building.
Building Form:
• More architectural elements are found on the front (north) side of the building to aid in assisting
people in knowing where to enter the building. This does not mean that other exits (emergency exit)
around the building were forgotten, these areas will receive additional landscaping. The building also
has portions that extend out from the main body of the building, and has different wall treatments to
create a variation in the elevation as well as break up the roof mass.
Architectural Elements:
• As this building is to be the residence for seniors the building was designed to resemble a residential
home. The large gable roof at the entrance of the building was repeated around the building but in a
smaller scale. The pitch of the roof is at a slope that helps screen rooftop mechanical equipment. Non-
structural exposed timbers are located around the building as feature elements.
Materials:
The materials found on our building can easily be found on the surrounding residential houses close
by or on some of the limited commercial buildings. This is also why the materials were chosen. This
building will be the future residence for seniors in the community and we wanted it to feel like a house.
Signs and/or Lighting:
• There will only be one sign on the building at the front entrance. Also proposed is a single monument
sign at the curb -cut on E. Amity Rd.

Parking Lots
We have located the majority of our parking at the front of the building because the Owner needs to
control/have knowledge of where all residents of the facility are at all times. The front entrance works as a
means to meet this requirement, as such the parking is located here to assist in this.
Pedestrian Walkways and Facilities
As required by the City of Meridian we have located a pedestrian walkway connecting the front entrance with
the sidewalk along E. Amity Rd. By running a sidewalk all the way around the building we have given our
project the opportunity to connect to the future development surrounding our site.

This Design Review Alternate Compliance Narrative is to address the City of Meridian's comments in response
to our original Design Review submittal (A-2017-0270).
• Per UDC 11-3A-19B.2b, "For lots with frontage on a public street a minimum of forty percent (405yo) of
the buildable frontage of the property shall be occupied by building facades and/or public space.
Within mixed use areas, and for large multi -building developments, buildings may be placed away
from roadways if a minimum of thirty percent (30%) of the buildable frontage is occupied by building
facades and/or public space."
We are seeking approval of an alternate compliance to the above-mentioned Unified Development Code
based on the following:
The proposed parking layout is as such due to the nature of the proposed use — staff, residents and
visitors must enter and exit through the controlled central common area at the front of the building.
Access to the rear of the building is restricted except for emergencies. Only one drive aisle with
parking on either side is proposed between the front of the building and the street.
As an alternative means of complying with the intent of the ordinance, the applicant proposes to
increase the width of the street buffer along E. Amity Rd. from 25 to 36.5 feet, which is a 46% increase
over that required; and increase the number of trees planted within the buffer from 12 to 17, which is a
41% increase over that required. The extra landscaping should assist in screening the parking area
from the street and the extra width of the buffer will provide a spatial distance between Amity Road
and the parking area.
The drive aisle also acts as cross -access for other users and building located in the adjacent
development.
