Christmas Presentation - Steve Siddoway On behalf of the Department/ City, MPR Director Steve Siddoway expressed his appreciation to the Commission for all of the volunteer hours, service, and work they put in on behalf of the community. MPR staff members are grateful for everything the Commission is doing. Steve presented a Christmas card and small gift to each Commissioner as a way of saying "thank you." He wished them all a Merry Christmas and Happy New Year. b. Committee Assignments - Jo Greer Commission Vice President Jo Greer announced, typically, the Commissioners would go through the different committees (Parks Committee, Pathways Committee, and Marketing Committee) and discuss which assignment everyone would prefer. However, after some discussion internally, it was felt the committees were formulated in the beginning because they were needed to make some decisions. As things have transpired, the committees were no longer necessarily required at every Commission meeting. There was discussion about dissolving the committees unless one was specifically needed, or even having a workshop or a special meeting. Information could also be communicated through staff reports. MPR Director Steve Siddoway also provided his perspective/ proposal on committees. He has received some feedback that the committee meetings, as they have been recently, have been a lot of staff reporting out and staff updates. Any special event, pathway, park amenity, or other topic that is timely could be made to the full Commission to hear and discuss, even at the workshop level where appropriate. The Commission could still complete tasks that were originally at the committee level, such as volunteer sign-up sheets for special events and activities. Staff would just come to the meeting with those composed sheets to share with the full Commission. According to the Commission Bylaws, if and when there is ever a need for a committee, there is still very much the possibility of forming one in an ad-hoc fashion. There was general consensus to move forward with the direction Vice President Greer and Director Siddoway proposed above. 5. Committee Meetings - NONE 6. Committee Reports - NONE 7. New Business a. Idaho Walk Bike Alliance Walk -Friendly Cities - Cynthia Gibson Executive Director of the Idaho Walk Bike Alliance Cynthia Gibson gave a presentation about a holistic approach to walk -friendly, healthy communities, including engineering, education, encouragement, enforcement, and evaluation. This is a national recognition program that is developed to encourage US cities to establish and commit to a safer walking environment in their communities. More analysis is needed regarding the time commitment and level of effort involved before deciding whether to proceed with the application. Commissioner Elections - Jo Greer Commission Vice President Jo Greer facilitated elections of the President and Vice President for 2018. The current Vice President—Commissioner Jo Greer—received an automatic nomination for President. There were no other nominations for President. Commissioner John Nesmith nominated Commissioner Jessica West for Vice President. There were no other nominations for Vice President. Commission Vice President Jo Greer entertained a motion. Commissioner John Nesmith moved to elect Jo Greer for President and Jessica West for Vice President for the 2018 season. Commissioner Keith Bevan seconded. All were in favor of the motion. Congratulations to Jo Greer as the new President and Jessica West as Vice President. The new Commission leadership is effective January 1, 2018. c. Brainstorm 2018 All -Commission Goals - Jo Greer The Commission reviewed the 2017 MPR All -Commission Goals. In an effort to streamline the process and as a starting point for discussion, some draft goals for 2018 were brought forward and reviewed. There were a few minor changes made to the draft goals. Each Commissioner was asked to list the order of importance of these 13 goals. Steve Siddoway tallied their priority levels. Kleiner Park Memorial Plaza Tree Update - Steve Siddoway On behalf of MPR Parks Superintendent Mike Barton, Director Steve Siddoway provided a PowerPoint presentation update about the proposed Kleiner Park memorial plaza tree—Magnolia Butterflies. Copies of Mike's slides are attached to these meeting minutes. Steve's recommendation was to move forward with the Magnolia Butterflies tree selection with the additional feedback of ensuring the surrounding landscaping would include additional seasonal color and year-round interest for plants that would still look good in the winter. Commissioner Hannah Sturtevant moved to approve Director Siddoway's recommendation. Commissioner Creg Steele seconded. All were in favor of the motion. 9. Workshop -NONE 10. Staff Reports MPR Director Steve Siddoway reported on the following: • MPR Department 2017 Annual Report - Copies of the report were provided to the Commission. Steve gave kudos to Shelly Houston who helped put the report together. This document is a picture version of the major accomplishments, priorities, and tasks of the past year. • 2017-2018 Winter/Spring Activity Guide - The guide is newly out. Copies were provided to the Commission. • Celebration for Keith Bird's Retirement - There is a retirement celebration for Keith Bird scheduled for next Tuesday, December 19, 2017 from 4-5 p.m. at Meridian City Hall. • Christmas in Meridian - Festivities have been huge over the last two weeks which include the Winter Lights Parade Ft Tree Lighting Ceremony, Children's Winterland Festival, decoration coordination of the City Hall foyer Christmas tree, and the delivery coordination and decoration of the live Christmas tree to Generations Plaza which was donated by volunteer Billie Bowles this year. In addition, there is the "winter wonderland" of lights at City Hall, plus the snowflakes, banners, and garland wrapping on the poles up and down Main Street. There is also Santa's mailbox where kids are providing letters to Santa. A lot is going on through the MPR Department for Christmas in Meridian. Many of the Commissioners have been involved in a variety of aspects for these events/ activities for which Steve expressed his thanks. MPR Recreation Manager Colin Moss reported on the following: • Rec1 - The new software system, Recl, went live on December 5, 2017. So far, MPR staff members have had good success with the exception of small glitches here and there, which are being worked through. The Activity Guide registrations are online. MPR staff has been receiving positive feedback from instructors who are able to access their portals for class rosters, etc. • MPR Website - Staff will make a concerted effort to update the website. Colin met with the IT Web Developer regarding reconfigurations starting with the homepage and then will trickle down from there hitting every page. • Recreation Summer Camp Coordinator - This new seasonal position is currently posted which will work part-time from February through the end of May and then work full-time during the summer camp season of June, July, and August. With the new position comes a third summer camp site that will be offered starting in 2018. • Christmas - He took a moment to thank everybody that participated and brought all of their ideas and enthusiasm to the Winter Lights Parade and the Children's Winterland Festival. He thought the parade went really well. The quality of the parade floats has been going up each year. People are really buying in and making this a community effort. The parade route changed for this year. • Holiday Classic Volleyball Tournament - This event took place in November 2017. Tyler Roberds received approximately $3,000 in revenue from the tournament and took a team of volunteers to Walmart to purchase presents for 57 less -fortunate kids participating in the Meridian Head Start program– approximately 315 gifts. Many thanks to all of the volunteers with the Christmas spirit who helped wrap the gifts along with the volunteers sending out Santa letters. 11.Adjourn Commission Vice President Jo Greer entertained a motion to adjourn the meeting. C��(IEAIDIAN�-- MERIDIAN PARKS & RECREATION COMMISSION ANNUAL REPORT FISCAL YEAR 2017 (10/1/16 - 9/30/17) 1. All -Commission Goals & Accomplishments I) Develop a connected pathway system across the City of Meridian, with the Five Mile Creek Pathway as the top priority. In December 2016, the MPR Commission adopted its 2017 Pathway Priority Task List Resolution, which focuses on connectivity of the Five Mile Creek Pathway and other segments. The following are specific segment updates regarding the Five Mile Creek Pathway: • Segment D from Ten Mile to Black Cat Roads - The MPR Commission was in favor of the modified preferred pathway alignment, as proposed by staff, and in pursuing a potential trailhead on Ten Mile Road. • Segment F along Linder to Ustick Roads near Tully Park - The sidewalk widening plans were completed and approved. The necessary easement was obtained. The project was put out to bid; however, no bids were received. MPR staff is currently negotiating pricing and contracts for construction in the spring of 2018. • Segment G at East James Court - Five of the eight easements have been received. We are actively seeking signatures for the remaining three easements. The goal is to receive these vital permissions, finalize the plans with approvals, and bid in 2018. Segment H at Pine Avenue (Stonehenge to Locust) - This will be constructed with the ACHD project to widen Pine Avenue. ACHD is currently bidding this project with an anticipated spring 2018 start date. Page Z of 10 • Segment H2 from Badley to Fairview - Construction was completed in October 2017. A ribbon -cutting ceremony is planned for spring of 2018. Pathway signage for the Five Mile Creek Pathway from Pine Avenue to Ten Mile Road has been installed. 2) Explore options to obtain, build, or develop partnerships for additional park space and/or amenities. Through a partnership with the Meridian Youth Advisory Council (MYAC), Meridian opened its first outdoor gym in Tully Park and held a ribbon -cutting ceremony on November 14, 2016. Participatory budgeting through the MYAC was also granted to construct the Memorial Plaza in Kleiner Park, which is underway. 3) Participate in the design development of the future South Meridian Regional Park. Commission members received multiple updates about design development throughout the fiscal year regarding the South Meridian Regional Park. They were fully engaged and provided much feedback concerning the schematic design, theming, identity, and park naming. In addition, Commissioners had the opportunity to interact with the public while attending an open house and received a project update on June 5, 2017. Currently, the Commission is working on naming and signage options for the park. 4) Engage other task forces, commissions, entities, and agencies through workshops and other outreach for partnership opportunities. On October 12, 2016, Mike Aho, Director of Eagle Parks & Recreation, presented an update to the Commission concerning the City of Eagle's Master Plan and Trail Plan—although, at the time, it had not been adopted—as well as their impact fee study. Gretchen Caserotti, Library Director with the Meridian Library District, provided an update to the MPR Commission in October 2016 about Page 2 of 10 who they are, what they do, what has been happening, partnerships, and where shared goals intersect and how they diverge in different spaces. S) Pursue improved tools and opportunities to communicate with citizens and stakeholders. In April 2017, a Community PowerPoint presentation, which was composed by the Marketing Committee, was given to Meridian Chamber of Commerce attendees over the lunch hour, which highlighted the MPR Department's services and programs to assist with promotion and marketing. It was also shared with the Kiwanis Club in June of 2017. From an idea formulated by the Marketing Committee, the MPR Department held a photo contest to help celebrate Parks & Recreation Month in July 2017. Community participants were encouraged to share their best photos taken in Meridian's parks and post them on social media with the hashtags #MeridianParks and #P1ayOnJuly. 6) Develop partnerships with the Meridian Fire Department for future fire stations to be collocated with parks. Meridian's Fire Chief Mark Niemeyer provided an update to the MPR Commission in the fall of 2016. The Commissioners were in favor of building a fire station in Bear Creek Park. MPR staff continues to work with the Fire Department concerning adding another potential fire station in the South Meridian Regional Park. 7) Continue to foster greater Commission involvement in community events through advanced notice and sign-up sheets. Volunteer sign-up sheets were created for special events and activities throughout the year. There was Commissioner presence at the following events: Page 3 of 10 • Trunk or Treat & Dance to the Beat on October 27, 2016 at Meridian City Hall. • Howl -O -Woof Pooch Parade & Costume Contest on October 29, 2016 held in Storey Park. • Veterans Day Ceremony on November 11, 2016 at the Kleiner Park Rock of Honor Memorial. • Christmas in Meridian Winter Lights Parade & Downtown Tree Lighting in December 2016. The Commission had its own "Santa's Workshop" parade float. In addition, there was representation at the Children's Winterland Festival at the Boys & Girls Club. • The Meridian Homecourt Ribbon -Cutting Ceremony and Open House on December 20, 2016. • The Hillsdale Park Groundbreaking Celebration on April 7, 2017. • Unplug & Be Outside Week Kick -Off Celebration on April 22, 2017 in Storey Park. • Arbor Day Tree Planting & Celebration at Hunter Elementary School on April 28, 2017. • Memorial Day Ceremony & Time Capsule Dedication on May 29, 2017 at the Kleiner Park Rock of Honor. • CableONE Movie Night in Meridian at Settlers Park throughout the months of June, July, and August 2017. • Independence Day Festival in Storey Park on July 4, 2017. • Meridian Community Block Party on September 9, 2017 in Kleiner Park. • Gene Kleiner Day Concert in the Park on September 16, 2017 at the Julius M. Kleiner Memorial Park. 8) Continue implementation of the updated MPR Master Pian. Page 4 of 10 MPR staff members continued to meet internally over the year to revisit the Master Plan Goals & Objectives, which were updated. Director Steve Siddoway reported on these goals and objectives to the Commission in March 2017 to bring Commissioners up to date. 9) Explore opportunities to build a pathway along Locust Grove Road to Chinden, connecting EagIe's pathway system and the greenbelt. The Eagle Parks & Recreation Director attended a meeting in October 2016 and detailed various projects that will impact North Meridian and Eagle. Connectivity options to Eagle Island State Park were also highlighted. Commissioner Steele and Director Siddoway also toured the potential pathway connection in ,July 2017. 10) Develop plans for a new, updated Memorial Program. The Commissioners reviewed concept plans for a new Memorial Plaza in Kleiner Park, both at the Commission and Committee levels. Other noteworthy accomplishments: 1) The MPR Commission recommended to City Council the official naming of both Hillsdale Park and the Keith Bird Legacy Park. 2) The Commission held workshops to review design concepts and to provide feedback concerning the development of Reta Huskey Park, Keith Bird Legacy Park, and Hillsdale Park. 3) The Commissioners held a team -building activity on ,June 14, 2017. They had a BBQ at Kleiner Park and learned how to play disc golf. 4) On September 13, 2017, Commission members attended the annual MPR Facilities Tour and viewed the following existing and future sites: Kleiner Park, Hillsdale Park, Bear Creek Park, Meridian Homecourt, Reta Huskey Park, and Keith Bird Legacy Park. Page 5 of 10 2. Parks Committee Goals & Accomplishments I) Recommend the design, construction, and installation of two artificial shade structures at Bear Creek and Julius M. Kleiner Memorial Parks. A new 16' x 16' picnic shelter was added between the softball fields at Bear Creek Park to provide a refuge for suectators and families. The Committee has also been involved in designing potential shade solutions for the bandshell in Kleiner Park. 2) Continue to seek opportunities to add shade in parks. This is an ongoing goal of the Committee. Twenty (20) shade trees were planted along the Kleiner Park bandshell amphitheater slope for park patrons. MPR staff is incorporating play structure equipment that does include shade elements. The entire play zone area design has been separated to incorporate shade for both children and adults. MPR staff and Commissioners will review future plans and drawings in the near future. 3) Assist in the design and development of the future South Meridian Regional Park. This goal is in progress. The Committee provided ideas and viewed multiple presentations. The Commission made a formal recommendation to name the park "Exploration Park." 4) Develop specific recommendations for multi -generational amenities. Reta Huskey, Keith Bird Legacy, and Hillsdale Parks will provide different amenities geared more toward all ages. Page 6 of 10 5) Work with the Arts Commission in using art to reinforce the identities of the three parks—Heroes, Champion, and Renaissance. The Committee held meetings with Commission members from the Meridian Arts Commission with the goal of adding art in Heroes Park. The Journey of Heroes art sculpture by Ken McCall is currently in the fabrication process. Pathways Committee Goals & Accomplishments 1) Plan for the Spring Pathways Tour on April I2, 2017. A Spring Pathways Tour was held on April 12, 2017. It was decided to delay holding a Pathways Priority Workshop until the MPR Department's recently -hired Pathways Project Manager becomes more acclimated with her position. 3) Foster avenues to engage the public and increase outreach to the community in support of pathways and connectivity via media, pathway -related events, and/or regional pathway planning efforts. MPR staff members have been actively participating in the Foundation for ADA County Trails (FACTS) by attending meetings, providing updates, and giving feedback on regional trails. Staff has been attending the regional Rail With Trail workgroup that includes Boise, Nampa, ADA County, COMPASS, and ITD. In addition, they are working with COMPASS and ITD regarding Transportation Alternatives funding (TAP) for our RWT and Five Mile Creek Pathway - Segment D from Ten Mile to Black Cat Roads. Staff met with two different HOAs to secure easements. An open house was held for residents of Destiny Cove HOA to provide comment on the James Court Sidewalk Widening project. A ribbon cutting is scheduled for the Five Mile Creek Pathway - Segment H2 from Badley to Fairview in spring 2018. A ribbon cutting for Reta Huskey Park was held, with media in attendance which opened another 1,200 feet of Five Mile Creek Pathway. 4) Actively support the pathway project priorities. Five Mile Creek Pathway is the Commission's top priority and has been supported with funding requests to Council, holding a workshop to determine the alignment of Segment D and approved final design for Segment H2. Lemp Canal/Larkwood Pathway Connection - Plans are 100% complete for this project. We will initiate the bid process in December. One of two necessary easements has been signed and recorded. The remaining property owner needed additional questions answered before signing the easement, but is now to move forward. Rachel Myers and I will meet with him this week to obtain a notarized signature. Staff met with the in-house Grants Review Committee and was approved to pursue Children Pedestrian Safety/LHTAC funds for this project. Timing of grant funding is such that, if awarded (in January 2018), we will use those funds for pathway construction. City dollars will be used to complete irrigation infrastructure work this winter. It's imperative that this work (for safe crossing of the minor lateral at the east end of this path) be completed prior to the 2018 irrigation season, when waterways are dry, and prior to pathway construction. Also during the off-season window, Settler's work crews continue to make progress on bank reinforcement near this proposed pathway segment. 3. E. James Court Sidewalk Widening, Five Mile Pathway - Staff continues efforts to make contact with the remaining three property owners along this segment who have yet to sign easements. Explanatory diagrams and materials were revised for better clarity and sent out [again] in hardcopy packets to all addresses on file. This included property owners as identified, as well as their legal representatives. Will make another round of follow-up calls this week to try and secure these permissions. Construction plans are ready to bid as soon as all easements can be signed. 4. Rail With Trail Pathway, Nine Mile Creek - Due to the delayed construction timeframe that arose from the recently -clarified federal requirements for cultural and environmental resources, staff met with the Mayor to discuss potential deferment of TAP funding until project year 2019. It was decided the Mayor would submit a letter to COMPASS to formalize this request. Some right- of-way and access issues remain outstanding, and staff continues to work on strategies for right-of-way access. Staff attended the COMPASS board meeting in November where the option of delaying the Rail -With -Trail (RWT) TAP funding was presented. Because no other funded project was available that could be advanced to 2018, the sole remaining option was to push RWT funds into pre -development status—that is, the funding category for projects to be constructed after 2022. 5. FY2017 Five Mile Creek Pathway - Segment D, Ten Mile to Black Cat - Staff met with Bob Schafer of The Land Group (TLG) to further discuss expectations and requirements for this project and give TLG occasion to opt out if it turns out not to be a fit for their firm. Bob is making specific inquiries as to in-house qualifications and consultant relationships and will get back to us with a yea or nay. We reached out to ACHD in the interest of coordinating pathway and pedestrian crossing details for the Five Mile Pathway with the proposed widening of Ten Mile Road in 2021. Staff has scheduled a meeting with David Rader, the Project Manager for this project, on Friday, December 8 to discuss timing for implementation and the possibility for a cost- share agreement with ACHD, and/or other opportunities for efficiencies and cost savings. Parks and Recreation staff will also meet with public works staff to discuss expansion at the WWTP site and design opportunities relative to the proposed expansion. This could serve as an amenity for both WWTP employees and pathway users, and could feature interpretive exhibits as well as loop of pathway that diverges from the Five Mile Drain in this area. 6. Linder Sidewalk Widening, Five Mile Creek Pathway - Current construction climate is such that it's very much a bidder's market, and we've had a difficult time getting timely bids for this pathway construction work. Staff finally received a bid from ESi that was $60,000 higher than the first bid received from Diamond Construction. The low bidder is a reputable contractor who has done solid work for the Department in the past, but has historically proven very slow to finish projects. 7. Transportation Improvement Projects - In November and early December, Parks staff worked with Development Services, Public Works, and COMPASS staff to submit Phase I applications for grant funding. (Five Mile Creek Pathway, above). This year there's a new standardized process for online submission that involved a bit of a learning curve. Staff continues to attend ongoing meetings with COMPASS and FACT to maintain relationships and opportunities for coordination with pathway and transportation stakeholders in the region. City Arborist's Report: ELKY HUFF 1. Downtown Christmas Tree - The Christmas tree was lit on December 1, 2017 for the annual Tree Lighting Ceremony. It appears I have found another tall Blue Spruce for next year which is approximately three miles away. 2. Kleiner Arboretum - I am working on a list of tree types that would be new to the arboretum. The area is filling up. 3. Tree Pruning Cycle - We will do some trimming this winter and some by contract this winter. Larger projects will be completed in the spring. 4. Tree City USA for 2017 -1 am working on the Tree City USA application now and later in the month the Tree City Growth Award application. Recreation Division Recreation Manager's Report: COLIN Moss 1. New Software - Our new Rec1 software went live on December 5. We made it! You can now register for a class online without having to pay an additional convenience fee. We'll also be able to roll out online facility reservations when they open for the season on February 1, and we're hoping to put the registration and roster -building process for adult sports leagues online soon. 2. Website Improvements - With the Rec1 software now live and our intentions being to push as many transactions online as possible, it's time to take a hard look at the look and flow of our website to help facilitate those online transactions. We will be working with the web developer in the IT Department to get ideas and lay out how we want it to look. 3. Field Scheduling - Field use applications for 2018 have been emailed out to all of the sports league contacts. The deadline to summit an application is January 15. 4. Event Scheduling/inputting - Event requests continue to come in for 2018. With the software change, we also had to reenter every event that had already been booked. We're up to 32 events booked so far. Homecourt Facility Manager's Report: GARRETT WHITE 1. Scheduling - This is an ongoing project, and all schedules will be inputted into the new Rec 1 computer system. Schedules are updated on a weekly and sometimes daily basis. The facility has been extremely busy now that the cold weather is here. The next event is Friday, December 29 and Saturday, December 30. 2. Winter Programming - I would like to start a Sunday Pickleball League in January or February of 2018. 3. Projects: • LED LiQhtine - We will replace the outside wall packs over to LEDs in early December. In addition, I have been collecting bids from local lighting companies in regards to replacing the gym lights (67 fixtures or 402 bulbs). • Fiber Connection - IT hopes to have this project completed in the spring of 2018. • Basketball Court Refinish - I am still working on putting together an RFQ for this project in December in hopes to have it out the first of January. • Floor Repairs, Due to Moisture - We are still working with ICRMP to determine the next steps. The moisture issue appears to be getting better. 4. Bay 5 Renovations - We went to the Parks and Recreation Commission last month and got some good feedback. We are now working with Insight Architects and Kreizenbeck to develop more solid costs for budget purposes. We meet Friday, December 8. 5. Budget - I have been reviewing the Homecourt budget on a weekly basis. 6. Accounts Receivable - With Jeanette Sanchez's help, I have been sending out invoices three to four weeks in advance for all reservations at the Homecourt. This month may be a little different/late because we are moving from the registration software ActiveNet to Rec 1. 7. HVAC Controls - 1 am scheduled to attend a two-day class on how to work the MVAC controls on December 5 and 6. Recreation Coordinators' Report: JAKE GARRO, RENEE WHITE, Et TYLER ROBERDS 1. 2018 Winter/Spring Activity Guide - Our 2018 Winter/Spring Activity Guide was released on Friday, December 8. Registration for winter/spring classes began on Friday, December 8 as well. The majority of winter/spring classes are set to begin the first and second weeks in January. 2. Rec1 Registration Software - Our new registration software went live to customers on Tuesday, December 5. The last sessions of our fall classes have been input into Rec 1 and were made available for registration through the new software. Summer Camp Coordinator - Paperwork for our Summer Camp Coordinator position has been turned in to Human Resources. The majority of fall classes concluded earlier in the month. 5. 2018 Summer Camp Site: Jake will reach out to the West Ada School District seeking feedback regarding our request to obtain space for an additional Summer Day Camp site. It is our goal to offer another summer day camp at Discovery Elementary. 6. Christmas in Meridian - The 5th Annual Winter Lights Parade was on Friday, December 1. More than 50 individual parade entries delighted the approximately 8,000 parade spectators. This year it appeared that entries stepped up their design and decorations, and several categories were tough to judge. The extended route continued past Pine to Carlton. Both sides of Main Street were fitted from Broadway to Carlton. The second half, 2nd street, was sparse, but offered great parade viewing. Highlights included increased participation in the Candy Cane Fun Run which was limited to just one mile. The Pulse added their inflatable finish line for clear end -of -race celebration. Hot cocoa stations increased to ten, but signs or lights for better visibility are needed. New emcees from 94.9 the River, Ken and Deb, joined Mayor Tammy to host the parade. General Updates - We are in the process of implementing new registration software. We are testing out different ways to register teams for the new season. We are in the works of finding new field space to help grow our program. 4. Holiday Volleyball Classic - Last year we were able to purchase gifts for 56 kids in the community. This season we were are purchasing gifts for 57 kids! We had $3,000 overall, thanks to a gracious donor. We will purchase about 315 gifts for these children and deliver them to the Head Start Program on Thursday December 7. 10. Volleyball - Fall Volleyball is in the middle of the playoff season. Due to setting a stricter policy and following it, Tyler has greatly cut down on the reschedule requests. This has drastically cut down routine work and allowed him to start developing plans and goals for future seasons. Winter Volleyball is currently taking registrations. We will close registration on December 15 and cap it at 110 teams. 11. Basketball - Fall Basketball is currently in playoffs and set to finish December 19. We are taking registrations for Winter Basketball and will cap the registration at 40 teams. Tyler's officiating prices increased greatly right before the start of the season. He was not able to adjust registration prices in time, so we will take a bit of a deficit for this season.
