3. Approval of the Agenda:
Commissioner Larsen made motion to approve the agenda as published.
Motion was seconded by Commissioner Neal. All ayes, motion carried.
4. Approval of Minutes: September 27, 2017 meeting
Commissioner Larsen made motion to approve the agenda as published.
Motion was seconded by Commissioner Walters. All ayes, motion carried.
5. Presentation: China's Operation Green Sword (Kendra Dean, Western Recycling)
Dave Dean with Western Recycling provided some general information regarding the new
standards on export recycling materials to China. Even with running the sorting process twice the
contamination is still at 2% while China wants it below 1.5%
It takes approx. 150 picks to make 1 pound of plastic bags/film.
Changes for now; additional educational materials to be sent to customers to include washing out
containers and NO plastic bags.

Mike Barton presented an application for 35 litter/trash recepticles for the next regional
park being built in 2018 ($9702.25)
(b). Meridian Library District
Gretchen Caserotti presented an application to purchase and modify a used shipping
container for a "MLD Tiny Library" ($6200.00)
B. Litter Citizen Concern -Robin Brooks - tabled to November meeting

A. Annual Report -Review Draft - tabled to November meeting
B. FY17 Recycling and HHW Charts -tabled to November meeting

In a July 18, 2017 filing with the World Trade Organization (WTO), China's Ministry of Environmental Protection
announced that the country will prohibit the importation of some grades of recovered paper and plastic by the end of 2017.
The WTO filing highlights the Chinese government's efforts to clamp down on the quality of recovered material imports
