Scott, we’re reluctant to move this forward without a final decision from the ACHD Commission. Mindy
made it sound like this would have to go in front of the Commission a second time.
We don’t want to be in a position of approving something without knowing if there are changes from
their Commission.

If possible I would like to keep it moving forward since we are fine with restricting occupancy
permits until the Black Cat connection is made. The road design for this connection is going to
be submitted within the next two weeks to ACHD and constructed next year. The church won’t

even be open until the spring of 2019. If this is acceptable to you I would like to proceed this
way. I am still waiting to hear back from Mindy on the email I sent yesterday.

Is this necessary if we can restrict the church to no occupancy permit until Tree Crest connects
to Black Cat/Chinden rather than go through the TIS process? The R-15 parcel can provide a
TIS if needed when they submit their application.

Scott,
Thank you for your request to modify ACHD’s April 2017 approval for Rockbury Subdivision. Due to the
proposed modification to the application a new ACHD Commission Action will be required. The ACHD
Commission previously approved a modification of policy for this site to allow more than 3,000 vehicle
trips per day on a collector roadway with 1 access point. The modification was recommended due to
the proposed right-in/right-out driveway onto Chinden Boulevard which would help to distribute the
traffic.
Due to the elimination of the right-in/right-out driveway, a traffic impact study (TIS) will be required to
evaluate the site’s impacts to Tree Farm Way/Chinden Boulevard intersection. The church and the
proposed multi-family development should be included in the TIS. In addition to the standard time
frames, the TIS should also include an analysis of Sundays when church services are occurring.
Your modification will be scheduled for a Commission hearing after we have received and reviewed the
TIS.

Based on the elimination of the right in / right out for the Rockbury Subdivision to Chinden Blvd
we are requesting a modification to the approved staff report to reflect this change. The
proposed use for the CN parcel is for a church which holds services on Sunday mornings during
a non-peak time for traffic and is not scheduled to open until the spring of 2019. The proposed
access points that are still being requested include the north connection to Tree Crest and the
two connections to Tree Haven.
The R-15 parcel as shown on the Rockbury plat will still be required to submit a preliminary plat
to the City of Meridian and can be reviewed for applicable conditions by ACHD at that time
based upon the proposed use and site plan.
