Project Narrative
Kobe LLC and Cope Holdings, LLC, hereby apply for a comprehensive plan map amendment to
change the designation of approximately 10. 12 acres of land from C -G to I -L, along with a rezone
from C -G (General Commercial) to I -L (Light Industrial) for 5.62 acres of land located at the
northeast corner of N. Locust Grove Road and E. Franklin Road. Approved as the Madden
Subdivision, a portion of the property was recently rezoned to I -L from C -G with a "floating" of
the comprehensive plan map designation to allow the Gensco building to be built. This
comprehensive plan map amendment will clean up the previous approval and make the proper
revisions to the comprehensive plan map.
The property to be rezoned was approved as Lots 2 and 3, Block 1 of the proposed Madden
Subdivision. The property is located immediately south of the site recently rezoned I -L and
approved for the Gensco building. Adjoining uses in the area include industrial to the east (Locust
Grove Industrial Park and Layne Industrial Park). Property west of N. Locust Grove is currently
used as pasture and is zoned I -L. E. Franklin Road is a major arterial and lies at the southern border
of the site, beyond which are a rural residential acreage and high-density residential.
The property was annexed under Ordinance No. 748 in 1996, when N. Locust Grove Road was not
yet constructed through the property. The Meridian Comprehensive Plan currently designates the
site as C -G (General Commercial). The location of the parcel provides high visibility, but interest in
the property for commercial use has not been expressed by any potential users. The general area is
predominately industrial. The applicant requests a change to the Meridian Comprehensive Plan
Map from General Commercial to Light Industrial, consistent with the general area and recent
rezone of the Gensco property, along with rezoning of the 5.62 -acre property from C -G to I -L. The
request for the change is to allow for construction of a new facility for Cope Collision Repair on one
of the lots in the proposed Madden Subdivision.
The Franklin Road corridor has historically been a light industrial area. Light industrial uses will be
much less intrusive on the neighboring property owners with less impact on traffic. The property
can be adequately served by essential public facilities and services. Franklin Road has already been
constructed to 5 lanes and serves as an essential transportation artery into Meridian.
Cope Auto Repair was opened in 1963 by Gerald Cope at 210 E Fairview in Meridian. The shop
was relocated in 1982 to its current location at 1855 E Lanark St, Meridian, Idaho. It is the desire of
the applicant to build a new facility at the northwest corner of N. Nola Road and E. Franklin Road.
Access for Cope Auto will be provided via a right -in, right -out access on E. Franklin Road and a
full access on N. Nola Street. The applicant proposes to build a new facility similar to that depicted
in the attached architectural renderings.

COMMITMENT OF PROPERTY POSTING
Per Unified Development Code (UDC) 11 -5A -5D, the applicant for all applications requiring a
public hearing (except for a UDC text amendment, a Comprehensive Plan text amendment
and/or vacations) shall post the subject property not less than ten (10) days prior to the hearing.
The applicant shall post a copy of the public hearing notice of the application(s) on the property

The applicant shall submit proof of property posting in the form of a notarized statement and a
photograph of the posting to the City no later than seven (7) days prior to the public hearing
