Preliminary Plat — Caven Ridge Estates East The 14.42 acre property will be divided into 76 lots including 67 Single -Family lots and 9 common lots to accommodate landscape buffers, pathways, and open space areas. The development is generally located to the east of Meridian Road and to the south of the Ridenbaugh Canal. The average lot size will be 5,713 square feet with a minimum lot size 4,448 square feet in accordance with Meridian City Code. All requirements for qualified open space have been met through the proposed subdivision design. Trees, shrubs, various grasses and ground cover will be planted throughout the site, with a 35' landscape buffer with berm and a multi -use pathway which will be constructed along the Ridenbaugh Canal as a part of Meridian's Pathway System. Several micropath connections are proposed to improve pedestrian connectivity through the proposed subdivision. There are adequate public services available to this area to serve the subdivision. Public utilities will be made available to the site by extending services from South Standing Timber Way. Storm water will be retained on site in seepage beds. The proposed roadways will be public streets dedicated to the Ada County Highway District. The developer has met with the City of Meridian Arborist and there are no trees to be mitigated on the property (see enclosed note from Elroy Huff). Rezone Application The developer of Caven Ridge Estates Subdivision is proposing to construct high-end patio homes that will be designed for residents who desire to live in a quality home with minimal yard and landscaping maintenance. As a part of this design, our client is requesting R-15 zoning to allow for reduced side -yard setbacks. The R-15 density is not being requested, the rezone request is being made to allow for the 3' interior setbacks allowed in the R-15 zoning district. a 250 S. A DA Modification is currently being proposed to allow our client to modify the concept plan that was previously approved through the Caven Ridge East Subdivision . The revised concept plan includes a modified lot layout to allow for the construction of patio homes and an increase in the number of residential lots shown on the concept plan in keeping with the proposed patio home concept. Special Requests The applicant is requesting a waiver to UDC 11 -3A -6A to allow the Ridenbaugh Canal to remain open due to its large capacity (as allowed by 11-3A-6A.3b). The Riddenbaugh Canal is the north boundary for the subject property. As authorized, on October 27, 2017, SITE staff logged and sampled two test pits on the subject property. These test pits were extended to fourteen feet deep. At this depth, loose sand and gravels were sloughing faster than could be excavated with a rubber tire backhoe. Groundwater was not encountered. Since groundwater was not confirmed, additional research was undertaken. SITE previously provided geotechnical investigation and recommendation reports for Caven Ridge Estates and Caven Ridge East, both located east of the subject site. During the geotechnical investigation for the adjacent Caven Ridge Subdivision, research was done to determine the depth to groundwater. That report indicates that groundwater is in excess of 50 feet deep on the subject property. Two new monitoring wells were recently drilled in the bottom of the former gravel pit located south of the subject property. The wells logs are available on the IDWR's website and indicate they were drilled to 25 feet deep and did not reach the groundwater. Based upon this research, it is safe to assume the depth to groundwater on the subject property is greater than 20 feet deep and will not impact the planned construction.
