Revised NarrativeALC ARCHITECTURE □ 1119 EAST STATE STREET □ EAGLE, IDAHO 83616 September 27, 2017 November 2, 2017, revised City of Meridian Community Development – Planning Division 33 East Broadway Avenue, Suite 102 Meridian, Idaho 83642 Attn : Planner p. 208.884.5533 Re: Certificate of Zoning Compliance - Narrative To whom it may concern : We are proposing a Daycare Tenant Improvement within an existing building and partially within an existing tenant suite. There is a portion of the proposed Daycare Tenant Improvement that will encompass a portion of the existing building that has not been occupied, this space is described in the attached exhibits as Suite ‘A’. Adjacent tenants are compatible with typical office space / use. Adjacent properties are solely single-family residential. The licensed daycare intends to accommodate 25 pre-school age children. The existing learning center (non-licensed) will accommodate another 48 children and adults. Within the facility there will be approximately 73 children and adults at maximum capacity. The main entrance to the Daycare will be along the West side of the existing Building, which is located very near (9) existing parking spaces, that can be utilized as the child drop-off zone. Adjacent tenants do not currently utilize the West side entrances of the existing building and therefore this area would be purposed solely for the Daycare use entrance. As part of the Daycare use, it is desired to have an outdoor play yard. This play yard would be located at the East end of the building in area of the site that is currently utilized as parking. The portion of the property where the play yard will be located is adjacent to residential uses and therefore requires a 20’-0” landscape buffer. A landscape buffer is shown on the updated site plan. Currently, a 6’-0” tall non-scalable fence exists along the Southern and Eastern property lines. In order to maintain delineation of the landscape buffer between the play yard and the residential properties we propose a shorter (4’-0” tall) interior chain-link fence. This chain-link would allow visual of the 20’-0” landscape buffer. The play yard would be accessible from with the proposed tenant suite and we would provide a new 6’-0” tall visually solid fence with gate to the existing exterior sidewalk. A detail of the chain-link and solid fence are provided for reference. We plan to provide a more suitable play surface, by removing the existing asphalt or by covering the existing asphalt, surfacing at this time is undetermined, however we are planning to provide a rubberized mulch to soften the surface of the asphalt. Within the play yard the tenant does not intend to have play equipment that is taller than 6’-0” in height and therefore play equipment is not indicated on the proposed site plan.
