In 2001, this property along with the larger Touchmark Living Centers (aka Meadowlake Village) property was annexed (AZ -99-021) and zone L -O and granted conceptual approval as a planned development (PD) to house mix of office, retail, single-family residential, and multi -family residential uses in the L -O district (CUP -99-039). The project was proposed to develop in multiple phases. A development agreement (DA) was recorded (Instrument NO. 101048096) which outlined the requirements of construction for each phase. Each phase requires detailed CUP approval. Subsequent amendments to the DA have been approved since 2001 (Instrument Ws 102143308 and 103137119). In 2003, a modification to the PD (CUP -03-005) was approved and later modified with a subsequent modification in 2004 (CUP -04-014). In 2007, a modification to the conceptual development plan approved with the PD was approved (CUP -07-008). The modification did not affect this site but did change the overall concept plan for the development The Villas are in accordance with UDC Table 11-213-2, which allows for a residential care facility in "L -O." Page 3 Design Review Narrative The proposed Villas consists of (39) thirty-nine two (2) bedroom detached and paired units, community `picnic' area, multiple pathways, gazebo, open space common areas, as well as full access to existing Touchmark community amenities. The Villas are a continuation of Touchmark Village, a full-service retirement community. These new, for -rent residential units will be owned, managed and leased by Touchmark. The parking for each Villa qualifies under the Use and Form category (UDC 11 -3C -6.A) of "Age Restricted Housing." More specifically, the requirement of two (2) parking spaces per unit is achieved by an enclosed garage and a parking pad. Occupancy of units will be requested upon completion of an individual or paired Villa. The architecture design for these units is based on craftsman cottage aesthetic, which is compatible in character and style with the surrounding community. Unites range from 1250 sf — 1300 sf, includes an outdoor private patio space, a single car garage and a 20' driveway for additional parking. The maximum building height is 22'-4". Construction materials used on the exterior units will be a mix of cottage lap siding, shake siding, cultured stone veneer, decorative corbels, metal railing accents, and asphalt shingle roofing material. The Villas are designed to continue the original vision as a community dedicated to the healthy lifestyles of its residents. This is accomplished through a network of walking paths and sidewalks connecting the existing Meadowlake Village with the new phase of development. The pathways will lead to open space areas featuring a blend of attractive landscaping and hardscape plaza areas for seating. These areas will provide residents a place to gather, which include gazebo and `picnic' areas. The streets will be lined with trees inside a planter strip buffer, creating an attractive street scape. The existing southern berm and landscape elements on the site will remain, and a retaining wall will be installed at the toe of the berm so that the units can be held low in relationship to the freeway. The storage units will be exclusively for Touchmark residents, and not available to the general public. Although final design is not yet complete, the storage units are reflected on the proposed site plan. Because the storage units are directly adjacent to the maintenance facility and separated from the residential uses by the irrigation easement and proposed landscaping, the use is ancillary and will not detract from the quality of life. The storage units will be accessed from the Maintenance Facility / South Worth Way, and will be completely secured by gates, fencing and garage doors. Design and materials will match those of the Maintenance Facility, and compatible both in scale and design with the Villas.
